【摘要】：伴隨著全球服務(wù)經(jīng)濟(jì)時代的到來,現(xiàn)代服務(wù)業(yè)發(fā)揮著越來越重要的作用。近年來,特別是“十一五”期間,合肥市實(shí)施先進(jìn)制造業(yè)與現(xiàn)代服務(wù)業(yè)“雙輪驅(qū)動”戰(zhàn)略,現(xiàn)代服務(wù)業(yè)已逐步成為經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的重要動力,包河區(qū)作為全省“第一城區(qū)”,堅持把發(fā)展現(xiàn)代服務(wù)業(yè)作為推進(jìn)區(qū)域經(jīng)濟(jì)社會發(fā)展的重點(diǎn)產(chǎn)業(yè)加以培養(yǎng)扶持,落實(shí)相關(guān)配套政策,統(tǒng)籌空間布局,優(yōu)化發(fā)展結(jié)構(gòu),服務(wù)業(yè)發(fā)展取得了明顯成效。但仍存在著結(jié)構(gòu)不優(yōu)、水平不高、發(fā)展不夠充分等問題,這些需要我們就如何發(fā)展新世紀(jì)新階段的合肥以及包河的現(xiàn)代服務(wù)業(yè)進(jìn)行深入研究。 本文在分析了合肥市服務(wù)業(yè)發(fā)展現(xiàn)狀和存在的問題基礎(chǔ)上,提出合肥市現(xiàn)代服務(wù)業(yè)發(fā)展策略。結(jié)合國家、省、市現(xiàn)代服務(wù)業(yè)發(fā)展政策導(dǎo)向,同時結(jié)合包河區(qū)自身良好的資源稟賦,科學(xué)規(guī)劃重點(diǎn)產(chǎn)業(yè)發(fā)展、合理空間布局、優(yōu)化發(fā)展環(huán)境,建立與城市化進(jìn)程相協(xié)調(diào),與市民需求相適應(yīng)的,布局合理、功能完備、相互連接的包河區(qū)現(xiàn)代服務(wù)業(yè)新體系。
[Abstract]:With the arrival of the global service economy, modern service industry is playing a more and more important role. In recent years, especially during the 11th Five-Year Plan, Hefei has implemented the strategy of "double wheel drive" between advanced manufacturing and modern service industries, and modern service industry has gradually become an important driving force for the transformation of economic development mode. Baohe District, as the "first urban area" of the province, insists on the development of modern service industries as the key industries to promote regional economic and social development, carries out relevant supporting policies, coordinates the spatial layout, and optimizes the development structure. The development of the service industry has achieved remarkable results. However, there are still some problems, such as poor structure, low level, insufficient development and so on. It is necessary for us to study how to develop Hefei in the new century and the modern service industry in Baohe. Based on the analysis of the present situation and existing problems of the service industry in Hefei, this paper puts forward the development strategy of the modern service industry in Hefei. In combination with the policy orientation of modern service industry development in the national, provincial and municipal areas, and the good resource endowment of Baohe District, it is necessary to scientifically plan the development of key industries, rationalize the spatial distribution, optimize the development environment, and establish coordination with the process of urbanization. The new system of modern service industry in Baohe District, which is suitable for the needs of citizens, has reasonable layout, complete function, and is connected with each other.
