【摘要】："代建制"是深化政府投資體制改革、促進(jìn)政府職能轉(zhuǎn)變的一項(xiàng)重要舉措。本文通過多案例研究方法,圍繞當(dāng)前中國情境下代建制項(xiàng)目的"治理屬性特征"與"治理結(jié)構(gòu)劃分"兩個關(guān)鍵問題,以識別代建制項(xiàng)目治理活動為基礎(chǔ),構(gòu)建治理強(qiáng)度測量模型,建立治理強(qiáng)度與治理結(jié)構(gòu)的關(guān)聯(lián)。研究提出并驗(yàn)證了代建制項(xiàng)目的治理結(jié)構(gòu)應(yīng)分為:弱治理結(jié)構(gòu),中治理結(jié)構(gòu)和強(qiáng)治理結(jié)構(gòu)3種類型,并根據(jù)測算結(jié)果逐一析出各類型的內(nèi)涵與外延。各結(jié)構(gòu)類型由弱至強(qiáng)所對應(yīng)的治理環(huán)節(jié)和主體逐漸增多,依據(jù)項(xiàng)目所需的治理強(qiáng)度和結(jié)構(gòu),有重點(diǎn)地聚焦相對應(yīng)的治理環(huán)節(jié)和主體,可以減少資源浪費(fèi),提升項(xiàng)目效率。
[Abstract]:"Agent system" is an important measure to deepen the reform of government investment system and promote the transformation of government functions. Focusing on the two key issues of "governance attribute characteristics" and "governance structure division" in the current Chinese context, a governance intensity measurement model is constructed on the basis of identifying the governance activities of the agent system project. Establishing the relationship between governance intensity and governance structure. The research puts forward and verifies that the governance structure of agent system project should be divided into three types: weak governance structure, middle governance structure and strong governance structure. According to the results of calculation, the connotation and extension of each type are separated out one by one. The governance links and main bodies corresponding to each structure type from weak to strong gradually increase, according to the governance intensity and structure required by the project. Focusing on the corresponding governance links and the main body can reduce the waste of resources and improve the efficiency of the project.
