【摘要】：大力推進農村城鎮(zhèn)化發(fā)展建設進程一直是中國改革發(fā)展的重要任務,是中國解決“三農”問題的關鍵所在。依蘭縣把加快推進城鎮(zhèn)化發(fā)展列為推動全縣經濟和社會發(fā)展全局的重中之重,并取得了喜人的成績,在“十一五”規(guī)劃結束之年,依蘭縣的經濟、社會發(fā)展進入快車道,農村城鎮(zhèn)化發(fā)展進程很迅速,城鎮(zhèn)建設的質量不斷提升,但是從全局來看,仍然存在著諸多問題。本課題以黑龍江省依蘭縣農村城鎮(zhèn)化建設發(fā)展為研究對象,通過詳盡的研究和分析,全面的了解和認識依蘭縣在推進農村城鎮(zhèn)化建設發(fā)展過程方面存在的問題,并找出有效地對策和措施,為依蘭縣農村城鎮(zhèn)化的可持續(xù)發(fā)展提供幫助,具有較高的實用價值。研究從依蘭縣農村城鎮(zhèn)化發(fā)展建設的實際狀況入手,圍繞如何更好地解決依蘭縣農村城鎮(zhèn)化存在的問題展開,并以農村城鎮(zhèn)化的相關理論為基礎,運用實證研究等研究方法對依蘭縣農村城鎮(zhèn)化的實際以及存在的問題進行了深入的研究分析,并提出相應的措施與對策。全部研究共包含六個部分,第一部分闡述了了研究的目的意義、國內外研究現狀以及所采用的研究方法;第二部分對有關城鎮(zhèn)化、農村城鎮(zhèn)化的相關概念、特征、內涵、規(guī)律等基礎理論進行了界定;第三部分詳細介紹了依蘭縣農村城鎮(zhèn)化建設和發(fā)展中所取得的成就與存在的問題;第四部分全面、系統(tǒng)、客觀、深入地分析了制約依蘭縣農村城鎮(zhèn)化發(fā)展建設的主要因素。第五部分對如何解決依蘭縣農村城鎮(zhèn)化發(fā)展建設進程中存在的問題提出具體的、有針對性的建議與對策。通過對依蘭縣農村城鎮(zhèn)化建設和發(fā)展的實際狀況以及存在的問題進行的詳盡剖析,歸納總結出依蘭縣在農村城鎮(zhèn)化發(fā)展過程中存在著發(fā)展基礎薄弱、整體規(guī)劃及產業(yè)結構不合理、干部群眾的觀念創(chuàng)新意識不強等實際情況。并指出依蘭縣必須要科學謀劃、合理布局產業(yè)結構,加強配套基礎設施建設,發(fā)展具有本地特色的城鎮(zhèn)主導產業(yè),加快體制機制的創(chuàng)新,依蘭縣的農村城鎮(zhèn)化建設必然會迎來嶄新的明天。
[Abstract]:Vigorously promoting the development of rural urbanization has been an important task of China's reform and development. Yilan County has made speeding up the development of urbanization a top priority in promoting the overall economic and social development of the county, and has achieved gratifying results. At the end of the 11th Five-Year Plan, the economic and social development of Yilan County entered a fast track, the development of rural urbanization process is very rapid, the quality of urban construction continues to improve, but from the overall situation. There are still many problems. This topic takes the development of rural urbanization in Yilan County, Heilongjiang Province as the research object, through detailed research and analysis. Comprehensive understanding and understanding of Yilan County in the process of promoting the development of rural urbanization problems and find out effective countermeasures and measures to provide assistance for the sustainable development of rural urbanization in Yilan County. The study starts with the actual situation of rural urbanization construction in Yilan County, and focuses on how to better solve the problems of rural urbanization in Yilan County. And based on the theory of rural urbanization, using empirical research methods and other research methods of rural urbanization in Yilan County, the actual situation and existing problems are deeply studied and analyzed. And put forward the corresponding measures and countermeasures. All the research consists of six parts. The first part describes the purpose and significance of the study, domestic and foreign research status and research methods adopted; The second part defines the basic theories of urbanization and rural urbanization, such as the concept, characteristics, connotation, law and so on. The third part introduces the achievements and problems in the construction and development of rural urbanization in Yilan County in detail. Part 4th is comprehensive, systematic and objective. The main factors restricting the development and construction of rural urbanization in Yilan County are analyzed in depth. Part 5th puts forward some concrete suggestions on how to solve the problems existing in the development and construction of rural urbanization in Yilan County. Through the detailed analysis of the actual situation and existing problems of rural urbanization construction and development in Yilan County. Summed up the Yilan County in the process of rural urbanization development there is a weak development foundation, the overall planning and industrial structure is unreasonable. It is pointed out that Yilan County must plan scientifically, rationally distribute the industrial structure, strengthen the construction of supporting infrastructure, and develop the leading industries of towns with local characteristics. Speeding up the innovation of system and mechanism, the construction of rural urbanization in Yilan County will surely usher in a new tomorrow.
