山東省生產性服務業(yè)集聚發(fā)展研究

【摘要】：全球“服務經濟”時代的到來,生產性服務業(yè)成為世界各國新的經濟增長點。中國經濟在快速發(fā)展、經濟結構優(yōu)化調整中,開始走向服務經濟時代,生產性服務業(yè)的發(fā)展為中國經濟的發(fā)展起著重要的助推作用。作為中國的經濟大省,山東省無論其GDP總量還是服務業(yè)產值總量在全國名列前茅,生產性服務業(yè)對山東服務業(yè)生產總值的增加做出了巨大貢獻。同時,集聚特性作為生產性服務業(yè)的重要特征,研究山東省生產性服務業(yè)的集聚對于構建集聚體系推進集聚發(fā)展具有重要意義。文章首先闡述論文的研究背景和意義、文章的技術路線圖,通過界定生產性服務業(yè)的相關概念,以產業(yè)集聚理論為理論研究基礎,主要研究山東省生產性服務業(yè)的集聚發(fā)展現狀,運用空間基尼系數和區(qū)位商指數來衡量集聚水平,考慮影響集聚的因素并運用面板數據進行空間計量實證研究,并以此為基礎,得出結論提出對策建議。通過研究山東生產性服務業(yè)集聚發(fā)展現狀和集聚水平以及影響集聚的因素發(fā)現:(1)發(fā)展現狀:從總量來看,生產性服務業(yè)增加值較高,且總量在連續(xù)增長;從比重來看,傳統(tǒng)服務業(yè)比重較高,但是比重在不斷下降,現代新興服務業(yè)比重相對較低,但比重在不斷上升,新興生產性服務業(yè)的快速發(fā)展將成為未來經濟發(fā)展的新支柱;集聚區(qū)現狀來看,山東省集聚區(qū)建設數量眾多,各種集聚區(qū)形成了規(guī)模,細分行業(yè)集聚區(qū)選擇具有區(qū)域優(yōu)勢的地區(qū)集聚,17地市集聚區(qū)分布不均,集聚區(qū)主要分布在經濟發(fā)展良好的濟南、青島、煙臺等地區(qū)。(2)集聚水平:根據空間基尼系數可知,山東省生產性服務業(yè)出現集聚現象但程度較低,并且各行業(yè)集聚水平存在較大差別,交通運輸倉儲及郵政業(yè)、租賃與商務服務業(yè)、科學研究技術服務和地質勘察業(yè)集聚程度相對較高。根據區(qū)位商測算結果,從山東相對于全國的區(qū)位商結果看,山東集聚程度較低,特別是山東省現代生產性服務業(yè)的發(fā)展與全國水平相比嚴重滯后,地區(qū)專業(yè)化程度較低;從山東17地市相對于山東省區(qū)位商的結果看,濟南、青島、煙臺等經濟發(fā)展較好的地市生產性服務業(yè)集聚度較高,且6大細分行業(yè)在省內17地市集聚差距較大。(3)實證部分:首先選擇影響集聚的因素,通過傳統(tǒng)面板數據模型和空間計量模型得出,省內市場規(guī)模、信息化水平、知識溢出、城市化水平是影響生產性服務業(yè)集聚的主要因素。文章的研究目的就是通過以上分析,對山東省生產性服務業(yè)發(fā)展和集聚做出總結,探討影響集聚的重要因素,從著力發(fā)展現代新興產業(yè)、重視政府作用、發(fā)揮中心城市輻射帶動作用、促進生產性服務業(yè)與城市化互動發(fā)展四個方面促使集聚向更高水平發(fā)展,為山東生產性服務業(yè)集聚發(fā)展提供對策建議。
[Abstract]:With the arrival of the global "service economy", producer services have become a new economic growth point all over the world. With the rapid development of Chinese economy and the optimization and adjustment of economic structure, the development of producer service industry plays an important role in promoting the development of Chinese economy. As a big economic province in China, Shandong Province ranks first in China in terms of total GDP and total output value of service industry, and producer service industry has made great contribution to the increase of Shandong service industry gross domestic product. At the same time, as an important feature of producer services, it is of great significance to study the agglomeration of producer services in Shandong province for building agglomeration system and promoting agglomeration. Firstly, this paper expounds the research background and significance of the paper, the technical roadmap of the paper, and defines the related concepts of producer service industry, and takes the industrial agglomeration theory as the theoretical research foundation. This paper mainly studies the present situation of producer service industry agglomeration in Shandong Province, uses spatial Gini coefficient and location quotient index to measure agglomeration level, considers the factors that affect agglomeration, and carries on spatial econometric empirical research with panel data. A conclusion is drawn and some suggestions are put forward. By studying the present situation and level of producer service agglomeration in Shandong province and the factors influencing agglomeration, the following conclusions are found: (1) the present situation of development: from the total value, producer service industry added value is higher, and the total amount is increasing continuously; From the perspective of proportion, the proportion of traditional service industry is higher, but the proportion is declining, the proportion of modern emerging service industry is relatively low, but the proportion is rising, the rapid development of emerging producer services will become a new pillar of economic development in the future. According to the present situation of the agglomeration area, Shandong Province has a large number of agglomeration areas, various agglomeration areas have formed the scale, the subdivision industry agglomeration areas choose the regional agglomeration with regional advantages, and 17 cities and cities are unevenly distributed in the agglomeration areas. The agglomeration area is mainly distributed in Jinan, Qingdao, Yantai and other regions with good economic development. (2) agglomeration level: according to spatial Gini coefficient, the producer service industry in Shandong Province has the phenomenon of agglomeration, but the degree is relatively low. Moreover, there are great differences in the agglomeration level of different industries, such as transportation, warehousing, postal service, leasing and business service, scientific research and technical services, and geological survey, and the degree of agglomeration is relatively high. According to the result of location quotient, Shandong has lower agglomeration degree than the whole country, especially the development of modern producer service industry in Shandong province lags behind the national level, and the degree of regional specialization is low. From the results of 17 cities in Shandong Province relative to the location quotient of Shandong Province, Jinan, Qingdao, Yantai and other cities with better economic development have a higher concentration of producer services. And six subdivision industries in 17 cities in the province agglomeration gap is large. (3) empirical part: first of all, select the factors that affect the agglomeration, through the traditional panel data model and spatial measurement model, the province market size, information level. Knowledge spillover, urbanization level is the main factor affecting producer services agglomeration. The purpose of this paper is to sum up the development and agglomeration of producer services in Shandong Province through the above analysis, to discuss the important factors that affect the agglomeration, to focus on the development of modern emerging industries and to attach importance to the role of the government. Giving full play to the role of central city radiation, promoting the interactive development of producer services and urbanization to promote the agglomeration to a higher level, to provide countermeasures and suggestions for the development of producer services agglomeration in Shandong.
