【摘要】：建設(shè)生態(tài)縣能夠?qū)崿F(xiàn)資源和能源的持續(xù)利用,帶動(dòng)新興產(chǎn)業(yè)發(fā)展,解決大量就業(yè),能夠加快新技術(shù)在產(chǎn)業(yè)中的廣泛應(yīng)用,促進(jìn)科學(xué)技術(shù)和工農(nóng)業(yè)生產(chǎn)的結(jié)合,以解決影響正常生活和工作的環(huán)境問(wèn)題,促進(jìn)國(guó)泰民安,社會(huì)穩(wěn)定。生態(tài)縣建設(shè),是生態(tài)建設(shè)的落實(shí),能夠增強(qiáng)縣域可持續(xù)發(fā)展能力,改善生態(tài)環(huán)境,提高資源利用效率,促進(jìn)人與自然的和諧,最終實(shí)現(xiàn)全面建設(shè)小康社會(huì)和生態(tài)文明的目標(biāo)。本文介紹了生態(tài)縣的概念與內(nèi)涵,生態(tài)縣建設(shè)目的及意義,生態(tài)縣研究現(xiàn)狀及指標(biāo)體系,結(jié)合城固縣具體情況,從經(jīng)濟(jì)發(fā)展、生態(tài)環(huán)境保護(hù)和社會(huì)進(jìn)步3個(gè)方面、5個(gè)基本條件、23項(xiàng)建設(shè)指標(biāo)進(jìn)行分析,依據(jù)生態(tài)功能區(qū)劃指導(dǎo)思想及目標(biāo),得到城固縣生態(tài)功能區(qū)劃方案。將其劃分為三個(gè)功能大區(qū),十六個(gè)亞區(qū);亞區(qū)分為禁止準(zhǔn)入?yún)^(qū)3個(gè),限制準(zhǔn)入?yún)^(qū)4個(gè),重點(diǎn)準(zhǔn)入?yún)^(qū)8個(gè),優(yōu)化準(zhǔn)入?yún)^(qū)3個(gè)。采用CorelDraw繪制生態(tài)功能分區(qū)圖,并進(jìn)一步對(duì)每個(gè)分區(qū)進(jìn)行了詳細(xì)介紹和規(guī)劃。提出了生態(tài)縣建設(shè)規(guī)�？刂坪椭鲗�(dǎo)產(chǎn)業(yè)規(guī)劃。同時(shí)通過(guò)對(duì)城固縣污水排放量及垃圾產(chǎn)出量預(yù)測(cè),為城固縣域及城市排水工程、垃圾處理工程做出初步規(guī)劃,確定生態(tài)村鎮(zhèn)創(chuàng)建時(shí)間。最終給出了城固生態(tài)縣建設(shè)規(guī)劃與重點(diǎn)實(shí)施項(xiàng)目,生態(tài)農(nóng)業(yè),生態(tài)工業(yè),生態(tài)環(huán)境建設(shè)、保護(hù)與治理,生態(tài)旅游,基礎(chǔ)設(shè)施建設(shè)等五個(gè)領(lǐng)域共計(jì)23個(gè)項(xiàng)目,總投資約16.8827億元。
[Abstract]:The construction of ecological counties can realize the sustainable utilization of resources and energy, promote the development of emerging industries, solve a large number of employment, accelerate the wide application of new technologies in industries, and promote the combination of science and technology with industrial and agricultural production. In order to solve the environmental problems that affect the normal life and work, promote the national security, social stability, ecological county construction, is the implementation of ecological construction, can enhance the county sustainable development capacity, improve the ecological environment. This paper introduces the concept and connotation of ecological county, the purpose and significance of ecological county construction, so as to improve the efficiency of resource utilization, promote the harmony between man and nature, and finally achieve the goal of building a well-off society and ecological civilization in an all-round way. The present research situation and index system of ecological county are analyzed from three aspects of economic development, ecological environment protection and social progress, combining with the concrete situation of Chenggu county, 5 basic conditions and 23 construction indexes are analyzed. According to the guiding ideology and objective of ecological functional regionalization, the ecological functional zoning scheme of Chenggu County is obtained, which is divided into three functional regions and sixteen sub-regions. The sub-division was divided into three no-access zones, four restricted access areas, eight key access areas and three optimized access areas. The ecological function zoning map was drawn by CorelDraw. Furthermore, the paper introduces and plans each district in detail, and puts forward the scale control of ecological county construction and the planning of leading industry. At the same time, it forecasts the amount of sewage discharge and garbage production in Chenggu County. For the Chenggu county area and urban drainage project, waste treatment project to make a preliminary plan, determine the time of the establishment of ecological villages and towns. Finally, the ecological county construction planning and key implementation projects, ecological agriculture, ecological industry. Ecological environment construction, protection and management, ecotourism, infrastructure construction and other five fields a total of 23 projects, the total investment is about one billion six hundred and eighty-eight million two hundred and seventy thousand yuan.
