【摘要】：生產(chǎn)性服務(wù)業(yè)是在制造業(yè)發(fā)展到較高階段的必然趨勢(shì),已成為推動(dòng)經(jīng)濟(jì)發(fā)展的重要引擎。生產(chǎn)性服務(wù)業(yè)功能區(qū)作為發(fā)展生產(chǎn)性服務(wù)業(yè)的重要組織形式和載體,其綜合發(fā)展水平也成為了衡量一個(gè)國家和地區(qū)綜合競爭力和現(xiàn)代化水平的重要標(biāo)志之一。對(duì)功能區(qū)進(jìn)行綜合評(píng)價(jià),能夠了解各種因素對(duì)其建設(shè)和發(fā)展的重要性,為功能區(qū)的管理和決策提供依據(jù)。本文結(jié)合經(jīng)濟(jì)學(xué)和管理學(xué)等多門學(xué)科,創(chuàng)造性地構(gòu)建了一套具有通用性的生產(chǎn)性服務(wù)業(yè)功能區(qū)綜合評(píng)價(jià)指標(biāo)體系,并從靜態(tài)和動(dòng)態(tài)兩種視角研究生產(chǎn)性服務(wù)業(yè)功能區(qū)的綜合評(píng)價(jià)方法。主要研究成果有如下幾點(diǎn)： 首先,本文結(jié)合相關(guān)文獻(xiàn),評(píng)述了生產(chǎn)性服務(wù)業(yè)功能區(qū)的國內(nèi)外研究現(xiàn)狀,并從深入剖析生產(chǎn)性服務(wù)業(yè)功能區(qū)內(nèi)涵和特征入手,梳理生產(chǎn)性服務(wù)業(yè)以及功能區(qū)發(fā)展的相關(guān)基礎(chǔ)理論。 第二,根據(jù)實(shí)踐經(jīng)驗(yàn)和文獻(xiàn)綜述研究,綜合運(yùn)用頻度分析法、理論分析法、德爾菲法和統(tǒng)計(jì)分析等多種方法,從配套功能和服務(wù)質(zhì)量、經(jīng)濟(jì)效益和綜合實(shí)力、產(chǎn)業(yè)發(fā)展和集聚水平、品牌戰(zhàn)略和科技創(chuàng)新、節(jié)能降耗和生態(tài)保護(hù)、組織管理和精神文明6個(gè)方面構(gòu)建了生產(chǎn)性服務(wù)業(yè)功能區(qū)綜合評(píng)價(jià)指標(biāo)體系。 第三,對(duì)比分析多種綜合評(píng)價(jià)方法,結(jié)合生產(chǎn)性服務(wù)業(yè)功能區(qū)的自身特點(diǎn),提出了生產(chǎn)性服務(wù)業(yè)功能區(qū)的靜態(tài)綜合評(píng)估模型—AHP模糊綜合評(píng)價(jià)模型,并詳細(xì)論述了“運(yùn)用層次分析確定指標(biāo)權(quán)重”和“運(yùn)用模糊綜合評(píng)價(jià)法進(jìn)行綜合評(píng)價(jià)”的具體步驟。運(yùn)用該靜態(tài)綜合模型,可以幫助待評(píng)估功能區(qū)明確自身的綜合等級(jí)、找出與其他功能區(qū)之間的差距,制定相應(yīng)的整體發(fā)展策略。本文選取上海市典型的生產(chǎn)性服務(wù)業(yè)功能區(qū),利用上述評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)模型進(jìn)行了實(shí)例分析,驗(yàn)證了評(píng)價(jià)模型的可行性和科學(xué)性。 第四,在上述研究的基礎(chǔ)上,本文進(jìn)一步探討了生產(chǎn)性服務(wù)業(yè)功能區(qū)的動(dòng)態(tài)綜合評(píng)估方法,構(gòu)造了模糊多指標(biāo)評(píng)估模型,即基于專家或參與評(píng)估的成員組織給出的指標(biāo)權(quán)重以及指標(biāo)值的語言變量集,得出綜合評(píng)估值,通過計(jì)算三角模糊數(shù)的期望值,對(duì)待評(píng)估功能區(qū)在不同時(shí)間的綜合情況排序,進(jìn)行對(duì)比分析。該綜合評(píng)價(jià)模型能夠監(jiān)控生產(chǎn)性服務(wù)業(yè)功能區(qū)在某個(gè)時(shí)間段內(nèi)的綜合發(fā)展變化趨勢(shì),幫助待評(píng)估功能區(qū)找出自身發(fā)展中的不足及潛在問題,并通過關(guān)注影響其綜合發(fā)展的關(guān)鍵因素的趨勢(shì)狀態(tài),進(jìn)行及時(shí)有效的調(diào)整。本文運(yùn)用該模型,選取上海市某生產(chǎn)性服務(wù)業(yè)功能區(qū)進(jìn)行了2008年-2010年的動(dòng)態(tài)綜合評(píng)估。
[Abstract]:Producer service industry is an inevitable trend in the higher stage of manufacturing development and has become an important engine to promote economic development. As an important organizational form and carrier for the development of producer services, the comprehensive development level of producer services has become one of the important symbols to measure the comprehensive competitiveness and modernization level of a country or region. The comprehensive evaluation of functional areas can understand the importance of various factors to its construction and development, and provide the basis for the management and decision-making of functional areas. Combined with economics and management, this paper creatively constructs a set of comprehensive evaluation index system of producer service functional area with generality. The comprehensive evaluation method of producer service function area is studied from static and dynamic perspectives. The main research results are as follows: firstly, this paper reviews the domestic and foreign research status of producer service functional areas, and analyzes the connotation and characteristics of producer services functional areas. Combing the producer services and the development of functional areas related to the basic theory. Second, on the basis of practical experience and literature review, comprehensive use of frequency analysis, theoretical analysis, Delphi method and statistical analysis and other methods, from supporting functions and service quality, economic benefits and comprehensive strength, The comprehensive evaluation index system of producer service functional areas was constructed in six aspects: industrial development and agglomeration level, brand strategy and scientific and technological innovation, energy saving and consumption reduction and ecological protection, organization management and spiritual civilization. Thirdly, by comparing and analyzing various comprehensive evaluation methods and combining the characteristics of producer service functional areas, a static comprehensive evaluation model called AHP fuzzy comprehensive evaluation model for producer service functional areas is put forward. The concrete steps of "determining index weight by AHP" and "using fuzzy comprehensive evaluation method" are discussed in detail. By using the static synthesis model, we can help the functional areas to be evaluated to make their own comprehensive level clear, to find out the gap between them and other functional areas, and to formulate the corresponding overall development strategies. This paper selects the typical producer service function area in Shanghai, and analyzes the feasibility and scientific nature of the evaluation model by using the above evaluation index system and evaluation model. Fourth, on the basis of the above research, this paper further discusses the dynamic comprehensive evaluation method of the producer services functional areas, and constructs a fuzzy multi-index evaluation model. That is, based on the index weight given by experts or participating member organizations and the language variable set of index value, the comprehensive evaluation value is obtained. By calculating the expected value of triangular fuzzy number, the comprehensive situation of evaluation function area is sorted at different time. A comparative analysis was carried out. The comprehensive evaluation model can monitor the comprehensive development trend of the producer services functional areas in a certain period of time, and help to identify the shortcomings and potential problems in the development of the functional areas to be evaluated. And by paying attention to the trend state of the key factors affecting its comprehensive development, timely and effective adjustment is made. In this paper, a producer services functional area in Shanghai is selected to carry out the dynamic comprehensive evaluation from 2008 to 2010.
