供水監(jiān)測信息管理系統(tǒng)的建設與效益分析

【摘要】:城市供水是城市的命脈,它為城市的生產、生活提供著必需的條件,同時它也是制約城市發(fā)展的的重要因素,甚至也構成了關系到社會安定的條件之一。按照建設部編制的《城市供水2010年技術進步發(fā)展規(guī)劃及2020年遠景目標》要求,供水企業(yè)的管理方式應逐步向水處理和配送過程的模擬和優(yōu)化的方向過渡,即進行供水系統(tǒng)的科學調度管理,為行業(yè)“保障供水,優(yōu)質服務,提高水質,提高效率”的中心任務提供有效的技術手段,為供水企業(yè)創(chuàng)造更大的社會效益和經濟效益。本論文通過對供水系統(tǒng)調度技術的分析,結合供水管網(wǎng)調度優(yōu)化決策的數(shù)學模型,從信息化管理的方面進行了系統(tǒng)的探討。在此基礎上,提出監(jiān)測信息管理系統(tǒng)是信息化管理的平臺,并對其進行分析研究。論文結合國內供水企業(yè)普遍存在的實際情況,進行技術方案、系統(tǒng)結構、建設規(guī)劃等方面的設計,提出了供水企業(yè)建立監(jiān)測信息系統(tǒng)的技術建議方案和系統(tǒng)建設技術路線。論文最后以武漢市供水監(jiān)測信息系統(tǒng)的建立為案例,為供水企業(yè)實施科學調度提供方案設計和建設規(guī)劃的參考。本研究的主要結論是:1、實施有效的供水系統(tǒng)科學調度技術應用,需要經過建立供水系統(tǒng)的地理信息系統(tǒng)(GIS)、運行數(shù)據(jù)采集和監(jiān)測系統(tǒng)(SCADA)、管網(wǎng)計算機模型(管網(wǎng)建模)和科學調度控制決策支持系統(tǒng)四個建設階段,建立起一個數(shù)字化管網(wǎng)系統(tǒng)。通過這個數(shù)字化的管網(wǎng)監(jiān)測系統(tǒng),可以實時掌握城市供水管網(wǎng)的水質動態(tài),提高企業(yè)決策者的科學決策能力和應急能力,從而能進一步提高行業(yè)信息化管理的水平。2、監(jiān)測信息系統(tǒng)的建成將是供水系統(tǒng)信息化管理朝著過程控制與生產管理一體化方向發(fā)展的重要里程碑,是生產管理從人工管理發(fā)展到真正的計算機管理的巨大跨越,它終將給生產管理帶來全新的模式。3、做為供水系統(tǒng)信息化管理基礎的監(jiān)測信息系統(tǒng)建成后,供水企業(yè)要加快優(yōu)化調度決策支持系統(tǒng)和供水系統(tǒng)評價軟件等建設,以擴大信息化應用領域,提高信息化技術水平。
[Abstract]:City water supply is the lifeline of the city, it is the city's production, life provides the necessary condition, at the same time it is also an important factor restricting the development of the city, and also the relationship to one of social stability conditions. According to the technical progress of city water supply in 2010 "plan and the 2020 Vision" the Ministry of construction preparation requirements, should be gradually transition to the simulation and optimization of water treatment and distribution process in the direction of the water supply enterprise management mode, namely scientific dispatching management of water supply system for the industry, "the protection of water, improve water quality, improve service quality, provide effective technical means central task efficiency, create greater social and economic benefits for the the water supply enterprise. This paper through the analysis of the scheduling technology of water supply system, combined with the mathematical model of decision optimization of water supply network dispatching system, carried out a systematic exploration from the aspects of information management Please. On this basis, put forward the monitoring information management system is the information management platform, and carries on the analysis research. This thesis combines the actual conditions of the common problems in the domestic water supply enterprises, technical scheme, system structure design, construction planning and other aspects of the proposed establishment of the monitoring information system of water supply enterprise technical proposal and system construction technical route. At the end of this paper to establish the monitoring information system of water supply in Wuhan city as a case, the design and construction plan of water supply enterprises to implement the scientific reference for scheduling. The main conclusions of this study are: 1, the implementation of scheduling technology in water supply system of scientific and effective, need to go through the geographic information system of water supply system (GIS). Operating data acquisition and monitoring system (SCADA), network computer model (network modeling) and scientific scheduling control decision support system four construction stages, and establish a A digital network system. Through the digital network monitoring system, real-time control of water quality dynamic city water supply network, improve enterprise decision-makers decision-making ability and emergency ability, so as to further improve the level of.2 industry information management, monitoring information system will be built is an important milepost of water supply system toward process control and information management the direction of the development of the integrated production management, production management is a huge leap from manual management to real computer management, it will bring to the production management mode of new.3, as built monitoring information system based information management system of water supply, water supply enterprises to accelerate the optimization of scheduling decision support software system construction and evaluation of water supply system, to expand the applications in the field of information technology, improve the level of information technology.
