【摘要】：棚戶區(qū)是我國城市化進(jìn)程中的階段性產(chǎn)物,自2008年開始,棚戶區(qū)改造工作被正式納入城鎮(zhèn)保障性安居工程,并在全國范圍內(nèi)進(jìn)行大規(guī)模地推進(jìn)。李克強(qiáng)總理就任以來,曾多次強(qiáng)調(diào)棚戶區(qū)改造工作的重要性。2015年3月5日,李克強(qiáng)總理在十二屆全國人大三次會議上作政府工作報告,再次提及棚戶區(qū)改造問題,強(qiáng)調(diào)要堅持以人為核心,以解決三個“1億人”問題為著力點,發(fā)揮好城鎮(zhèn)化對現(xiàn)代化的支撐作用,加大棚戶區(qū)和城鄉(xiāng)危房改造力度。因此,研究城市棚戶區(qū)改造問題在當(dāng)下新型城鎮(zhèn)化發(fā)展階段仍然具有一定的理論價值和實踐意義。六合區(qū)偏居南京主城區(qū)北隅,是南京經(jīng)濟(jì)發(fā)展水平相對薄弱的地區(qū)。20世紀(jì)后期,在六合主城區(qū)內(nèi)部逐漸形成了大片棚戶區(qū)。為改變六合城市整體形象,構(gòu)建生態(tài)宜居城市,六合區(qū)委區(qū)政府掀開了六合主城區(qū)棚戶區(qū)改造的序幕。多年來的改造成績斐然,受到了省市領(lǐng)導(dǎo)和六合人民的多方肯定。本文從一般概念入手,在明確棚戶區(qū)相關(guān)概念的基礎(chǔ)上,通過實踐進(jìn)展,總結(jié)南京市六合區(qū)棚戶區(qū)改造的現(xiàn)狀及存在的問題,并最終提出相關(guān)的對策及建議。本文共分六個部分,第一部分為緒論；第二部分為棚戶區(qū)改造有關(guān)概念和依據(jù)的闡述；第三部分為國內(nèi)有關(guān)模式的經(jīng)驗借鑒；第四部分是南京市六合區(qū)棚戶區(qū)改造的概況和現(xiàn)狀；第五部分是針對存在的問題為南京市六合區(qū)棚戶區(qū)改造工作提出的相關(guān)建議和對策；第六部分是結(jié)論。
[Abstract]:Shantytown is the stage product of urbanization in our country. Since 2008, the reconstruction of shantytown has been formally included in the urban security housing project. Premier Li Keqiang has stressed the importance of shantytown reconstruction many times since he took office. March 5th 2015. Premier Li Keqiang made a government work report at the third session of the 12 National people's Congress, referring once again to the issue of shantytown reconstruction, stressing the need to persist in taking people as the core and to solve the three "100 million people" problems as the focus. Give full play to the supporting role of urbanization to modernization, and increase the strength of reconstruction of shanty towns and urban and rural dangerous houses. The study of urban shantytown reconstruction in the current stage of new urbanization still has a certain theoretical value and practical significance. Nanjing is a relatively weak level of economic development in the late 20th century, in the main urban area of Liuhe gradually formed a large number of shantytowns. In order to change the overall image of the city, the construction of ecological livable city. The government of Liuhe District has opened the prologue of the transformation of shantytown in the main city of Liuhe. The achievements of the renovation over the years have been affirmed by the leaders of provinces and cities and the people of Liuhe. This paper starts with the general concept. On the basis of clarifying the concept of shantytown, through the progress of practice, this paper summarizes the status quo and existing problems of shantytown reconstruction in Liuhe district of Nanjing, and finally puts forward the relevant countermeasures and suggestions. This paper is divided into six parts. The first part is the introduction; The second part is about the concept and basis of shantytown reconstruction. The third part is the experience of the domestic model; The 4th part is the general situation and the present situation of the reconstruction of the shantytown in Liuhe district of Nanjing. The 5th part is aimed at the existing problems for Nanjing City shantytown reconstruction work put forward the relevant suggestions and countermeasures; Part 6th is the conclusion.
