【摘要】：隨著經(jīng)濟(jì)的發(fā)展及產(chǎn)業(yè)技術(shù)的不斷升級(jí),標(biāo)準(zhǔn)聯(lián)盟已經(jīng)成為標(biāo)準(zhǔn)化領(lǐng)域的重要參與主體。近年來(lái),標(biāo)準(zhǔn)聯(lián)盟在廣東省呈現(xiàn)快速發(fā)展的趨勢(shì)。隨著標(biāo)準(zhǔn)聯(lián)盟越來(lái)越多地以直接參與者的角色參與到標(biāo)準(zhǔn)化活動(dòng)中,標(biāo)準(zhǔn)聯(lián)盟既是行業(yè)內(nèi)企業(yè)參與標(biāo)準(zhǔn)化活動(dòng)的共同主體,也是政府管理標(biāo)準(zhǔn)化領(lǐng)域的重要紐帶。因此標(biāo)準(zhǔn)聯(lián)盟與政府之間的關(guān)系會(huì)直接影響標(biāo)準(zhǔn)聯(lián)盟作用的發(fā)揮,進(jìn)而影響標(biāo)準(zhǔn)聯(lián)盟的發(fā)展,而這種關(guān)系主要體現(xiàn)在政府對(duì)標(biāo)準(zhǔn)聯(lián)盟的管理工作中�；谡芾淼囊暯茄芯繕�(biāo)準(zhǔn)聯(lián)盟的發(fā)展,對(duì)促進(jìn)標(biāo)準(zhǔn)聯(lián)盟的發(fā)展,進(jìn)一步推動(dòng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí),具有一定的現(xiàn)實(shí)意義。論文研究運(yùn)用了文獻(xiàn)研究、問(wèn)卷調(diào)查及比較分析等研究方法,在收集國(guó)內(nèi)外相關(guān)文獻(xiàn)及近三年廣東省標(biāo)準(zhǔn)聯(lián)盟發(fā)展相關(guān)數(shù)據(jù)的基礎(chǔ)上,通過(guò)網(wǎng)絡(luò)向廣東省質(zhì)監(jiān)局直屬的地級(jí)市質(zhì)監(jiān)局標(biāo)準(zhǔn)化科發(fā)放調(diào)查問(wèn)卷,并將統(tǒng)計(jì)數(shù)據(jù)應(yīng)用于論文的現(xiàn)狀分析中,同時(shí)結(jié)合具體案例分析廣東省標(biāo)準(zhǔn)聯(lián)盟作用于產(chǎn)業(yè)發(fā)展的效果。在現(xiàn)狀分析的基礎(chǔ)上,從政府管理的角度歸納出標(biāo)準(zhǔn)聯(lián)盟發(fā)展過(guò)程中存在的問(wèn)題,包括標(biāo)準(zhǔn)聯(lián)盟成員缺乏整體意識(shí)、政府下屬單位主導(dǎo)型標(biāo)準(zhǔn)聯(lián)盟問(wèn)題突出及技術(shù)標(biāo)準(zhǔn)戰(zhàn)略專項(xiàng)資金對(duì)標(biāo)準(zhǔn)聯(lián)盟的負(fù)面影響等方面,并從政府與標(biāo)準(zhǔn)聯(lián)盟定位模糊、政府制度設(shè)計(jì)及監(jiān)管存在缺陷、政府對(duì)標(biāo)準(zhǔn)聯(lián)盟允許失敗的認(rèn)識(shí)不充分等三方面分析了導(dǎo)致問(wèn)題存在的原因。最后,論文通過(guò)分析美國(guó)、歐盟、英國(guó)等國(guó)外標(biāo)準(zhǔn)聯(lián)盟及標(biāo)準(zhǔn)化組織在發(fā)展過(guò)程及與政府的關(guān)系上的先進(jìn)做法,總結(jié)出相應(yīng)的經(jīng)驗(yàn),結(jié)合廣東省的實(shí)際情況,從明確政府與標(biāo)準(zhǔn)化技術(shù)機(jī)構(gòu)及標(biāo)準(zhǔn)聯(lián)盟三者的定位、政府在制度及監(jiān)管上進(jìn)行相應(yīng)的改進(jìn)、政府正確對(duì)待和處理標(biāo)準(zhǔn)聯(lián)盟的失敗三方面提出了相應(yīng)的解決對(duì)策。
[Abstract]:With the development of economy and the continuous upgrading of industrial technology, the standards alliance has become an important participant in the field of standardization. The standards alliance is developing rapidly in Guangdong province. As the standard alliance is more and more involved in the standardization activities with the role of direct participants, the standard alliance is the common main body of the enterprises in the industry to participate in the standardization activities. It is also an important link in the field of standardization of government management. Therefore, the relationship between the standards alliance and the government will directly affect the role of the standard alliance, and then affect the development of the standard alliance. Based on the perspective of government management, the research on the development of standard alliance will promote the development of standard alliance and further promote the industrial transformation and upgrading. This paper uses the methods of literature research, questionnaire investigation and comparative analysis, based on the collection of domestic and foreign relevant literature and the development of Guangdong Standards Union in the past three years on the basis of the relevant data. The questionnaire is distributed to the Standardization Department of the Municipal Bureau of quality Supervision directly under the Guangdong quality Supervision Bureau through the network, and the statistical data is applied to the analysis of the present situation of the paper. On the basis of the analysis of the current situation, the problems in the development of the standard alliance are summed up from the angle of government management. Including the lack of the overall consciousness of the members of the standard alliance, the outstanding problems of the leading standard alliance of the government subordinate units and the negative impact of the technical standard strategy special funds on the standard alliance, and the ambiguity of the position of the government and the standard alliance. This paper analyzes the causes of the problems from three aspects, such as the defects of the government system design and supervision, the inadequate understanding of the failure of the standard alliance, etc. Finally, the paper analyzes the United States, the European Union, the European Union, and so on. The advanced practices in the development process and the relationship between the United Kingdom and other foreign standards unions and standardization organizations have summed up the corresponding experience and combined with the actual situation in Guangdong Province. The corresponding countermeasures are put forward from the following three aspects: the orientation of the government, the standardization technical organization and the standard alliance, the corresponding improvement in the system and supervision by the government, and the correct treatment and handling of the failure of the standard alliance by the government.
