【摘要】：在黨的十七大報告中,胡錦濤總書記著重提出：要促進(jìn)經(jīng)濟(jì)增長由主要依靠第二產(chǎn)業(yè)帶動向依靠第一、第二、第三產(chǎn)業(yè)協(xié)同帶動轉(zhuǎn)變；發(fā)展現(xiàn)代服務(wù)業(yè),提高服務(wù)業(yè)比重和水平。當(dāng)前,服務(wù)業(yè)的發(fā)展水平已成為衡量現(xiàn)代社會經(jīng)濟(jì)發(fā)達(dá)程度的重要標(biāo)志。實踐證明,促進(jìn)服務(wù)業(yè)加快發(fā)展,是保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展的重要保障,是減少經(jīng)濟(jì)增長中的資源能源消耗、轉(zhuǎn)變增長方式的迫切需要,也是緩解就業(yè)壓力和擴(kuò)大消費需求對經(jīng)濟(jì)增長帶動作用的有效途徑。 本文從如何促進(jìn)服務(wù)業(yè)的發(fā)展這一問題出發(fā),提出運用標(biāo)準(zhǔn)化手段發(fā)展服務(wù)業(yè)。本文共分為五個部分,第一章為引言,介紹論文的選題背景、需解決的問題、研究目標(biāo)和意義、研究內(nèi)容,說明論文的基本方法和研究的創(chuàng)新性。第二章為理論和應(yīng)用綜述,介紹了服務(wù)標(biāo)準(zhǔn)化中的相關(guān)術(shù)語的概念及界定,以及服務(wù)標(biāo)準(zhǔn)化的理論介紹,同時也闡述了目前服務(wù)業(yè)標(biāo)準(zhǔn)化工作的初步應(yīng)用。第三章為山東省服務(wù)業(yè)標(biāo)準(zhǔn)化發(fā)展模式研究,結(jié)合標(biāo)準(zhǔn)化基本理論、服務(wù)領(lǐng)域的特點以及服務(wù)的特性,構(gòu)建了結(jié)合實際的,體現(xiàn)標(biāo)準(zhǔn)化原則的服務(wù)標(biāo)準(zhǔn)化發(fā)展模式。第四章為山東省服務(wù)業(yè)標(biāo)準(zhǔn)化發(fā)展模式應(yīng)用,以山東泰安市旅游服務(wù)標(biāo)準(zhǔn)化建設(shè)為例,運用分析與歸納、理論與實際相結(jié)合的研究方法,對服務(wù)標(biāo)準(zhǔn)化工作模式的應(yīng)用進(jìn)行詳盡的說明。第五章為山東省服務(wù)標(biāo)準(zhǔn)化發(fā)展保障機(jī)制,為服務(wù)業(yè)標(biāo)準(zhǔn)化發(fā)展模式的研究和應(yīng)用分析多方面的保障措施,以加大對服務(wù)標(biāo)準(zhǔn)化發(fā)展模式的推廣和運用。 本文的創(chuàng)新點主要有：(1)本文深入研究了當(dāng)前服務(wù)業(yè)發(fā)展現(xiàn)狀及問題,將標(biāo)準(zhǔn)化特別是企業(yè)標(biāo)準(zhǔn)化理論推廣運用到服務(wù)業(yè)領(lǐng)域,對服務(wù)行業(yè)推動標(biāo)準(zhǔn)化應(yīng)用提供了理論依據(jù)。(2)研究和提出了服務(wù)業(yè)領(lǐng)域推動標(biāo)準(zhǔn)化建設(shè)的幾種具體模式,對其特點、構(gòu)建重點進(jìn)行了分析。(3)以山東省泰安市旅游服務(wù)行業(yè)標(biāo)準(zhǔn)化建設(shè)為例,深入研究了服務(wù)業(yè)標(biāo)準(zhǔn)化發(fā)展模式的實踐途徑,以及保障機(jī)制,為服務(wù)業(yè)標(biāo)準(zhǔn)化建設(shè)工作提供了簡約易行極具推廣價值的新范式。
[Abstract]:In the report of the 17th National Congress of the Communist Party of China, General Secretary Hu Jintao emphasized: to promote economic growth from relying mainly on the movement of the second industrial belt to rely on the first, the second, the third industry to promote the transformation; We will develop the modern service industry and raise the proportion and level of the service industry. At present, the development level of service industry has become an important symbol to measure the degree of economic development of modern society. Practice has proved that accelerating the development of the service industry is an important guarantee for the steady and rapid development of the economy, an urgent need to reduce the consumption of resources and energy in the course of economic growth, and to change the mode of growth. It is also an effective way to alleviate employment pressure and expand consumption demand to promote economic growth. Starting from the question of how to promote the development of service industry, this paper puts forward the use of standardized means to develop service industry. This paper is divided into five parts. The first chapter is the introduction, which introduces the background of the thesis, the problems to be solved, the purpose and significance of the research, the content of the research, the basic methods of the paper and the innovation of the research. The second chapter is a summary of theory and application, which introduces the concept and definition of related terms in service standardization, as well as the theoretical introduction of service standardization. At the same time, it also expounds the preliminary application of service standardization work at present. The third chapter is the research on the development mode of service standardization in Shandong Province, which combines the basic theory of standardization, the characteristics of service field and the characteristics of service, and constructs the development mode of service standardization, which combines with the reality and embodies the principle of standardization. The fourth chapter is the application of Shandong service standardization development mode, taking the construction of tourism service standardization in Tai'an City of Shandong Province as an example, using analysis and induction, the combination of theory and practice research methods, The application of service standardization mode is explained in detail. The fifth chapter is the guarantee mechanism of the development of service standardization in Shandong Province, and analyzes the safeguard measures in many aspects for the research and application of the development mode of service standardization, in order to increase the promotion and application of the development mode of service standardization. The innovations of this paper are as follows: (1) the present situation and problems of service industry development are deeply studied in this paper, and the standardization, especially the theory of enterprise standardization, is applied to the field of service industry. This paper provides a theoretical basis for the service industry to promote the application of standardization. (2) it studies and puts forward several specific modes of promoting standardization construction in the service industry, and gives its characteristics. (3) taking the standardization construction of tourism service industry in Tai'an City of Shandong Province as an example, this paper deeply studies the practical ways and guarantee mechanism of the development mode of service industry standardization. It provides a new paradigm for standardization construction of service industry.
