【摘要】：以杭州高校為例,采用案例分析法探討高校校區(qū)擴張的驅(qū)動因素及其社會經(jīng)濟效應(yīng)。結(jié)果表明,1999年以來杭州高校經(jīng)歷了三次大規(guī)模的校區(qū)擴張,高校擴招、教育部相關(guān)規(guī)定和新型城鎮(zhèn)化戰(zhàn)略下地方政府主動吸引分別構(gòu)成三次擴張的主要驅(qū)動因素。高校校區(qū)擴張既有顯著的城鎮(zhèn)化效應(yīng)、產(chǎn)業(yè)集聚與產(chǎn)業(yè)結(jié)構(gòu)升級效應(yīng)和土地財政效應(yīng),也有加劇教工職住分離、浪費土地資源等效應(yīng)。事實上,高校校區(qū)擴張無非是地方政府主導(dǎo)下的強制性城鎮(zhèn)化模式的另一種實現(xiàn)形式。
[Abstract]:Taking the universities in Hangzhou as an example, this paper uses case analysis to explore the driving factors and social and economic effects of campus expansion. The results show that since 1999, the universities in Hangzhou have gone through three large-scale campus expansion. The enrollment of universities, the relevant regulations of the Ministry of education and the new urbanization strategy attracted the main driving force of the three expansion of local governments. The expansion of university campus has significant effects of urbanization, industrial agglomeration and upgrading of industrial structure and land financial effects, but also on the separation of faculty and workers, and wasting of land resources. In fact, the expansion of university campuses is not only another form of implementation of the compulsory urbanization mode dominated by local governments.
