【摘要】：老齡化問題已經(jīng)成為如今世界各個(gè)國家亟待解決的重大問題之一,研究城市老年人住房政策是政府更好地解決我國城市老齡化過程中出現(xiàn)的各類問題的一種重要手段,可以幫助老年人解決住房困難、改善居住條件、維護(hù)老年人應(yīng)該享有的基本住房權(quán)利,加快建成屬于我國獨(dú)有的老年人住房供應(yīng)和建設(shè)政策體系,發(fā)揮住房在城市老年人其他福利保障的享有方面的支撐作用,促進(jìn)政府更加合理地分配和運(yùn)用老年人保障資金,使我國的老年人的社會(huì)保障體系朝著更加健康、全面的方向發(fā)展,最大限度的發(fā)揮政府在城市老年人權(quán)益保障系統(tǒng)建設(shè)和完善過程中的主導(dǎo)作用。城市老年人居住質(zhì)量不單單影響著老年人自身,他們是自然人更是社會(huì)人,每個(gè)老年人的周圍都有屬于他自己社會(huì)圈,有子女親人、有同事朋友、還有一些有著深深淺淺關(guān)系的其他人,提高老年人的住房水平,讓老人住得踏實(shí)、舒心,在一定意義上其實(shí)是減少了老年人身邊人特別是子女親人的負(fù)擔(dān),讓他們有更多的時(shí)間和精力專心完成自己的工作,從而也可以促進(jìn)和諧友好的社會(huì)氛圍的形成,本文正是在此基礎(chǔ)上,對(duì)城市老年人住房政策進(jìn)行研究,爭(zhēng)取為提升城市老年人福利水平,創(chuàng)建和諧社會(huì)貢獻(xiàn)微薄的力量。本文在閱讀大量的文獻(xiàn)的基礎(chǔ)上,結(jié)合相關(guān)理論和數(shù)據(jù),從整體上對(duì)城市老年人生存和社會(huì)福利實(shí)現(xiàn)的既重要又容易被忽視的住房這一基礎(chǔ)的現(xiàn)狀進(jìn)行了分析,發(fā)現(xiàn)城市老年人住房狀況總體情況不甚樂觀,通過對(duì)城市老年人老齡化特征的研究發(fā)現(xiàn)城市老年人對(duì)住房產(chǎn)生了特殊的需求,繼而通過對(duì)能夠?yàn)闈M足城市老年人特殊住房需求提供支持的各主體進(jìn)行分析,發(fā)現(xiàn)我國現(xiàn)有城市老年人住房需求沒有得到足夠的重視、無法得到滿足,得出在現(xiàn)今情況下必須由政府發(fā)揮主導(dǎo)作用感知城市老年人住房需求的特點(diǎn),引導(dǎo)、激勵(lì)城市老年住房市場(chǎng)建成和發(fā)展,在借鑒國外政府經(jīng)驗(yàn)的基礎(chǔ)上對(duì)我國政府如何起好帶頭和中心作用提出一些建議和思考。本文通過對(duì)養(yǎng)老過程中的住房這個(gè)基礎(chǔ)部分進(jìn)行較為全面的分析,將老年福利中最基本的養(yǎng)老和住房有機(jī)結(jié)合,希望能夠在如何從整體上提升城市老年人晚年生活質(zhì)量方面貢獻(xiàn)一份力量。
[Abstract]:The problem of aging has become one of the most important problems to be solved in every country of the world. The study of urban housing policy for the elderly is an important means for the government to solve all kinds of problems in the process of urban aging in China. It can help the elderly to solve the housing difficulties and improve the living conditions. To safeguard the basic housing rights that the elderly should enjoy, accelerate the completion of our unique elderly housing supply and construction policy system, and play a supporting role in the enjoyment of other urban elderly welfare security. To promote the government to allocate and use the elderly security funds more reasonably, so as to make the social security system of the elderly more healthy and comprehensive. The government plays a leading role in the construction and improvement of the urban elderly rights and interests system to the maximum extent. The living quality of the urban elderly not only affects the elderly themselves, but also the natural person is the social person. Each old person has belong to his own social circle, have children, relatives, colleagues and friends, and some other people with deep shallow relationship, improve the housing level of the elderly, so that the elderly live steadfastly and comfortably. In a sense, it reduces the burden of people around the elderly, especially children and relatives, so that they have more time and energy to concentrate on their work. Therefore, it can also promote the formation of a harmonious and friendly social atmosphere. On this basis, this paper studies the housing policy of the urban elderly and strives to improve the welfare level of the elderly in the city. This paper, based on reading a lot of literature, combines relevant theories and data. From the overall analysis of the urban elderly survival and social welfare of the realization of both important and easily neglected housing foundation of the current situation, found that the overall situation of urban elderly housing situation is not very optimistic. Through the study of the aging characteristics of the urban elderly, it is found that the urban elderly have a special demand for housing, and then through the analysis of the various subjects that can provide support to meet the special housing needs of the urban elderly. Found that the existing urban elderly housing needs of our country has not been enough attention, can not be met, draw in the current situation, the government must play a leading role in the perception of the characteristics of urban elderly housing needs, guide. Encourage the establishment and development of urban housing market for the elderly. On the basis of drawing lessons from the experience of foreign governments, this paper puts forward some suggestions and thoughts on how to take the lead and the central role of our government. This paper makes a more comprehensive analysis of housing in the process of providing for the aged. It is hoped that the organic combination of the most basic old-age pension and housing in the elderly welfare can contribute to the improvement of the quality of life of the elderly in the city as a whole.
