【摘要】：質(zhì)檢行業(yè)對(duì)國民經(jīng)濟(jì)的發(fā)展而言起著監(jiān)督和行業(yè)規(guī)范的作用,各個(gè)行業(yè)的質(zhì)檢機(jī)構(gòu)能夠?qū)I(yè)產(chǎn)品進(jìn)行最客觀的鑒定和評(píng)價(jià),同時(shí)也為行業(yè)競爭提供了規(guī)范和底線,避免劣質(zhì)產(chǎn)品進(jìn)入市場擾亂正常的市場競爭,因此質(zhì)檢機(jī)構(gòu)的質(zhì)檢結(jié)果精確度直接關(guān)系到整個(gè)經(jīng)濟(jì)活動(dòng)的正常運(yùn)轉(zhuǎn)。從質(zhì)檢本身來看,質(zhì)檢工作會(huì)由于儀器精確度、人工操作準(zhǔn)確性、實(shí)驗(yàn)環(huán)境干擾等因素導(dǎo)致實(shí)驗(yàn)結(jié)果存在風(fēng)險(xiǎn),質(zhì)檢結(jié)果如果與實(shí)際偏差較大就會(huì)影響到送檢單位的生產(chǎn)規(guī)劃以及產(chǎn)品的營銷,尤其是會(huì)對(duì)送檢單位產(chǎn)品的市場信譽(yù)和企業(yè)聲譽(yù)產(chǎn)生影響,如果是錯(cuò)誤的檢驗(yàn)結(jié)果則會(huì)導(dǎo)致質(zhì)檢機(jī)構(gòu)的公信度與檢驗(yàn)水平受到質(zhì)疑,因此必須嚴(yán)格控制產(chǎn)品檢驗(yàn)風(fēng)險(xiǎn)。本課題研究的主要內(nèi)容是電氣產(chǎn)品檢驗(yàn)的風(fēng)險(xiǎn),關(guān)鍵就在于挖掘產(chǎn)品檢驗(yàn)過程中存在的風(fēng)險(xiǎn)以及找到控制主要風(fēng)險(xiǎn)的措施兩個(gè)部分,因此本課題從SD質(zhì)檢機(jī)構(gòu)的電氣產(chǎn)品檢驗(yàn)流程入手,探討該質(zhì)檢過程中存在的潛在風(fēng)險(xiǎn)以及對(duì)最終質(zhì)檢結(jié)果的影響,從而分析出質(zhì)檢風(fēng)險(xiǎn)的影響程度和控制對(duì)策。在具體的分析過程中,將大類的風(fēng)險(xiǎn)劃分成具體的小點(diǎn),這樣就可以進(jìn)行綜合的分析,本課題共計(jì)找到9個(gè)風(fēng)險(xiǎn)點(diǎn),然后通過統(tǒng)計(jì)分析來獲得基礎(chǔ)數(shù)據(jù),并在此基礎(chǔ)上進(jìn)行風(fēng)險(xiǎn)系數(shù)的定量分析。電氣產(chǎn)品的檢驗(yàn)風(fēng)險(xiǎn)細(xì)化后主要包括質(zhì)控、內(nèi)控、人員素質(zhì)等多個(gè)方面,基礎(chǔ)數(shù)據(jù)的統(tǒng)計(jì)主要考慮風(fēng)險(xiǎn)對(duì)最終質(zhì)檢結(jié)果的影響程度以及是否可以通過內(nèi)控進(jìn)行控制。根據(jù)不同等級(jí)的風(fēng)險(xiǎn)點(diǎn),提出了SD質(zhì)檢機(jī)構(gòu)在電氣類產(chǎn)品檢驗(yàn)環(huán)節(jié)做好以下三個(gè)風(fēng)險(xiǎn)控制措施：一是建立風(fēng)險(xiǎn)防控體系；二是針對(duì)所有的風(fēng)險(xiǎn)點(diǎn)都要制定有效的防控措施,對(duì)風(fēng)險(xiǎn)點(diǎn)等級(jí)高的主要風(fēng)險(xiǎn)因素,更應(yīng)該加強(qiáng)防范；三是從員工和質(zhì)檢機(jī)構(gòu)的思想上和制度上實(shí)行風(fēng)險(xiǎn)管理。質(zhì)檢機(jī)構(gòu)通過對(duì)風(fēng)險(xiǎn)控制的加強(qiáng)和風(fēng)險(xiǎn)管理的研究,可以實(shí)現(xiàn)質(zhì)檢報(bào)告質(zhì)量的提升,同時(shí)也能夠奠定其社會(huì)上的地位,使其質(zhì)檢結(jié)果更為公眾所認(rèn)可,政府還可以通過與質(zhì)檢機(jī)構(gòu)聯(lián)合對(duì)社會(huì)各行業(yè)進(jìn)行產(chǎn)品監(jiān)督,從而形成一種具有公信力的行業(yè)檢查,質(zhì)檢機(jī)構(gòu)的社會(huì)地位還能夠?yàn)槠涮峁└嗟钠髽I(yè)訂單,企業(yè)通過獲得質(zhì)檢結(jié)果來獲取市場信任,從而形成企業(yè)、質(zhì)檢機(jī)構(gòu)、政府、公眾之間的良性循環(huán)。對(duì)送檢企業(yè)來說,正確合格的檢驗(yàn)報(bào)告可以更直觀的展現(xiàn)產(chǎn)品主要特性,為企業(yè)提升自身產(chǎn)品質(zhì)量、保持市場競爭優(yōu)勢(shì)帶來便利。對(duì)社會(huì)或政府來說,正確的檢驗(yàn)分析可以增強(qiáng)政府在企業(yè)和公眾心目中的形象,有助于社會(huì)朝著更合理的方向發(fā)展。綜上所述,建立質(zhì)檢風(fēng)險(xiǎn)管理系統(tǒng)無論對(duì)國家、企業(yè)、質(zhì)檢機(jī)構(gòu)、還是普通民眾都會(huì)產(chǎn)生很好的促進(jìn)作用。
[Abstract]:Quality inspection industry in the development of the national economy and plays a supervisory role of industry specifications, quality inspection institutions in various industries can be identified and evaluated the objective of professional products, but also provides the specification and the bottom line for the industry competition, avoid inferior products into the market to disrupt the normal market competition, so the accuracy of quality inspection institutions quality inspection results directly related to the normal operation of the whole economic activities. From the quality inspection itself, quality inspection work will be due to the instrument accuracy, manual operation accuracy, experimental factors which results in risk, quality inspection results and actual if large deviation will affect the inspection unit of the production planning and product marketing, especially for the inspection units products