【摘要】：海洋—人類生命的搖籃，為整個(gè)社會(huì)創(chuàng)造出巨大物質(zhì)財(cái)富和精神財(cái)富。海洋的興衰關(guān)系著整個(gè)人類的命運(yùn)，人類的生存、社會(huì)的進(jìn)步和發(fā)展都與海洋有著難解難分的緊密關(guān)系。中國(guó)是海洋大國(guó)，廣東是海洋大省，如何把海洋大省建設(shè)成海洋強(qiáng)省，是21世紀(jì)國(guó)家中長(zhǎng)期的發(fā)展戰(zhàn)略。海洋強(qiáng)國(guó)建設(shè)離不開(kāi)科技的支撐，而海洋科技服務(wù)恰恰又是海洋科技成果轉(zhuǎn)化的關(guān)鍵環(huán)節(jié)，其發(fā)展的好壞不僅直接關(guān)系到海洋科技創(chuàng)新成果的實(shí)際應(yīng)用能否實(shí)現(xiàn)，而且關(guān)系到海洋事業(yè)發(fā)展的速度。所以省領(lǐng)導(dǎo)十分重視海洋的發(fā)展，為了提高海洋經(jīng)濟(jì)的發(fā)展，廣東省多次開(kāi)展海洋發(fā)展交流會(huì)以及海洋發(fā)展專題等，來(lái)提高海洋科技的交流與推廣，進(jìn)一步提升海洋經(jīng)濟(jì)的發(fā)展。 海洋科技服務(wù)業(yè)是國(guó)家創(chuàng)新體系的重要組成部分，是開(kāi)展海洋技術(shù)擴(kuò)散、海洋成果轉(zhuǎn)化、海洋科技評(píng)估、海洋創(chuàng)新資源配置等專業(yè)化服務(wù)行業(yè)，它以專業(yè)知識(shí)、專門(mén)技能為基礎(chǔ)，與各類創(chuàng)新主體和要素市場(chǎng)建立緊密聯(lián)系。由于科技服務(wù)業(yè)在我國(guó)產(chǎn)生比較晚，海洋科技服務(wù)業(yè)產(chǎn)生與發(fā)展更晚，其運(yùn)作機(jī)制沒(méi)有成熟的現(xiàn)成模式可以借鑒。本研究特以廣東省海洋科技服務(wù)業(yè)為研究對(duì)象，，綜合運(yùn)用產(chǎn)業(yè)經(jīng)濟(jì)理論、技術(shù)創(chuàng)新理論、經(jīng)濟(jì)增長(zhǎng)等理論來(lái)解讀海洋科技服務(wù)業(yè)的本質(zhì)屬性和發(fā)展?jié)摿�，以及在�?duì)廣東海洋科技服務(wù)業(yè)發(fā)展的現(xiàn)狀進(jìn)行詳細(xì)分析的基礎(chǔ)上，建立海洋科技服務(wù)業(yè)支撐體系，并借鑒國(guó)外的一些海洋科技服務(wù)業(yè)發(fā)展的經(jīng)驗(yàn)。在經(jīng)驗(yàn)的基礎(chǔ)上，提出相應(yīng)的對(duì)策建議，以期把海洋資源優(yōu)勢(shì)轉(zhuǎn)化為經(jīng)濟(jì)優(yōu)勢(shì)，使海洋產(chǎn)業(yè)逐步成為國(guó)民經(jīng)濟(jì)支柱產(chǎn)業(yè)之一，促進(jìn)我省國(guó)民經(jīng)濟(jì)持續(xù)、穩(wěn)定、協(xié)調(diào)發(fā)展。本研究的成果內(nèi)容具有很強(qiáng)的推廣價(jià)值和示范效應(yīng)，也為在全國(guó)沿海各省市開(kāi)展海洋科技服務(wù)業(yè)的機(jī)制建設(shè)研究提供經(jīng)驗(yàn)借鑒及理論支撐。
[Abstract]:Ocean-the cradle of human life, creates great material and spiritual wealth for the whole society. The rise and fall of the ocean is closely related to the fate of the whole human being, the survival of human beings, the progress and development of society, and the ocean. China is a big sea country and Guangdong is a big sea province. How to build a big ocean province into a strong ocean province is a long-term development strategy of the country in the 21st century. The construction of marine power cannot be separated from the support of science and technology, and the service of marine science and technology is the key link in the transformation of marine scientific and technological achievements. The quality of its development is not only directly related to whether the practical application of marine scientific and technological innovation results can be realized, And related to the speed of marine development. Therefore, provincial leaders attach great importance to the development of the ocean. In order to improve the development of the marine economy, Guangdong Province has held many marine development seminars and special topics on marine development to enhance the exchange and promotion of marine science and technology. We will further enhance the development of the marine economy. The marine science and technology service industry is an important part of the national innovation system. It is a specialized service industry for the development of marine technology diffusion, ocean achievements transformation, marine science and technology evaluation, marine innovation resource allocation and so on. Specialized skills as the basis, and all kinds of innovation and factor market to establish close links. Due to the late emergence of science and technology service industry in China and the late development of marine science and technology service industry, there is no mature and ready-made mode of its operation mechanism to be used for reference. This research takes Guangdong Province marine science and technology service industry as the research object, synthetically uses the industry economy theory, the technology innovation theory, the economic growth and so on theory to interpret the marine science and technology service industry essential attribute and the development potential. Based on the detailed analysis of the current situation of the development of marine science and technology service industry in Guangdong, the supporting system of marine science and technology service industry is established, and some foreign experiences of the development of marine science and technology service industry are used for reference. On the basis of experience, corresponding countermeasures and suggestions are put forward in order to transform the superiority of marine resources into economic advantages, to make marine industry one of the pillar industries of the national economy, and to promote the sustained, stable and coordinated development of the national economy of our province. The results of this study have strong promotion value and demonstration effect, and also provide experience and theoretical support for the mechanism construction research of marine science and technology service industry in the coastal provinces and cities of China.
