中小企業(yè)承接服務(wù)外包的風(fēng)險研究

【摘要】:服務(wù)外包伴隨著全球信息化的出現(xiàn),使得許多行業(yè)都享受到了這一模式帶來的巨大便利:集中財力和人力開發(fā)自己擅長的核心業(yè)務(wù)的同時發(fā)包自己不擅長的業(yè)務(wù),利用其他組織的核心能力為自己服務(wù),無意能使企業(yè)等到更好的發(fā)展。然后服務(wù)外包給企業(yè)帶來利益的前提是,企業(yè)能對抗和及時規(guī)避服務(wù)外包帶來的風(fēng)險。本文討論風(fēng)險對承包方的影響,是因?yàn)槲覈鳛槌邪降闹行∑髽I(yè)一方面是承接服務(wù)外包的主力,另一方面又沒有足夠的實(shí)力對抗服務(wù)外包過程中的風(fēng)險;同樣的風(fēng)險,對于作為發(fā)包國的大型企業(yè)甚至跨國企業(yè)來說可能造成很大的損失,但是對于承包業(yè)務(wù)的中小企業(yè)而言可能是滅頂之災(zāi)。因此,中小企業(yè)承接服務(wù)外包更需要考慮風(fēng)險的控制問題。 本文從中小企業(yè)承接服務(wù)外包的特點(diǎn)入手,根據(jù)特點(diǎn)引出中小企業(yè)承接服務(wù)外包中存在的問題,再從問題中識別風(fēng)險因素,歸納分析中小企業(yè)承接服務(wù)外包業(yè)務(wù)時可能遭遇的風(fēng)險類型,除了一般服務(wù)外包風(fēng)險研究中提到的信息不對稱帶來的風(fēng)險和利益沖突風(fēng)險外,本文還著重強(qiáng)調(diào)了中小企業(yè)在進(jìn)行服務(wù)外包項(xiàng)目的全過程中,企業(yè)高層決策者的重要性和企業(yè)科學(xué)管理的必要性,對中小企業(yè)而言,企業(yè)家精神是企業(yè)發(fā)展的推動力,企業(yè)家每一次決策對中小企業(yè)而言都可能是一次風(fēng)險,錯誤的決策可能會使企業(yè)走入絕地;而中小企業(yè)本身的管理問題也是中小企業(yè)承接服務(wù)外包過程中自身特點(diǎn)帶來的風(fēng)險。本文著重強(qiáng)調(diào)中小企業(yè)自身導(dǎo)致的這兩類風(fēng)險,也是因?yàn)閷?dǎo)致這兩類風(fēng)險的不確定因素對企業(yè)的影響最大。然后綜合運(yùn)用風(fēng)險度量方法對風(fēng)險大小進(jìn)行簡單量化分析,劃分風(fēng)險區(qū)域。同時結(jié)合案例,進(jìn)行具體闡述。最后根據(jù)風(fēng)險的不同類型提出了不同的策略應(yīng)對風(fēng)險。并且得出結(jié)論,不是所有的風(fēng)險都需要企業(yè)花費(fèi)同樣的財力和精力去控制,企業(yè)可以根據(jù)不同的風(fēng)險區(qū)域判斷風(fēng)險的輕重緩急,然后合理的分配自身的資源配置,制定相應(yīng)的風(fēng)險策略達(dá)到風(fēng)險管理和風(fēng)險規(guī)避的目的。 本文的創(chuàng)新之處在與,站在承接方的角度討論風(fēng)險對承接方的影響以及承接方的防范風(fēng)險,以這個選題為考慮,對目前研究中小企業(yè)國際化和服務(wù)外包風(fēng)險的文獻(xiàn)進(jìn)行了全面的歸納,將二類文獻(xiàn)結(jié)合起來得出了研究思路。在風(fēng)險度量的方法上,考慮到適用性和量化風(fēng)險指標(biāo)的可行性,綜合運(yùn)用了風(fēng)險矩陣法和層次分析法,通過對風(fēng)險評價指標(biāo)的簡單量化,使得企業(yè)在考慮應(yīng)對風(fēng)險方面不僅能考慮每一個風(fēng)險因素的重要程度,還能把握整體上風(fēng)險的大小,對風(fēng)險的度量有實(shí)際意義。
[Abstract]:Service outsourcing is accompanied by the emergence of global information technology, so that many industries enjoy the tremendous convenience brought by this model: concentrating on financial and human resources to develop the core business that they are good at while contracting out the business that they are not good at. Using the core competencies of other organizations to serve themselves is not intended to enable enterprises to wait for better development. Then service outsourcing brings benefits to enterprises on the premise that enterprises can resist and avoid the risks brought by service outsourcing in a timely manner. This paper discusses the impact of risks on contractors because, on the one hand, our small and medium-sized enterprises as contractors are the main force to undertake service outsourcing, on the other hand, they do not have enough strength to counter the risks in the process of service outsourcing; The same risk may cause a lot of losses for large enterprises or even multinational enterprises in the contracting country, but it may be a disaster for small and medium-sized enterprises that contract business. Therefore, small and medium-sized enterprises to undertake service outsourcing more need to consider the risk control issues. This article starts with the characteristics of small and medium-sized enterprises to undertake service outsourcing, according to the characteristics of the small and medium-sized enterprises to undertake the service outsourcing problems, and then identify the risk factors from the problems. In addition to the risks and conflicts of interest brought about by information asymmetry mentioned in the risk study of general service outsourcing, the types of risks that small and medium-sized enterprises may encounter when undertaking service outsourcing business are summarized and analyzed. This paper also emphasizes the importance of high-level decision makers and the necessity of scientific management of SMEs in the whole process of service outsourcing projects. For small and medium-sized enterprises, entrepreneurship is the driving force for the development of enterprises. Every decision of the entrepreneur may be a risk to the small and medium-sized enterprises, and the wrong decision-making may lead the enterprise to the Jedi. The management problem of small and medium-sized enterprises is also the risk brought by their own characteristics in the process of undertaking service outsourcing. This paper emphasizes the two kinds of risks caused by small and medium-sized enterprises themselves because the uncertainty factors which lead to these two kinds of risks have the greatest influence on the enterprises. Then, a simple quantitative analysis of the risk is carried out by using the risk measurement method, and the risk area is divided. At the same time combine the case, carry on the concrete elaboration. Finally, according to the different types of risk, different strategies are put forward to deal with the risk. And draw a conclusion, not all risks need to spend the same financial resources and energy to control, enterprises can judge the priority of risk according to different risk areas, and then reasonably allocate their own resources allocation, Establish the corresponding risk strategy to achieve the purpose of risk management and risk avoidance. The innovation of this paper is to discuss the impact of risk on the contractor and the risk prevention of the contractor from the perspective of the acceptor, taking this topic as the consideration. The current literature on internationalization and service outsourcing risk of small and medium-sized enterprises (SMEs) is summarized, and the research ideas are obtained by combining the two types of literature. In the method of risk measurement, considering the applicability and feasibility of quantifying the risk index, the risk matrix method and the analytic hierarchy process (AHP) are used to quantify the risk evaluation index simply. So that enterprises can not only consider the importance of each risk factor, but also grasp the overall risk, which is of practical significance to the measurement of risk.
