【摘要】：近年來(lái),隨著改革開(kāi)放的深入,我國(guó)城市化進(jìn)程不斷加快,而小城鎮(zhèn)作為城市化進(jìn)程中的基礎(chǔ)體系,在促進(jìn)鄉(xiāng)村城市化、協(xié)調(diào)城鄉(xiāng)發(fā)展和加速城鄉(xiāng)一體化方面具有重要作用,地方政府作為小城鎮(zhèn)發(fā)展的主要推動(dòng)者和組織管理者,地方政府行為地有效介入,對(duì)統(tǒng)籌城鄉(xiāng)發(fā)展、轉(zhuǎn)變經(jīng)濟(jì)增長(zhǎng)方式、解決“三農(nóng)”問(wèn)題具有現(xiàn)實(shí)的指導(dǎo)意義,但現(xiàn)實(shí)狀況中也存在地方政府行為的缺位、越位、移位和短期化等問(wèn)題,因此,就小城鎮(zhèn)地方政府行為如何切實(shí)推進(jìn)小城鎮(zhèn)的發(fā)展與建設(shè)是值得重視和研究的一個(gè)重要課題。本文首先在文獻(xiàn)梳理的基礎(chǔ)上進(jìn)行理論基礎(chǔ)的架構(gòu),對(duì)小城鎮(zhèn)、政府行為、小城鎮(zhèn)政府行為的具體內(nèi)涵進(jìn)行分析,從城鄉(xiāng)一體化理論、可持續(xù)發(fā)展理論和公共產(chǎn)品理論三個(gè)方面奠定本文的研究理論基礎(chǔ),然后在闡述我國(guó)城市化、城鎮(zhèn)化和小城鎮(zhèn)發(fā)展背景的基礎(chǔ)上,分析地方政府與小城鎮(zhèn)發(fā)展關(guān)聯(lián)性。本文研究的主體部分側(cè)重于以泉州市小城鎮(zhèn)發(fā)展中政府行為為研究對(duì)象,在分析泉州市小城鎮(zhèn)發(fā)展現(xiàn)狀的基礎(chǔ)上,總結(jié)發(fā)展特點(diǎn)和主要成效,并認(rèn)為泉州市小城鎮(zhèn)發(fā)展存在的主要問(wèn)題有:泉州市小城鎮(zhèn)人口聚集能力不強(qiáng),小城鎮(zhèn)分布不均衡和小城鎮(zhèn)職能結(jié)構(gòu)單一等。反映出當(dāng)?shù)卣诮鉀Q發(fā)展問(wèn)題中將面臨的挑戰(zhàn),凸顯了政府行為在推進(jìn)小城鎮(zhèn)發(fā)展方面的重要性和必要性。在整體把握泉州市小城鎮(zhèn)政府行為的基礎(chǔ)上,分析存在的問(wèn)題有:權(quán)責(zé)不對(duì)等問(wèn)題突出、機(jī)構(gòu)人員編制不足和政府行為運(yùn)行環(huán)境欠佳等。這些因素都極大的挫傷了政府行政管理人員的主動(dòng)性和積極性,針對(duì)上述問(wèn)題,提出泉州市小城鎮(zhèn)發(fā)展中政府行為優(yōu)化的建議舉措應(yīng)從創(chuàng)新地方政府管理思維,完善政府管理體制,轉(zhuǎn)變政府職能,科學(xué)制定政績(jī)考核,優(yōu)化人員組織結(jié)構(gòu)等五大方面進(jìn)行細(xì)化分析,旨在為泉州市小城鎮(zhèn)發(fā)展中政府行為優(yōu)化提出幾點(diǎn)智力支持。
[Abstract]:In recent years, with the deepening of reform and opening up, the process of urbanization in China has been accelerated, and small towns, as the basic system of urbanization, are promoting rural urbanization. The coordination of urban and rural development and the acceleration of urban and rural integration plays an important role. As the main promoter and organization manager of the small town development, the local government acts as an effective intervention to the overall development of urban and rural areas. It is of practical significance to change the mode of economic growth and solve the problem of agriculture, countryside and farmers, but there are also some problems such as the absence, offside, shift and short-term of the local government's behavior in reality. It is an important subject that how to promote the development and construction of small towns by local government behavior in small towns. Firstly, based on the literature review, this paper carries out a theoretical framework for small towns. Government behavior, small town government behavior of the specific connotation of analysis, from the integration of urban and rural theory, sustainable development theory and the theory of public goods three aspects of the theoretical basis for this study. Then on the basis of expounding the background of urbanization, urbanization and the development of small towns in China. The main part of this paper focuses on the development of small towns in Quanzhou as the object of study, on the basis of the analysis of the status quo of the development of small towns in Quanzhou. The main problems in the development of small towns in Quanzhou are as follows: the ability of population gathering in small towns in Quanzhou is not strong. The uneven distribution of small towns and the single functional structure of small towns reflect the challenges that local governments will face in solving development problems. It highlights the importance and necessity of government behavior in promoting the development of small towns. On the basis of the overall grasp of the government behavior of small towns in Quanzhou City, there are some problems in the analysis: the problem of unequal power and responsibility is prominent. These factors have greatly dampened the initiative and enthusiasm of the government administrators, aiming at the above problems. The suggestion of optimizing the government's behavior in the development of small towns in Quanzhou should include innovating the local government's management thinking, perfecting the government's management system, transforming the government's functions, and scientifically formulating the performance assessment. In order to provide some intellectual support for the optimization of government behavior in the development of small towns in Quanzhou, five aspects such as optimizing the organizational structure of personnel are analyzed in detail.