influence the market reputation and corporate reputation. If it is the wrong test results will lead to the credibility and quality inspection agency inspection level has been questioned, it is necessary to strictly control the risk of product inspection. The main content of this paper is to test the risk of electrical products, the key lies in the risk of mining products in the inspection process and find the two part of main control measures of risk, so this research starts from the SD electrical products quality inspection agencies inspection process, to explore the potential risks existing in the quality inspection process and the impact on the final quality inspection the results of analysis of the influence and Countermeasures of risk control quality inspection. In the specific analysis process, the risk of large class is divided into specific small points, so that we can conduct comprehensive analysis. This topic finds 9 risk points altogether, and then obtains basic data through statistical analysis, and carries out quantitative analysis of risk coefficient based on this. The inspection risk of electrical products mainly includes quality control, internal control, personnel quality and so on. The statistics of basic data mainly consider the impact of risk on the final quality inspection results, and whether it can be controlled by internal control. According to the different levels of risk, proposed the SD quality inspection agencies to do the following three risk control measures in electrical products inspection: the first is to establish the risk prevention and control system; the two is for all the risk to develop effective prevention and control measures, the main risk factors of high grade point, should strengthen the prevention; three is the implementation of risk management from the staff and quality inspection institutions thought and system. Research on risk control and risk management through strengthening the quality inspection institutions, quality inspection report can be achieved to enhance the quality, but also to lay the social status, the quality inspection results are more recognized by the public, the government and also through the quality inspection agencies of the United Society of various industry product supervision, thus forming a kind of credibility the quality inspection agencies inspection industry, social status can also provide more business orders for the quality inspection results obtained by enterprises to gain market trust, so as to form the virtuous cycle of enterprise, quality inspection institutions, the government and the public between. For the inspection companies, the correct and qualified inspection reports can show the main characteristics of the products more directly, and provide convenience for the enterprises to improve their product quality and maintain the competitive edge of the market. For the society or the government, the correct examination and analysis can enhance the image of the government in the eyes of the enterprise and the public, and help the society to develop in a more reasonable direction. To sum up, the establishment of a quality control risk management system will have a good effect on the country, the enterprise, the quality inspection institution, and the ordinary people.
