【摘要】：隨著城鄉(xiāng)經(jīng)濟的活躍和農(nóng)村剩余勞動力轉(zhuǎn)移,從上世紀80年代后期開始,國內(nèi)學術(shù)界開始從理論層面關(guān)注二元經(jīng)濟問題,而無論其研究二元經(jīng)濟問題的哪個方面,其研究的切入點一般是農(nóng)村勞動力轉(zhuǎn)移,而其著眼點,卻多為城市化議題。然而隨著經(jīng)濟的發(fā)展,不僅是農(nóng)業(yè)勞動力而且是優(yōu)質(zhì)勞動力從農(nóng)村遷移到城市,農(nóng)業(yè)發(fā)展所需的勞動力面臨著數(shù)量和質(zhì)量上的雙重衰退。因此,要解決農(nóng)業(yè)發(fā)展的問題,從技術(shù)、資本等角度入手固然是可行的方法,然而,在人多地少的前提下,從勞動力本身來解決農(nóng)業(yè)發(fā)展問題,相對于技術(shù)、資本的方法而言,是更符合中國國情的一種思路。本文在二元經(jīng)濟理論與人力資本理論以及相關(guān)議題的研究基礎(chǔ)上,梳理農(nóng)業(yè)人力資本的現(xiàn)狀,再從理論上研究人力資本在農(nóng)業(yè)部門和非農(nóng)產(chǎn)業(yè)部門配置的均衡條件,分析農(nóng)業(yè)人力資本雙重衰退的形成機制。在此基礎(chǔ)上探索人力資本在兩部門均衡配置的方案。最后給出統(tǒng)籌城鄉(xiāng)規(guī)劃、合理變革農(nóng)業(yè)和完善培訓機制等方案。
[Abstract]:With the active of urban and rural economy and the transfer of rural surplus labor, since the late -20s, the domestic academic community began to pay attention to the dual economy from the theoretical level. However, no matter which aspect of the dual economy it studies, the starting point of its research is generally rural labor transfer, but its focus is mostly urbanization. However, with the development of economy. It is not only the agricultural labor force but also the high quality labor force that migrates from the countryside to the city. The labor force needed for the agricultural development is faced with the double decline in quantity and quality. Therefore, the problem of agricultural development should be solved from the technology. Capital and other angles are certainly feasible methods, however, in the premise of more people and less land, from the labor itself to solve the problem of agricultural development, relative to technology, capital methods. Based on the dual economic theory, human capital theory and related issues, this paper combs the current situation of agricultural human capital. Then theoretically study the equilibrium conditions of human capital allocation in the agricultural and non-agricultural sectors. Based on the analysis of the forming mechanism of dual decline of agricultural human capital, this paper explores the scheme of balanced allocation of human capital in the two sectors. Finally, it puts forward some schemes such as overall planning of urban and rural areas, reasonable reform of agriculture and improvement of training mechanism.
