推行醫(yī)養(yǎng)結(jié)合中的瓶頸與對策

【摘要】:目前"醫(yī)養(yǎng)結(jié)合"機(jī)構(gòu)存在多頭管理,缺乏準(zhǔn)入政策、扶持政策和長期護(hù)理保險制度,缺乏專業(yè)性醫(yī)護(hù)人員,尚未形成醫(yī)養(yǎng)機(jī)構(gòu)間深度合作機(jī)制等問題。建議建立統(tǒng)一規(guī)范的組織體系和管理體制,實(shí)行普惠制扶持政策和配套政策,放開城鄉(xiāng)醫(yī)保定點(diǎn)準(zhǔn)入門檻,建設(shè)多元化"醫(yī)養(yǎng)結(jié)合"養(yǎng)老機(jī)構(gòu);改革職稱評定和人事管理政策,將"醫(yī)養(yǎng)結(jié)合"機(jī)構(gòu)及其醫(yī)護(hù)人員納入衛(wèi)生計生部門統(tǒng)一管理,實(shí)行同等評價標(biāo)準(zhǔn);制定護(hù)理等級認(rèn)定標(biāo)準(zhǔn),建立"醫(yī)養(yǎng)結(jié)合"大數(shù)據(jù)庫和醫(yī)養(yǎng)機(jī)構(gòu)信息共享機(jī)制,探索實(shí)行長期護(hù)理保險制度。
[Abstract]:At present, there are many problems such as multi-management, lack of access policy, support policy and long-term care insurance system, lack of professional medical personnel, and no deep cooperation mechanism between medical and nursing institutions. It is suggested to establish a unified and standardized organizational system and management system, to implement the GSP support policy and supporting policies, to open the threshold of fixed access to urban and rural health insurance, to build a diversified "combination of medical care and support" pension institutions, and to reform the professional title evaluation and personnel management policies. The organization and its staff were brought into the unified management of the department of health and family planning, the same evaluation standard was carried out, the standard of nursing grade recognition was established, the large database of "combination of medical care and support" and the information sharing mechanism of medical and nursing institution were established. To explore the implementation of long-term care insurance system.
