【摘要】：在京外地企業(yè)商會與政府部門的互動狀態(tài)顯示,商會與政府的關系存在著一種依附式合作模式,表現(xiàn)為程序依附、實質(zhì)合作。商會基于制度安排和自身的實際考慮,在組建程序上對政府部門有依附;在實際運行中并不受其控制,而是具有自主性和獨立性,它與政府部門是在進行合作。依附式合作模式得以形成取決于政府部門合理行使政府職能和商會具有理性訴求。這種模式有助于商會緩解現(xiàn)實中的二難困境。
[Abstract]:In the interactive display state Beijing foreign enterprises and government departments of the chamber of Commerce, chamber of Commerce and the government there is a dependency model of cooperation, performance for the program attachment, substantive cooperation. Considering the system arrangement and the chamber of Commerce Based on their own, in the form of government departments in accordance with the procedure of; in the actual operation is not under its control but, with the autonomy and independence, it is in cooperation with government departments. Its cooperation mode formed depends on the government reasonable exercise of the functions of the government and the chamber of Commerce has a rational appeal. This model helps to alleviate the reality of the chamber of commerce two difficult predicament.
