【摘要】：農(nóng)民工就業(yè)問題一直是社會各界研究和關(guān)注的熱點。近年來,關(guān)于農(nóng)民工的調(diào)研越來越多,但關(guān)于農(nóng)民工本土就業(yè)情況的研究比較少。部分衡陽市農(nóng)民工面臨就業(yè)難問題,部分衡陽企業(yè)面臨招工難問題,就業(yè)結(jié)構(gòu)性矛盾依然存在。本研究從衡陽市情出發(fā),首先,通過訪談、問卷調(diào)查、文獻研究等方法掌握衡陽市農(nóng)民工本土就業(yè)基本情況和存在的問題。其次,運用對比法、定量與定性法分析其原因。再次,結(jié)合人力資源管理等相關(guān)理論提出解決衡陽市農(nóng)民工本土就業(yè)問題的對策與建議。最后,進行總結(jié)和展望。通過調(diào)查發(fā)現(xiàn),衡陽市農(nóng)民工本土就業(yè)存在失業(yè)率偏高與“用工荒”并存,保障不健全、薪酬福利偏低,關(guān)系不穩(wěn)靠、跳槽現(xiàn)象頻繁,要素不充足、創(chuàng)業(yè)步履艱難等問題。主要原因是政府公共服務(wù)職能發(fā)揮不夠,企業(yè)招用農(nóng)民工行為不規(guī)范,農(nóng)民工自身綜合素質(zhì)不高等。建議提升政府公共就業(yè)服務(wù)職能,規(guī)范企業(yè)招用農(nóng)民工行為,加強農(nóng)民工綜合素質(zhì)培訓(xùn)教育。農(nóng)民工本土就業(yè)問題的研究,既是一個社會學(xué)課題,也是一個經(jīng)濟學(xué)課題,可以引導(dǎo)MBA學(xué)生關(guān)注經(jīng)濟發(fā)展的同時也關(guān)注社會問題。本研究有利于提高衡陽市農(nóng)民工本土就業(yè)和企業(yè)用工質(zhì)量,對緩解就業(yè)結(jié)構(gòu)性矛盾、滿足企業(yè)招工需求、規(guī)范企業(yè)用工行為、治理衡陽市農(nóng)民工失業(yè)型貧困、縮小經(jīng)濟收入差距、破解系列社會問題和促進衡陽經(jīng)濟健康發(fā)展及社會穩(wěn)定和諧具有一定的現(xiàn)實意義。
[Abstract]:The problem of employment of migrant workers has always been a hot spot of research and attention from all walks of life. In recent years, there are more and more research on migrant workers, but there are few studies on the local employment of migrant workers. Some migrant workers in Hengyang are faced with the problem of employment. Some Hengyang enterprises face the difficulties of recruiting workers, and the structural contradictions of employment still exist. This study from the Hengyang City, first of all, through the methods of interview, questionnaire survey and literature research to grasp the basic situation and problems of local employment of migrant workers in Hengyang city. Secondly, using the comparative method, quantitative and qualitative analysis of the reasons. Thirdly, combining the theories of human resource management and other related theories, the countermeasures and suggestions to solve the problem of local employment of migrant workers in Hengyang are put forward. Finally, the summary and prospect are carried out. According to the survey, we found that the employment rate of migrant workers in Hengyang is relatively high, which is high unemployment rate and "labor shortage", which is not guaranteed, the salary and welfare is low, the relationship is unstable, the job hopping phenomenon is frequent, the elements are not enough, and the entrepreneurial difficulty is difficult. The main reason is that the public service function of the government is not full play, the behavior of migrant workers in enterprises is not standardized, and the comprehensive quality of the migrant workers is not high. It is suggested that the government should promote the function of public employment service, standardize the behavior of the enterprises to recruit migrant workers, and strengthen the comprehensive quality training and education of the migrant workers. The research of migrant workers' local employment is not only a sociological subject, but also an economic topic, which can guide MBA students to focus on economic development as well as social problems. This study is helpful to improve the local employment of migrant workers in Hengyang city and enterprise employment quality, to alleviate the employment structural contradictions, meet the enterprise recruitment needs, standardize enterprise employment behavior and control of Hengyang City jobless migrant workers poverty and narrowing the income gap, economic and social problems and break the series to promote Hengyang healthy economic development and social stability and harmony has certain practical significance.
