【摘要】：中國長期以來對基礎(chǔ)資源產(chǎn)品(如水、電、油、氣等)實(shí)施計劃性低價格,伴隨著經(jīng)濟(jì)的高速發(fā)展,水資源總體短缺、分布不平衡、污染嚴(yán)重、定價機(jī)制不夠完善以及利用率低下等現(xiàn)狀和問題,與當(dāng)下正在加速推進(jìn)城市化建設(shè)的國情嚴(yán)重不適應(yīng),并成為制約中國城市化進(jìn)程的重要瓶頸。論文首先對水資源與水價改革的理論進(jìn)行了深入分析。其次,從國外和國內(nèi)兩個視角分析問題。從國外來看,國外水資源利用效率高,水資源管理效能高,階梯水價機(jī)制良好運(yùn)行,對我國水資源管理和水價改革具有較強(qiáng)借鑒意義。從國內(nèi)來看,本文回顧了我國水價改革的發(fā)展歷程,分析了我國的水價改革與水資源管理現(xiàn)狀,著重剖析了城市供水價格定價機(jī)制,階梯水價的改革和變遷。從階梯水價改革和水源管理效能的提高著眼,對濟(jì)南市水資源管理和利用情況進(jìn)行了實(shí)證分析。深入分析濟(jì)南市的水資源現(xiàn)狀,水價的歷史演變、政策變遷、制度安排和階梯水價的改革進(jìn)程,明確了濟(jì)南市水價定制原則,闡明了定價機(jī)制改革面臨的挑戰(zhàn)和問題。最后,論文提出健全和完善總體水價體系的思路與方案,尤其是針對濟(jì)南水資源管理現(xiàn)狀,.提出濟(jì)南水價改革的目標(biāo)、思路和實(shí)現(xiàn)路徑。一是實(shí)現(xiàn)水價成本公開和成本監(jiān)審；二是不斷完善水價形成和調(diào)整機(jī)制；三是明確政府在城市供水中職能定位,其中包括基礎(chǔ)設(shè)備設(shè)施改造升級、低收入群體的用水補(bǔ)貼、規(guī)范水費(fèi)使用管理和推行階梯水價和實(shí)行分質(zhì)供水。因此,著力構(gòu)建適合我國國情的水價形成定價機(jī)制,合理運(yùn)用水價這一經(jīng)濟(jì)杠桿,充分發(fā)揮水價的調(diào)節(jié)作用,兼顧效率和公平,大力促進(jìn)節(jié)約用水,是實(shí)現(xiàn)水資源可持續(xù)利用和發(fā)展的重要手段,并對提高我國水資源管理效能具有一定的理論價值和實(shí)踐意義。

Firstly, the theory of water resources and water price reform is analyzed. Secondly, analyze the problem from two aspects at home and abroad. From abroad, foreign water resources utilization efficiency of water resources management, high efficiency, good operation the price ladder mechanism, has a strong reference significance to our country's water resources management and water price reform. From the domestic perspective, this paper reviews the development history of the water price reform of our country, analyzes the reform of water prices and water pipe in China Current situation, analyzes the pricing of city water price mechanism, reform and change the price ladder. The ladder water price reform and water management to improve the effectiveness of focus, and utilization of water resources in Ji'nan city management carried out empirical analysis. Deep analysis of the present situation of water resources in Ji'nan City, evolution, the history of the water price policy changes, institutional arrangements and the price ladder of the reform process, the Ji'nan city water price customization principle, illustrates the challenges and problems of the reform of the pricing mechanism. Finally, proposed ideas and solutions to improve and perfect the overall price system, especially for the status quo, the management of water resources in Ji'nan. The Ji'nan water price reform goals, ideas and implementation path. Is the water cost and the cost of going public; the two is to constantly improve the water price formation and adjustment mechanism; three is to clear the government can locate in the city water supply base in the secondary vocational school, including The basic equipment upgrading facilities renovation, water subsidies for low-income groups, regulate water use management and the implementation of the price ladder and the quality of water supply. Therefore, efforts to build a suitable for China's water pricing mechanism, the price reasonable use of economic levers to fully play a role in regulating water price, balance between efficiency and fairness, and vigorously promote save water, is an important means to achieve sustainable development and utilization of water resources, and has a certain theoretical value and practical significance to improve the efficiency of water resources management in China.
