【摘要】：隨著國家經濟和社會發(fā)展步伐的不斷加快,能源危機問題在我國日益凸顯,能源浪費和能源利用效率低是這其中亟待解決的兩個關鍵問題。作為高能耗行業(yè)之一的建筑業(yè),能源問題更加突出,既有公共建筑的高能耗問題更是重中之重,如何合理利用能源,提高能源利用效率,合同能源管理模式為此提供了很好的解決方案。合同能源管理模式在整個項目的運營過程中涉及到節(jié)能服務公司、用能單位、節(jié)能設備供應商、銀行金融機構等多個主體。作為為用能單位提供技術改造服務、用能設備、項目資金、后期運營維護的單位,節(jié)能服務公司在合同能源管理模式運營的整個生命周期過程中面臨很多的風險,如何科學地做好風險管理工作,是合同能源管理項目能否按照合同約定實現項目經濟效益的關鍵,也是節(jié)能服務公司是否愿意積極尋找合同能源管理項目,推動我國合同能源管理模式發(fā)展的關鍵。本文從節(jié)能服務公司的角度出發(fā),針對合同能源管理的風險分析問題,運用灰色綜合評價理論和層次分析法,按照定性指標定量化研究的思路,通過風險識別-風險指標體系構建-風險指標權重確定-創(chuàng)建灰色綜合評價模型這一主線,為合同能源管理項目在全壽命周期過程中的風險問題提供了一種分析方案,并結合實際的合同能源管理項目案例進行了方案可行性地分析,最后針對性地給出了各種類型風險的應對策略,使得節(jié)能服務公司的風險控制主體在面對潛在的合同能源管理項目時,可以科學地選擇項目,并可以針對不同的項目提前做好風險防范,進行有效地風險管理,最終可以實現項目效益的最大化,提高節(jié)能服務公司積極性,推動我國合同能源管理更快發(fā)展。
[Abstract]:With the rapid development of national economy and society, the problem of energy crisis is becoming more and more prominent in China. Energy waste and low energy efficiency are the two key issues to be solved. As one of the high energy consumption industries, the energy problem is more prominent, and the high energy consumption problem of the existing public buildings is the most important. How to make rational use of energy and improve energy efficiency, the contract energy management model provides a good solution for this. The contract energy management model involves energy-saving service companies in the whole project operation process. Energy units, energy saving equipment suppliers, banks and financial institutions, and so on. As for the energy unit to provide technical transformation services, energy equipment, project funds, late operation and maintenance units. Energy-saving service companies face a lot of risks in the whole life cycle of the operation of the contract energy management mode, how to do a good job of risk management scientifically. It is the key whether the contract energy management project can realize the project economic benefit according to the contract agreement, and whether the energy-saving service company is willing to actively look for the contract energy management project. The key to promote the development of contract energy management model in China. From the perspective of energy-saving service companies, this paper applies the grey comprehensive evaluation theory and the analytic hierarchy process (AHP) to the risk analysis of contract energy management. According to the idea of qualitative index quantitative research, the main line of grey comprehensive evaluation model is established by risk identification, risk index system construction, risk index weight determination and grey comprehensive evaluation model. It provides a kind of analysis scheme for the risk problem of the contract energy management project in the whole life cycle process, and carries on the feasibility analysis according to the actual contract energy management project case. Finally, it gives the corresponding strategies of various types of risks, so that the main body of risk control of energy-saving service companies can choose the project scientifically in the face of potential contract energy management projects. And for different projects in advance to do a good job of risk prevention, effective risk management, can ultimately achieve the maximum of project benefits, improve the enthusiasm of energy-saving service companies. To promote the rapid development of contract energy management in China.
