【摘要】：統(tǒng)籌城鄉(xiāng)發(fā)展,是黨中央和國務院在現(xiàn)階段推進改革和現(xiàn)代化的重要戰(zhàn)略部署,這一事業(yè)關系到兩個一百年奮斗目標的實現(xiàn)以及整個城鄉(xiāng)發(fā)展全局。統(tǒng)籌城鄉(xiāng)發(fā)展,是針對我國普遍存在的城鄉(xiāng)二元結(jié)構(gòu)提出的,目的在于破除城鄉(xiāng)二元結(jié)構(gòu),促進城鄉(xiāng)經(jīng)濟發(fā)展,是從根本上解決我國“三農(nóng)”問題、協(xié)調(diào)城鄉(xiāng)發(fā)展的辦法和動力。本文首先介紹了研究湘西州統(tǒng)籌城鄉(xiāng)發(fā)展的背景和意義,接著理清了關于城鄉(xiāng)統(tǒng)籌發(fā)展的一些基本概念。文章的主體部分是構(gòu)建一個對湘西州統(tǒng)籌城鄉(xiāng)發(fā)展進行評價的指標體系。最后給出符合湘西州實際的政策建議。統(tǒng)籌城鄉(xiāng)發(fā)展,需要頂層設計、從整體的角度看問題,在我國區(qū)域發(fā)展不均衡、國土面積大的現(xiàn)實中要統(tǒng)一規(guī)劃、統(tǒng)一實施,最終消滅城鄉(xiāng)差距。頂層設計就是要總攬全局,通盤考慮項目各層次和各要素,尤其是需要考慮各層次、各方面的利益如何兼顧的問題。論文通過文獻研究、實地調(diào)查,運用層次分析法構(gòu)建統(tǒng)籌城鄉(xiāng)發(fā)展指標體系,發(fā)現(xiàn)總體來說,湘西州城鄉(xiāng)統(tǒng)籌發(fā)展水平不斷提高,但是城鄉(xiāng)統(tǒng)籌發(fā)展水平層次較低,與周邊地區(qū)相比,城鄉(xiāng)統(tǒng)籌發(fā)展水平差距十分明顯。近五年(2009-2013)湘西州的城鄉(xiāng)統(tǒng)籌在經(jīng)濟層面上受市場規(guī)律影響較大,出現(xiàn)了較大波動;生活層面在人均教育和人均住房上面有待政府加強重視。公共服務統(tǒng)籌協(xié)調(diào)層面在五年時間里取得了較大發(fā)展,這得益于連續(xù)多年的州一號文件對農(nóng)村發(fā)展的支持。在未來一段時間內(nèi),經(jīng)濟因素、生活因素以及公共物品因素等對湘西州城鄉(xiāng)統(tǒng)籌發(fā)展的影響仍然會一直持續(xù)�？偟膩碚f,湘西自治州的城鄉(xiāng)統(tǒng)籌提升空間還很大,政府可以著手改進的方面也還有很多。政府應該采取更加具有針對性的措施,有的放矢的解決好城鄉(xiāng)統(tǒng)籌發(fā)展問題。由于湘西州是一個“邊、少、山、窮”地區(qū),經(jīng)濟發(fā)展依舊緩慢,工業(yè)化程度低下,仍然是個中部欠發(fā)達地區(qū),城鄉(xiāng)統(tǒng)籌發(fā)展的水平雖然在提高,但是層次較低、面臨的各種困難和問題依舊沒有消除,在相當長一段時間內(nèi)還將影響著城鄉(xiāng)統(tǒng)籌的進程,全面統(tǒng)籌依然還有很長的道路。在未來的發(fā)展中,需要加快發(fā)展湘西州經(jīng)濟,改善農(nóng)村基礎設施,促進農(nóng)業(yè)發(fā)展、增加農(nóng)民收入,破除城鄉(xiāng)隔閡的制度障礙。
[Abstract]:Coordinating urban and rural development is an important strategic plan for the CPC Central Committee and the State Council to promote reform and modernization at this stage. The cause is related to the realization of two hundred years' goals and the overall situation of urban and rural development. The overall planning of urban and rural development is aimed at the universal existence of urban and rural dual structure in China, the purpose is to eliminate the urban-rural dual structure. To promote the economic development of urban and rural areas is the fundamental solution to the "three rural" problems, coordination of urban and rural development methods and power. Firstly, this paper introduces the background and significance of the study of the overall urban and rural development in Xiangxi. Then it clarifies some basic concepts of urban and rural development. The main part of this paper is to construct an index system to evaluate the overall urban and rural development in Xiangxi prefecture. Finally, some policy suggestions are given in line with the actual situation in Xiangxi. Coordinating urban and rural development. Need top-level design, from the overall point of view, in China's regional development imbalance, land area in the reality of unified planning, unified implementation, and ultimately eliminate the gap between urban and rural areas. In the last five years, the overall planning of urban and rural areas in Xiangxi is greatly influenced by the market law and fluctuated greatly in the economic level. The level of life in per capita education and per capita housing needs the government to pay more attention to the overall coordination of public services in five years have made great progress. This has benefited from years of state No. 1 support for rural development. For some time to come, economic factors. The influence of life factors and public goods on the overall urban and rural development of Xiangxi Autonomous Prefecture will continue. Generally speaking, there is still a lot of room for urban and rural development in Xiangxi Autonomous Prefecture. The government should take more targeted measures to solve the problem of urban and rural overall development. Because Xiangxi is a "border, less, mountain." In poor areas, economic development is still slow and industrialization is low. It is still an underdeveloped region in the central region. Although the level of overall urban and rural development is improving, the level is relatively low. All kinds of difficulties and problems still have not been eliminated and will still affect the process of urban and rural integration for a long time. Overall planning still has a long way to go in the future development. It is necessary to speed up the development of Xiangxi's economy, improve rural infrastructure, promote agricultural development, increase farmers' income, and break down the barriers between urban and rural areas.
