【摘要】：隨著世界經(jīng)濟(jì)形勢(shì)的發(fā)展變化,服務(wù)外包成為各國(guó)參與全球分工與協(xié)作、優(yōu)化資源配置的重要方式,為推動(dòng)大慶資源型城市轉(zhuǎn)型發(fā)展,大慶服務(wù)外包園自2007年5月啟動(dòng)建設(shè),同年被商務(wù)部、信息產(chǎn)業(yè)部、科技部聯(lián)合認(rèn)定為中國(guó)服務(wù)外包示范區(qū)。大力發(fā)展以行業(yè)軟件開發(fā)和工業(yè)設(shè)計(jì)為代表的石油石化外包服務(wù)、數(shù)據(jù)處理和數(shù)據(jù)中心、呼叫中心、動(dòng)漫制作和信息技術(shù)服務(wù)等外包業(yè)務(wù),努力打造中國(guó)石油石化外包服務(wù)基地和數(shù)據(jù)服務(wù)基地。 隨著大慶服務(wù)外包園的不斷發(fā)展壯大,招商引資向規(guī)�；�、集聚化、專業(yè)化方向轉(zhuǎn)變,不斷招強(qiáng)引大,緊盯國(guó)內(nèi)外大型服務(wù)外包企業(yè),進(jìn)一步提升園區(qū)發(fā)展水平。文章針對(duì)大慶服務(wù)外包園招商引資項(xiàng)目管理全過程控制,實(shí)現(xiàn)管理優(yōu)化,提升招商引資管理水平。應(yīng)用文獻(xiàn)研究、實(shí)地調(diào)研分析相結(jié)合的方法,在充分研究國(guó)內(nèi)外園區(qū)招商引資管理的現(xiàn)狀及發(fā)展趨勢(shì)基礎(chǔ)上,從項(xiàng)目管理原理角度出發(fā),結(jié)合大慶服務(wù)外包園發(fā)展實(shí)際,分析大慶服務(wù)外包園招商引資現(xiàn)狀及項(xiàng)目管理存在的主要問題,探討將招商引資進(jìn)行全過程控制,進(jìn)行事前、事中、事后流程節(jié)點(diǎn)控制,以不斷提升招商引資管理水平,提高項(xiàng)目管理能力。不斷推動(dòng)園區(qū)產(chǎn)業(yè)集聚發(fā)展,提高競(jìng)爭(zhēng)力。
[Abstract]:With the development of the world economic situation, service outsourcing has become an important way for countries to participate in the global division of labor and cooperation and optimize the allocation of resources. In order to promote the transformation and development of resource-based cities in Daqing, Daqing Service Outsourcing Park has been under construction since May 2007. In the same year by the Ministry of Commerce, Ministry of Information Industry, Ministry of Science and Technology jointly identified as China's service outsourcing demonstration zone. Vigorously develop outsourcing services, such as petroleum and petrochemical outsourcing services, data processing and data centers, call centers, animation production and information technology services, as represented by industry software development and industrial design, Strive to build China Petroleum and Petrochemical outsourcing service base and data service base. With the continuous development of Daqing Service Outsourcing Park, attracting investment to scale, agglomeration, specialization, constantly attract strength, focus on domestic and foreign large-scale service outsourcing enterprises, further improve the level of development of the park. This paper aims at the whole process control of investment attracting project management in Daqing Service Outsourcing Park, realizes the management optimization, and promotes the management level of attracting investment. Applying the methods of literature research, field investigation and analysis, on the basis of fully studying the present situation and development trend of investment management in the park at home and abroad, starting from the angle of project management principle, combining with the actual development of Daqing service outsourcing park, This paper analyzes the present situation of attracting investment in Daqing Service Outsourcing Park and the main problems existing in project management, and probes into the whole process control of attracting investment in Daqing Service Outsourcing Park, and the node control in advance, in the process and afterwards, in order to continuously improve the management level of attracting investment. Improve project management capability. Promote the development of industrial agglomeration and improve competitiveness.
