【摘要】：城市是以人為主體、以自然環(huán)境為依托、以經(jīng)濟(jì)活動(dòng)為基礎(chǔ)、社會(huì)聯(lián)系極為緊密的有機(jī)體,是創(chuàng)造社會(huì)公共財(cái)富的最大載體。而現(xiàn)在經(jīng)濟(jì)、政治、文化中心不斷向城市轉(zhuǎn)移,人口、財(cái)富以及建筑都快速聚集,已超出了城市的負(fù)荷能力,加劇了城市要素的不穩(wěn)定性與不確定性,使得傳統(tǒng)的城市結(jié)構(gòu)變得脆弱乃至失衡,城市內(nèi)的風(fēng)險(xiǎn)因素與日俱增,城市作為一個(gè)巨型的易脆體暴露在風(fēng)險(xiǎn)下,目前對城市內(nèi)的風(fēng)險(xiǎn)因素進(jìn)行把控已是當(dāng)務(wù)之急。本文在閱讀了大量國內(nèi)外的相關(guān)文獻(xiàn)后,對城市風(fēng)險(xiǎn)進(jìn)行全面認(rèn)識(shí)的前提下,大體將城市風(fēng)險(xiǎn)歸納為以下三個(gè)方面,并對其進(jìn)行了全面地分析：1、立足于大人口觀,以人口安全發(fā)展目標(biāo)為切入點(diǎn),從系統(tǒng)內(nèi)與系統(tǒng)間兩個(gè)方面,結(jié)合昆明實(shí)際情況對影響人口發(fā)展的風(fēng)險(xiǎn)因子進(jìn)行分析；2、從自然災(zāi)害、能源、環(huán)境三個(gè)維度對昆明的生態(tài)風(fēng)險(xiǎn)因子進(jìn)行識(shí)別,并運(yùn)用自然災(zāi)害指數(shù)法、加權(quán)綜合評(píng)價(jià)法以及熵值法對昆明的生態(tài)風(fēng)險(xiǎn)進(jìn)行了綜合評(píng)價(jià)；3、從城市生命線系統(tǒng)(交通運(yùn)輸、供水排水、能源動(dòng)力、生態(tài)環(huán)境、通信信息)以及城市消費(fèi)品生產(chǎn)技術(shù)兩個(gè)角度分析了城市內(nèi)可能存在的技術(shù)風(fēng)險(xiǎn)。最后依次提出了針對性的風(fēng)險(xiǎn)防范或減緩的對策。
[Abstract]:City is an organism with people as the main body, natural environment as the support, economic activities as the foundation, and social relations are very close. It is the biggest carrier to create the social public wealth. But now the economy, politics. The continuous transfer of cultural centers to cities, the rapid accumulation of population, wealth and buildings has exceeded the capacity of the city and exacerbated the instability and uncertainty of urban elements. The traditional urban structure becomes fragile and even out of balance, the risk factors in the city are increasing day by day, the city as a giant brittle body exposed to risk. At present, it is urgent to control the risk factors in the city. After reading a large number of domestic and foreign literature, this paper makes a comprehensive understanding of urban risk. This paper summarizes urban risk into the following three aspects, and makes a comprehensive analysis of it, based on the concept of large population, with the goal of population security development as the starting point, from the system and between the two aspects. Combined with the actual situation of Kunming to analyze the risk factors that affect the population development; 2. Identify the ecological risk factors of Kunming from the three dimensions of natural disaster, energy and environment, and apply the natural disaster index method. The weighted comprehensive evaluation method and entropy method were used to evaluate the ecological risk of Kunming. 3, from the urban lifeline system (transportation, water supply and drainage, energy power, ecological environment. Finally, the paper analyzes the possible technological risks in cities from two angles: communication information) and the production technology of consumer goods in cities. Finally, the paper puts forward corresponding countermeasures to prevent or mitigate the risks in turn.
