【摘要】：目前,全國有118個(gè)資源型城市,資源型城市的顯著特點(diǎn)就是高耗能高污染產(chǎn)業(yè)較多、產(chǎn)業(yè)結(jié)構(gòu)單一、產(chǎn)業(yè)間關(guān)聯(lián)簡(jiǎn)單；市場(chǎng)化程度偏低、對(duì)外開放程度偏低；資源產(chǎn)業(yè)發(fā)展緩慢、接續(xù)替代產(chǎn)業(yè)發(fā)展困難；地方財(cái)力薄弱、社會(huì)問題積累。特別是,部分城市資源面臨枯竭生產(chǎn)停滯,缺乏接續(xù)替代產(chǎn)業(yè)成為困擾資源型城市發(fā)展的主要難點(diǎn)。在這樣的背景下,資源型城市必須找到合理路徑優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,建設(shè)現(xiàn)代產(chǎn)業(yè)體系,走新型工業(yè)化道路。 雖然,轉(zhuǎn)型期資源型城市生產(chǎn)性服務(wù)業(yè)發(fā)展取得了一定成效,但是資源型城市生產(chǎn)性服務(wù)業(yè)總體發(fā)展水平并不樂觀,發(fā)展速度偏慢；傳統(tǒng)生產(chǎn)性服務(wù)業(yè)比重高,新興服務(wù)業(yè)發(fā)展相對(duì)滯后；知識(shí)密集程度低；存在與其他產(chǎn)業(yè)聯(lián)系趨弱等缺點(diǎn)。 本文進(jìn)行了資源型城市生產(chǎn)性服務(wù)業(yè)結(jié)構(gòu)劃分,重點(diǎn)分析了資源型城市生產(chǎn)性服務(wù)業(yè)結(jié)構(gòu)現(xiàn)狀及存在問題,針對(duì)性提出轉(zhuǎn)型期資源型城市生產(chǎn)性服務(wù)業(yè)的結(jié)構(gòu)優(yōu)化與發(fā)展重點(diǎn),最后總結(jié)了促進(jìn)資源型城市生產(chǎn)性服務(wù)業(yè)結(jié)構(gòu)優(yōu)化的對(duì)策。
[Abstract]:At present, there are 118 resource-based cities in China. The remarkable characteristics of resource-based cities are that there are more industries with high energy consumption and high pollution, single industrial structure, simple inter-industry connection, low degree of marketization and low degree of opening to the outside world. The development of resource industry is slow and the alternative industry is difficult to develop; local financial resources are weak and social problems accumulate. In particular, some urban resources are facing exhaustion and production stagnation, and the lack of alternative industries has become a major difficulty in the development of resource-based cities. In this context, resource-based cities must find a reasonable way to optimize the industrial structure, change the mode of economic development, build a modern industrial system, and take a new road of industrialization. Although some achievements have been made in the development of producer services in resource-based cities during the transition period, the overall level of development of producer services in resource-based cities is not optimistic and the development rate is slow, and the proportion of traditional producer services is high. The development of emerging service industry is relatively lagging; the degree of knowledge density is low; there are some disadvantages such as weak connection with other industries and so on. In this paper, the structure of producer services in resource-based cities is divided, and the present situation and existing problems of the structure of producer services in resource-based cities are analyzed. The structural optimization and development focus of producer services in resource-based cities during the transition period are put forward. Finally, the countermeasures to optimize the structure of producer services in resource-based cities are summarized.
