【摘要】：就地就近城鎮(zhèn)化是實(shí)現(xiàn)新型城鎮(zhèn)化的有效途徑。在傳統(tǒng)農(nóng)區(qū)選取代表性觀測(cè)點(diǎn),采用問(wèn)卷調(diào)查與深度訪(fǎng)談法對(duì)農(nóng)村人口轉(zhuǎn)移意愿及其成因進(jìn)行全面分析,結(jié)果顯示:目標(biāo)區(qū)域農(nóng)村人口就地就近轉(zhuǎn)移的意愿強(qiáng)烈,并呈現(xiàn)出"購(gòu)房但不落戶(hù)"的轉(zhuǎn)移特征。其中,子女成家、子女教育等是農(nóng)戶(hù)在城鎮(zhèn)購(gòu)房的主要?jiǎng)訖C(jī)所在,而城鎮(zhèn)就業(yè)難度大、不愿意放棄農(nóng)村承包地等是轉(zhuǎn)移人口"不落戶(hù)"的主要原因。據(jù)此,應(yīng)充分尊重農(nóng)民意愿,在傳統(tǒng)農(nóng)區(qū)倡導(dǎo)走"居住與身份分離"的就地就近城鎮(zhèn)化道路,同時(shí)鼓勵(lì)就地就近轉(zhuǎn)移人口到農(nóng)村兼業(yè),大力發(fā)展農(nóng)產(chǎn)品加工業(yè)及其關(guān)聯(lián)產(chǎn)業(yè),以解決這一過(guò)程中的就業(yè)瓶頸問(wèn)題。
[Abstract]:Local urbanization is an effective way to realize the new type of urbanization. In the traditional agricultural areas, the representative observation points are selected, and the questionnaire survey and in-depth interview are used to analyze the rural population transfer intention and its causes. The results show that the rural population in the target area has a strong willingness to move to the nearest place and has the characteristics of "buying a house but not setting up a house". Among them, the main motivation of the peasant households to buy a house in cities and towns lies in the establishment of a family and the education of the children. However, the difficulty of urban employment and the unwillingness to give up contracted land in rural areas are the main reasons for the "non-settlement" of the population. Accordingly, we should fully respect the will of farmers and advocate the local urbanization road of "living and identity separation" in traditional rural areas. At the same time, we should encourage the local transfer of population to the rural areas and vigorously develop the agricultural products processing industry and its related industries in order to solve the employment bottleneck in this process.
