【摘要】： 隨著經(jīng)濟(jì)全球化的加深和國(guó)際產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整,世界服務(wù)貿(mào)易經(jīng)歷了長(zhǎng)足發(fā)展,服務(wù)貿(mào)易的結(jié)構(gòu)調(diào)整加快,通訊、計(jì)算機(jī)和信息服務(wù)、會(huì)計(jì)、咨詢等新興服務(wù)行業(yè)快速增長(zhǎng)。同時(shí),伴隨著跨國(guó)公司的戰(zhàn)略調(diào)整以及系統(tǒng)、網(wǎng)絡(luò)、存儲(chǔ)等信息技術(shù)的迅猛發(fā)展,由業(yè)務(wù)流程外包(BPO)和信息技術(shù)外包(ITO)組成的服務(wù)外包正逐漸成為服務(wù)貿(mào)易的重要形式,并在全球新一輪產(chǎn)業(yè)轉(zhuǎn)移的浪潮中,成為至關(guān)重要的推動(dòng)因素。在當(dāng)前金融危機(jī)的影響下,將有更多跨國(guó)公司將其非核心業(yè)務(wù)外包,以降低成本、增強(qiáng)競(jìng)爭(zhēng)力,這給我國(guó)承接外包業(yè)務(wù)帶來更多發(fā)展機(jī)會(huì)。面對(duì)日漸繁榮的服務(wù)外包業(yè)務(wù),巨大的市場(chǎng)容量成為發(fā)展中國(guó)家激烈爭(zhēng)奪的焦點(diǎn),而我國(guó)經(jīng)過改革開放三十年的發(fā)展和積累,在發(fā)展服務(wù)外包方面擁有諸多優(yōu)勢(shì)。日前,國(guó)務(wù)院辦公廳下發(fā)了《關(guān)于促進(jìn)服務(wù)外包產(chǎn)業(yè)發(fā)展問題的復(fù)函》,批復(fù)了商務(wù)部會(huì)同有關(guān)部委共同制定的促進(jìn)服務(wù)外包發(fā)展的政策措施,批準(zhǔn)北京等20個(gè)城市為中國(guó)服務(wù)外包示范城市,并在20個(gè)試點(diǎn)城市實(shí)行一系列鼓勵(lì)和支持措施,加快我國(guó)服務(wù)外包產(chǎn)業(yè)發(fā)展。 承接外包服務(wù),可以增大服務(wù)業(yè)占GDP的比重,提升產(chǎn)業(yè)結(jié)構(gòu),節(jié)省能源消耗,減少環(huán)境污染;擴(kuò)大服務(wù)出口,增加服務(wù)貿(mào)易的出口收入;創(chuàng)造就業(yè),帶來大量的就業(yè)機(jī)會(huì);提高就業(yè)者的工薪收入和技能水平,給我國(guó)帶來巨大的經(jīng)濟(jì)和社會(huì)發(fā)展利益。目前,政府的首要任務(wù)就是改善承接服務(wù)外包的投資環(huán)境,提高政府的公共服務(wù)質(zhì)量,加快發(fā)展服務(wù)外包產(chǎn)業(yè),本文通過對(duì)各個(gè)試點(diǎn)城市服務(wù)外包產(chǎn)業(yè)競(jìng)爭(zhēng)力的考察和研究,深入分析不同城市發(fā)展服務(wù)外包產(chǎn)業(yè)的優(yōu)勢(shì)與亮點(diǎn)以及劣勢(shì)與不足,并對(duì)這些優(yōu)劣勢(shì)進(jìn)行梳理,探尋一條有利于提升中國(guó)服務(wù)外包產(chǎn)業(yè)競(jìng)爭(zhēng)力的合理路徑,使得促進(jìn)服務(wù)外包產(chǎn)業(yè)發(fā)展的重要因素得到推廣,阻礙或有負(fù)面影響的因素得到改善或修正。通過城市服務(wù)外包產(chǎn)業(yè)競(jìng)爭(zhēng)力的研究,以期對(duì)試點(diǎn)城市起到引導(dǎo)和鼓勵(lì)作用,從而在國(guó)內(nèi)較大范圍進(jìn)一步推廣,以促進(jìn)服務(wù)外包產(chǎn)業(yè)又好又快的發(fā)展。
[Abstract]:With the deepening of economic globalization and the adjustment of international industrial structure, the world service trade has experienced considerable development, the structure adjustment of service trade has accelerated, and the new service industries, such as communication, computer and information services, accounting, consulting and so on, have grown rapidly. At the same time, with the strategic adjustment of multinational companies and the rapid development of information technology, such as system, network, storage and so on, service outsourcing, composed of business process outsourcing (BPO) and information technology outsourcing (ITO), is becoming an important form of service trade. And in the global new wave of industrial transfer, become a crucial driving factor. Under the influence of the current financial crisis, more multinational companies will outsource their non-core business in order to reduce costs and enhance competitiveness, which will bring more development opportunities to our country to undertake outsourcing business. In the face of the increasingly prosperous service outsourcing business, the huge market capacity has become the focus of fierce competition in developing countries. After 30 years of reform and opening up and accumulation, China has many advantages in the development of service outsourcing. A few days ago, the General Office of the State Council issued a "reply letter on promoting the Development of Service Outsourcing Industry," approving the policies and measures jointly formulated by the Ministry of Commerce and relevant ministries to promote the development of service outsourcing. Twenty cities such as Beijing were approved as model cities for service outsourcing in China, and a series of encouragement and support measures were implemented in 20 pilot cities to accelerate the development of service outsourcing industry in China. Undertaking outsourcing services can increase the proportion of service industry to GDP, promote industrial structure, save energy consumption, reduce environmental pollution, expand service export, increase export income of service trade, create employment and bring a lot of employment opportunities. Raising the wage income and skill level of the employed will bring huge economic and social development benefits to our country. At present, the primary task of the government is to improve the investment environment to undertake service outsourcing, to improve the government's public service quality, and to accelerate the development of service outsourcing industry. This paper deeply analyzes the advantages, bright spots and weaknesses of different cities' service outsourcing industry, and combs these advantages and disadvantages, and explores a reasonable way to promote the competitiveness of China's service outsourcing industry. The important factors that promote the development of service outsourcing industry are popularized, and the factors that hinder or have negative influence are improved or corrected. Through the research on the competitiveness of urban service outsourcing industry, this paper hopes to guide and encourage the pilot cities, so as to promote the service outsourcing industry to develop well and quickly in China.
