【摘要】：黨的十六大第一次提出走新型工業(yè)化道路,黨的十七大再次強(qiáng)調(diào)走中國特色新型工業(yè)化道路,黨的十八大進(jìn)一步提出走中國特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路,促進(jìn)四化同步發(fā)展”,為此四川省于2011年發(fā)布了《關(guān)于加快推進(jìn)新型工業(yè)化新型城鎮(zhèn)化互動發(fā)展的意見》,綿陽市也于2011出臺了《中共綿陽市委綿陽市人民政府關(guān)于加快推進(jìn)新型工業(yè)化新型城鎮(zhèn)化互動發(fā)展的意見》,“兩化”互動發(fā)展從2011年開始已經(jīng)成為綿陽市重點(diǎn)實(shí)施的一項(xiàng)重大戰(zhàn)略決策。本課題從新型工業(yè)化、新型城鎮(zhèn)化、“兩化”互動發(fā)展內(nèi)涵出發(fā),研究了二者之間的關(guān)系;從馬克思主義城鄉(xiāng)協(xié)調(diào)發(fā)展理論、綿陽市經(jīng)濟(jì)社會建設(shè)實(shí)踐發(fā)展需要和國內(nèi)外“兩化”互動成功經(jīng)驗(yàn)三方面入手,分析了“兩化”互動發(fā)展的必然性;從綿陽市新型工業(yè)化、新型城鎮(zhèn)化、“兩化”互動發(fā)展三個層面分析了綿陽市“兩化”互動發(fā)展的現(xiàn)狀及存在的問題;并從科學(xué)合理構(gòu)建綿陽市“兩化”互動發(fā)展的總體框架、保障措施、具體行動措施等三方面提出了切實(shí)可行的對策,以推進(jìn)綿陽市“兩化”互動發(fā)展戰(zhàn)略進(jìn)一步實(shí)施。該課題的研究,為我國“兩化”互動發(fā)展戰(zhàn)略尋找到了科學(xué)的理論依據(jù),為走中國特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路提供新的思路和方法。其對綿陽市“兩化”互動發(fā)展成功的經(jīng)驗(yàn)和具體做法的總結(jié),對于四川省其他地區(qū)乃至全國其他地區(qū)推進(jìn)“四化”同步發(fā)展有十分的借鑒意義。
[Abstract]:The 16th National Congress of the Communist Party of China put forward the new industrialization road for the first time, the 17th National Congress of the Party emphasized the new industrialization road with Chinese characteristics again, and the 18 National Congress of the Party further proposed the new industrialization, information technology and urbanization with Chinese characteristics. The road of agricultural modernization promotes the simultaneous development of the four modernizations ". For this reason, in 2011, Sichuan Province issued" opinions on accelerating the Interactive Development of New industrialization and New urbanization ". Mianyang City also issued in 2011 "Mianyang Municipal Committee of the Communist Party of China Mianyang Municipal people's Government on accelerating the promotion of new types of industrialization and new urbanization interactive development". The interactive development of "two modernizations" has become an important strategic decision in Mianyang since 2011. This subject starts from the connotation of new industrialization, new urbanization and interactive development of "two transformation". The relationship between them is studied. Based on the Marxist theory of coordinated development of urban and rural areas, the practical development needs of economic and social construction in Mianyang City and the successful experience of interaction between the "two modernizations" at home and abroad, this paper analyzes the inevitability of the interactive development of the "two modernizations". This paper analyzes the current situation and existing problems of the interactive development of Mianyang City from the three aspects of new industrialization, new urbanization and interactive development of "two transformation". And from the scientific and reasonable construction of Mianyang "two" interactive development of the overall framework, safeguard measures, specific action measures and other three aspects of practical countermeasures. In order to promote the further implementation of the interactive development strategy of "two modernizations" in Mianyang City, the research on this subject has found a scientific theoretical basis for the "two modernizations" interactive development strategy of our country, and it is also a new type of industrialization with Chinese characteristics. Urbanization, agricultural modernization road provides new ideas and methods. Its Mianyang "two" interactive development of successful experience and specific practices. It is of great significance for other areas of Sichuan Province and other regions of the country to promote the synchronous development of the four modernizations.
