【摘要】:回顧近十年來,我國境內(nèi)所發(fā)生的嚴(yán)重自然災(zāi)害和突發(fā)事件給電力行業(yè)的穩(wěn)定運(yùn)行和生產(chǎn)帶了巨大的消極影響。及時(shí)供應(yīng)和配送電力應(yīng)急物資是電力應(yīng)急管理工作的重要內(nèi)容之一,電力企業(yè)必須加強(qiáng)電力應(yīng)急物資迅速供應(yīng)的能力,做到在盡可能短的時(shí)間內(nèi)將應(yīng)急點(diǎn)所需求的電力應(yīng)急物資快捷、安全的送達(dá),及時(shí)恢復(fù)電力輸送以保障受災(zāi)斷電地區(qū)的供電系統(tǒng)能重新正常運(yùn)轉(zhuǎn),這對(duì)于降低由自然災(zāi)害和突發(fā)事件所帶來的損失有著十分重大的經(jīng)濟(jì)和社會(huì)意義。本文旨在通過對(duì)電力應(yīng)急物資配送路線進(jìn)行模型優(yōu)化分析,以有效地提高電力事故發(fā)生后及時(shí)恢復(fù)線路及設(shè)備正常運(yùn)轉(zhuǎn)的能力,保障電網(wǎng)系統(tǒng)的整體安全性。文章首先分析了國內(nèi)外現(xiàn)有的有關(guān)應(yīng)急物資和電力應(yīng)急物資的理論,對(duì)研究現(xiàn)狀進(jìn)行概括總結(jié),指出了我國電力應(yīng)急物資配送的特殊點(diǎn)。其次,本文還闡述了有關(guān)電力應(yīng)急物資儲(chǔ)備和需求理論,結(jié)合南方電網(wǎng)和國家電網(wǎng)應(yīng)急物資實(shí)際儲(chǔ)備狀況介紹了現(xiàn)有電力應(yīng)急物資儲(chǔ)備中心分布情況。另外,電力應(yīng)急物資由于其自身存在價(jià)值高、質(zhì)量大等特性,我們?cè)谶x擇電力應(yīng)急物資配送路線時(shí),必須考慮災(zāi)害造成道路存在運(yùn)輸風(fēng)險(xiǎn)而引起的不同配送道路具有不同可靠性的情形,保證電力應(yīng)急物資安全高效的配送至各個(gè)需求點(diǎn),因此本文還對(duì)道路可靠性的相關(guān)理論和以及如何衡量道路可靠性高低進(jìn)行了簡要闡述,并說明道路可靠性對(duì)電力應(yīng)急物資配送路線選擇的影響。文章在衡量電力應(yīng)急物資的經(jīng)濟(jì)價(jià)值以及時(shí)間效益,綜合考慮道路可靠性因素的影響,建立總成本最小化目標(biāo)函數(shù)的電力應(yīng)急物資配送路線選擇模型,并通過引入電力應(yīng)急物資需求點(diǎn)優(yōu)先級(jí)理論和需求分解思想來簡化模型求解。為了提高電力應(yīng)急物資配送的時(shí)間效益,文章中通過運(yùn)用需求分解思想,對(duì)整車配送的需求點(diǎn)采取點(diǎn)到點(diǎn)的直接配送方式,對(duì)存在余貨情況的需求點(diǎn)采取拼湊整車的配送方式,這種整車和余貨拼車的相結(jié)合的配送方式能有效地降低電力應(yīng)急物資的運(yùn)輸成本。最后,文中依據(jù)所建立的模型以及對(duì)電力應(yīng)急物資需求點(diǎn)的需求量分解的線路選擇的思想方法,運(yùn)用遺傳算法思想并使用Matlab工具對(duì)模型進(jìn)行了求解說明以及仿真。
[Abstract]:In the past ten years, the serious natural disasters and emergencies in China have greatly influenced the stable operation and production of the electric power industry. In power supply and distribution of emergency supplies is an important content of power emergency management ability, must strengthen the power supply of the electric power enterprise emergency supplies quickly, be in the shortest possible time will be required for emergency power delivered emergency supplies fast and safe, timely recovery of electricity power supply system to protect the affected area to normal operation, to reduce this caused by natural disasters and emergencies loss has great economic and social significance. The purpose of this paper is to optimize the distribution route of electric emergency materials, so as to effectively improve the ability of line and equipment running in time and ensure the overall safety of power grid system. Firstly, the theory of emergency materials and emergency materials at home and abroad is analyzed, and the research status is summarized. The special points of distribution of electric power emergency supplies in China are pointed out. Secondly, this paper also expounds the theory of reserve and demand for electric emergency materials. Combined with the actual storage status of emergency supplies in China Southern Power Grid and State Grid, it introduces the distribution of existing electric emergency materials reserve centers. In addition, the power of emergency materials because of its characteristics of high value, high quality, we choose the power of emergency logistics distribution route, must consider the disaster caused by the road transport and road caused by different risk distribution with different reliability, ensure safe and efficient emergency power distribution to the various demand points, so this paper related the theory of reliability and how to measure road and road reliability level are briefly described, and illustrate the reliability of emergency material distribution influence road route selection of power. Based on the measured power emergency economic value and time efficiency, considering the influence of road reliability factors, the power of emergency logistics distribution route choice model established to minimize the total cost of the objective function, and through the introduction of electric power emergency demand point priority theory and the demand model to simplify the decomposition idea. In order to improve the power distribution of emergency supplies time, by using the demand decomposition of the ideas in this paper, the demand for the vehicle distribution point to take direct delivery point, take delivery of the goods vehicle together more than the demand, delivery mode is the combination of the vehicle and the vehicle more than goods together can effectively reduce the power of emergency materials transportation costs. Finally, based on the established model and the idea of line selection, which is decomposed by the demand of electric emergency materials, we use genetic algorithm and Matlab tools to solve the problem and illustrate the simulation.
