【摘要】：20世紀80年代以來，服務經濟浪潮席卷全球，生產性服務業(yè)作為經濟轉型發(fā)展的動力引擎，在經濟發(fā)展中發(fā)揮越來越重要的作用。2011年浙江人均GDP已經高達9853美元，，標志著進入工業(yè)化發(fā)達時期。但是當前浙江經濟面臨嚴峻的轉型發(fā)展壓力，特別是制造業(yè)在發(fā)展方式和結構都遭受瓶頸制約。依靠生產性服務業(yè)的發(fā)展支撐，浙江的制造業(yè)才能在質上實現突破，走出一條服務業(yè)和制造業(yè)良性互動的工業(yè)化道路。 本文在借鑒產業(yè)經濟學理論、投入產出分析方法和DEA原理的基礎上，結合浙江生產性服務業(yè)發(fā)展實踐，首先對生產性服務業(yè)進行界定，根據中間需求率和產業(yè)特性認定交通運輸及倉儲業(yè)等八個服務業(yè)部門屬于生產性服務業(yè)。然后建立基于投入產出表的DEA模型，選取2010年浙江省投入產出表作為研究對象，具體分析浙江省生產性服務業(yè)各個部門的DEA有效性，實證結果表明其中6個部門是DEA有效的，傳統生產性服務業(yè)部門的效率要高于新興部門。緊接著根據對各個具體部門的分析結果和效率分析文獻研究，分別具體分析浙江經濟發(fā)展模式、制造業(yè)發(fā)展水平、政府因素、創(chuàng)新因素對生產性服務業(yè)效率的影響。從整體產業(yè)高度，按照一定原則選取具體指標，建立指標體系進行主成分分析，從實證角度測度4個方面的影響深度，得出經濟發(fā)展模式、創(chuàng)新因素對產業(yè)效率影響最大，權重分別為0.357和0.316。最后根據理論和實證分析的結論，針對浙江生產性服務業(yè)效率存在的弊端，提出政策建議。包括降低準入門檻、改造傳統行業(yè)、規(guī)劃產業(yè)布局、實現突破發(fā)展、加強政府引導五個方面。
[Abstract]:Since 1980s, the wave of service economy has swept the world. Producer services, as the power engine of economic transformation and development, play a more and more important role in economic development. In 2011, Zhejiang's per capita GDP has reached 9853 US dollars. It marks a period of industrial development. However, Zhejiang economy is facing severe pressure of transformation and development, especially the bottleneck of manufacturing industry in its development mode and structure. Depending on the development support of producer service industry, Zhejiang's manufacturing industry can achieve a breakthrough in quality and walk out a path of industrialization in which service industry and manufacturing industry interact positively. Based on the theory of industrial economics, the method of input-output analysis and the DEA principle, this paper defines producer services in Zhejiang Province, combining the development practice of producer services in Zhejiang Province. According to the intermediate demand rate and industrial characteristics, eight service sectors, such as transportation and storage, belong to producer services. Then the DEA model based on the input-output table is established, and the input-output table of Zhejiang Province in 2010 is selected as the research object, and the DEA efficiency of every department of producer service industry in Zhejiang Province is analyzed concretely. The empirical results show that six of the departments are DEA effective. The traditional producer services sector is more efficient than the emerging sector. Then according to the analysis results of each specific sector and efficiency analysis of literature research, respectively, the specific analysis of Zhejiang economic development model, manufacturing development level, government factors, innovation factors on the efficiency of producer services. From the perspective of the whole industry, selecting specific indicators according to certain principles, establishing the index system for principal component analysis, and measuring the depth of influence in four aspects from the empirical point of view, it is concluded that the economic development model, the innovation factor has the greatest impact on the industrial efficiency. The weights were 0.357 and 0.316 respectively. Finally, according to the conclusion of theoretical and empirical analysis, the author puts forward some policy suggestions on the shortcomings of producer service industry efficiency in Zhejiang Province. It includes five aspects: lowering entry threshold, reforming traditional industry, planning industrial layout, realizing breakthrough development and strengthening government guidance.
