【摘要】：食品安全與每個(gè)人的生活息息相關(guān),它直接影響著人們的身心健康和生命安全及社會(huì)的穩(wěn)定。近幾年來,我國食品安全事故頻頻發(fā)生,雖然政府有關(guān)部門出臺(tái)了一些有關(guān)食品安全方面的法律法規(guī)來加以治理,但效果并不明顯,這也折射出目前我國食品安全監(jiān)管中還存在諸多問題。在參與食品安全治理過程中,行業(yè)協(xié)會(huì)具有特殊的職能和作用,與政府相比具有信息獲取、監(jiān)管成本、監(jiān)管動(dòng)力的優(yōu)勢(shì),彌補(bǔ)了政府監(jiān)管部門在食品安全治理中的不足。為響應(yīng)內(nèi)蒙古自治區(qū)政府“8337”發(fā)展戰(zhàn)略,內(nèi)蒙古在食品安全治理過程中,行業(yè)協(xié)會(huì)充分發(fā)揮參與治理的職能,在這方面雖然取得了一些成效,但由于目前內(nèi)蒙古行業(yè)協(xié)會(huì)處于發(fā)展階段,自身的參與能力有限,使其參與治理的作用還不夠明顯,因此,需要借鑒國內(nèi)外先進(jìn)的治理經(jīng)驗(yàn),進(jìn)一步提升內(nèi)蒙古行業(yè)協(xié)會(huì)參與食品治理的能力,讓行業(yè)協(xié)會(huì)的職能充分發(fā)揮,取得令人滿意的效果。本論文分為五個(gè)部分：第一部分主要說明了行業(yè)協(xié)會(huì)與食品安全治理的相關(guān)概念,并闡釋了行業(yè)協(xié)會(huì)在食品安全治理中的優(yōu)勢(shì)；第二部分從內(nèi)蒙古行業(yè)協(xié)會(huì)發(fā)展現(xiàn)狀、行業(yè)協(xié)會(huì)參與食品安全治理的途徑和當(dāng)前取得的成效三方面進(jìn)行闡釋,對(duì)內(nèi)蒙古行業(yè)協(xié)會(huì)參與食品安全治理的現(xiàn)狀做了一個(gè)總體的概述；第三部分以多個(gè)行業(yè)協(xié)會(huì)參與食品安全治理實(shí)例為依據(jù),分析了內(nèi)蒙古行業(yè)協(xié)會(huì)在參與食品安全治理過程中存在的問題,并對(duì)產(chǎn)生這些問題的原因作了深入探究；第四部分梳理、歸納了國內(nèi)外行業(yè)協(xié)會(huì)參與食品安全治理的經(jīng)驗(yàn)借鑒；第五部分針對(duì)內(nèi)蒙古行業(yè)協(xié)會(huì)參與食品安全治理存在的問題,借鑒先進(jìn)的實(shí)踐經(jīng)驗(yàn),提出完善內(nèi)蒙古行業(yè)協(xié)會(huì)參與食品安全治理的對(duì)策。
[Abstract]:Food safety is closely related to everyone's life. It directly affects people's physical and mental health, life safety and social stability. In recent years, food safety accidents occur frequently in China. Although the relevant government departments issued a number of laws and regulations on food safety to control, but the effect is not obvious. This also reflects that there are still many problems in China's food safety supervision. In the process of participating in food safety governance, trade associations have a special function and role, compared with the government has information access, regulatory costs. In response to the Inner Mongolia Autonomous region government's "8337" development strategy, Inner Mongolia in the process of food safety governance. Although the trade association has made some achievements in this respect, because the trade association in Inner Mongolia is in the development stage, its own participation ability is limited. The role of its participation in governance is not obvious enough, therefore, we need to learn from the advanced governance experience at home and abroad, further improve the ability of Inner Mongolia trade associations to participate in food governance, so that the functions of trade associations can be fully played. This paper is divided into five parts: the first part mainly explains the related concepts of trade association and food safety governance, and explains the advantages of trade association in food safety governance; The second part from Inner Mongolia industry association development situation, the trade association participates in the food safety governance way and the present achievement three aspects carries on the explanation. The paper gives a general overview of the current situation of Inner Mongolia trade association participating in food safety management. The third part analyzes the problems in the process of food safety governance in Inner Mongolia based on the example of many trade associations participating in food safety governance. And the causes of these problems are deeply explored. Part 4th combs, summarizes the domestic and foreign trade associations to participate in food safety governance experience; In the 5th part, aiming at the problems of the Inner Mongolia trade association in food safety management, and drawing on the advanced practical experience, the author puts forward the countermeasures to improve the Inner Mongolia trade association's participation in the food safety management.
