【摘要】：正清華大學(xué)建設(shè)管理系教授、博士生導(dǎo)師、清華大學(xué)PPP研究中心首席專家王守清教授在"PPP與交通基礎(chǔ)設(shè)施投融資高端對話"上做主題發(fā)言:《政府與社會資本合作/政企合作(PPP,含BOT/TOT/PFI等)核心原則與運作要點》,從學(xué)術(shù)上指導(dǎo)PPP立法和實踐。"PPP并不是天上掉餡餅!國內(nèi)外一致認為,如果要把PPP做好,必須遵循下面四個相互關(guān)聯(lián)的核心原則。"王守清在主題發(fā)言中明確提出。第一個原則,真正的風(fēng)險分擔(dān)。誰最有控制力,誰去承擔(dān)這樣的風(fēng)險。王守清進一步指出,如果風(fēng)險是由政府來承擔(dān),政府不是專業(yè)人士,肯定是不合適的。通過PPP可以把一些風(fēng)險轉(zhuǎn)移給企業(yè),但是如果轉(zhuǎn)移給企業(yè)的
