【摘要】：在我國(guó)工業(yè)化和城市化進(jìn)程不斷加快的大環(huán)境下,隨著人們對(duì)生活和公共服務(wù)質(zhì)量注重程度的不斷提升,對(duì)政府提供公共服務(wù)的能力也提出了更高的要求。城市照明管理屬于基礎(chǔ)公共服務(wù)管理的重要組成部分,它與人民生活、社會(huì)治安及能源節(jié)約等問(wèn)題息息相關(guān),在美化城市環(huán)境的同時(shí)還能夠促進(jìn)經(jīng)濟(jì)文化發(fā)展,體現(xiàn)出一個(gè)城市管理水平和文化品位。如何有效對(duì)城市照明進(jìn)行管理,促進(jìn)其健康有序發(fā)展,維護(hù)公民權(quán)利,推動(dòng)公共利益的實(shí)現(xiàn),是本文要研究的問(wèn)題。本文在對(duì)Y市城市照明管理進(jìn)行分析研究的基礎(chǔ)上,得出新公共服務(wù)理論是城市照明管理的理性訴求。全文共分為五個(gè)部分。第一部分,緒論。主要介紹問(wèn)題的背景、研究目的與意義、文獻(xiàn)綜述以及研究方法與創(chuàng)新點(diǎn);第二部分,相關(guān)概念界定與理論內(nèi)涵。首先界定了城市照明管理的相關(guān)概念,然后對(duì)新公共服務(wù)理論的內(nèi)涵進(jìn)行闡述并分析了其對(duì)城市照明管理的借鑒意義;第三部分,Y市城市照明管理的現(xiàn)狀及存在的問(wèn)題。在對(duì)現(xiàn)狀進(jìn)行分析的基礎(chǔ)上,結(jié)合理論發(fā)現(xiàn)問(wèn)題;第四部分,Y市城市照明管理問(wèn)題產(chǎn)生的原因。以新公共服務(wù)理論為出發(fā)點(diǎn),提出照明管理公益目標(biāo)模糊、服務(wù)職能缺位、責(zé)任意識(shí)缺失和忽視組織中人的因素都是照明管理問(wèn)題的成因;第五部分,解決城市照明管理問(wèn)題的對(duì)策思考。通過(guò)對(duì)理論和實(shí)際的分析提出了提高城市照明管理水平的對(duì)策,包括追求公共利益、加強(qiáng)服務(wù)職能、強(qiáng)化責(zé)任意識(shí)、堅(jiān)持以人為本的理念等。新公共服務(wù)理論倡導(dǎo)政府要以服務(wù)為宗旨,要求更加關(guān)注公民的權(quán)力和利益。本文運(yùn)用實(shí)證研究和文獻(xiàn)研究相結(jié)合的方法,理論聯(lián)系實(shí)際,為相關(guān)政府部門制定合理的照明管理政策提供參考,力求解決實(shí)際問(wèn)題,以推進(jìn)城市社會(huì)治安、交通安全、市容風(fēng)貌以及人民生活水平的健康發(fā)展,促進(jìn)城市經(jīng)濟(jì)和文化的良性發(fā)展,共建和諧社會(huì)。
[Abstract]:Under the circumstances of accelerating industrialization and urbanization in China, with the increasing attention paid to the quality of life and public services, Urban lighting management is an important part of the management of basic public services, which is closely related to issues such as people's life, social security and energy conservation. While beautifying the urban environment, it can also promote the development of economy and culture, reflect the level of urban management and cultural taste. How to effectively manage urban lighting, promote its healthy and orderly development, safeguard the rights of citizens, To promote the realization of public interest is a problem to be studied in this paper. It is concluded that the new public service theory is the rational demand of urban lighting management. The paper is divided into five parts. The first part is the introduction. It mainly introduces the background of the problem, the purpose and significance of the research, literature review, research methods and innovation points; The second part, the definition of relevant concepts and theoretical connotations. Firstly, it defines the related concepts of urban lighting management, then expounds the connotation of the new public service theory and analyzes its reference significance to urban lighting management. The third part is the current situation and existing problems of urban lighting management in YY city. On the basis of analyzing the present situation, combining with the theory to find out the problems, the causes of the problems in the urban lighting management in 4th part of YY city are as follows: taking the new public service theory as the starting point, It is pointed out that the ambiguity of public interest goal of lighting management, the absence of service function, the lack of sense of responsibility and the neglect of human factors in the organization are all the causes of lighting management problems; part 5th, Based on the analysis of theory and practice, this paper puts forward some countermeasures to improve the level of urban lighting management, including the pursuit of public interests, the strengthening of service functions, and the strengthening of the sense of responsibility. The new public service theory advocates that the government should pay more attention to the rights and interests of citizens. To provide reference for relevant government departments to formulate reasonable lighting management policies, and to strive to solve practical problems in order to promote the healthy development of urban social security, traffic safety, appearance and appearance of the city and the living standards of the people. Promote the benign development of urban economy and culture, and build a harmonious society.
