【摘要】：城鄉(xiāng)一體化是我國新型城鎮(zhèn)化發(fā)展的必然要求,對于拓展和優(yōu)化我國的經(jīng)濟發(fā)展空間起到很大的推動作用。受制于城鄉(xiāng)二元體制結(jié)構(gòu)、資源稟賦、國家發(fā)展戰(zhàn)略和區(qū)域政策等綜合因素,不僅我國的社會經(jīng)濟發(fā)展存在著較為明顯的區(qū)域落差,而且我國城鄉(xiāng)一體化的發(fā)展也存在著顯著的區(qū)域差異。改革開放三十多年來,我國四大區(qū)域——東北、東部、中部和西部的城鄉(xiāng)一體化發(fā)展水平分化嚴重,這影響了各區(qū)域間的社會經(jīng)濟協(xié)調(diào)發(fā)展。因此,本文以我國城鄉(xiāng)一體化的區(qū)域差異為切入點,探究該差異存在的原因、表現(xiàn)以及縮小差異的對策,從而推動我國社會經(jīng)濟統(tǒng)籌協(xié)調(diào)發(fā)展。通過構(gòu)建“效率—公平”協(xié)調(diào)度模型,本文分析了我國城鄉(xiāng)一體化發(fā)展的總體靜態(tài)狀況,以及四大區(qū)域內(nèi)城鄉(xiāng)一體化動態(tài)發(fā)展?fàn)顩r。結(jié)果顯示,各省份城鄉(xiāng)協(xié)調(diào)度均在波動中不斷提高,但是東部地區(qū)的城鄉(xiāng)統(tǒng)籌狀況優(yōu)于東北地區(qū),東北地區(qū)優(yōu)于中部地區(qū),西部地區(qū)的城鄉(xiāng)統(tǒng)籌狀況最差。我國城鄉(xiāng)一體化發(fā)展區(qū)域差異的原因包括經(jīng)濟因素、資源稟賦、經(jīng)濟體制轉(zhuǎn)型和區(qū)域發(fā)展政策等。通過選取四大區(qū)域內(nèi)的典型省份,東部的北京、東北的黑龍江、中部的安徽和西部的西藏,對其城鄉(xiāng)一體化發(fā)展歷程和現(xiàn)狀進行了評析、比較和總結(jié)。
[Abstract]:Urban-rural integration is an inevitable requirement for the development of new urbanization in China. It plays a very important role in expanding and optimizing the space for economic development in our country. It is constrained by the dual system structure of urban and rural areas and the endowment of resources. The comprehensive factors, such as national development strategy and regional policy, not only have obvious regional differences in the social and economic development of our country, but also have significant regional differences in the development of urban and rural integration. The development level of urban-rural integration in the northeast, eastern, central and western regions of China is seriously divided, which affects the coordinated development of social economy among different regions. Therefore, this paper takes the regional differences of urban-rural integration as the starting point. In order to promote the overall and coordinated development of China's social economy, this paper explores the reasons, performance and countermeasures of narrowing the difference. By constructing the model of "efficiency-equity" coordination degree, This paper analyzes the overall static state of the development of urban-rural integration in China, and the dynamic development of urban-rural integration in four regions. The results show that the degree of urban-rural coordination in each province is constantly increasing in fluctuation. However, the situation of urban and rural coordination in the eastern region is better than that in the northeast region, the northeast region is superior to the central region, and the urban and rural overall planning situation in the western region is the worst. The reasons for the regional differences in the development of urban-rural integration in China include economic factors, resource endowment, By selecting the typical provinces in the four regions, Beijing in the east, Heilongjiang in the northeast, Anhui in the middle and Tibet in the west, this paper analyzes the development course and present situation of the integration of urban and rural areas.
