EPC項(xiàng)目風(fēng)險(xiǎn)評價(jià)與控制研究

【摘要】:合同能源管理(EPC)是一種能兼顧社會(huì)、國家、客戶企業(yè)、節(jié)能服務(wù)公司(ESCO)各方利益,能實(shí)現(xiàn)雙贏甚至多贏的、十分有益的運(yùn)作模式。對客戶來說,實(shí)施EPC項(xiàng)目是“零風(fēng)險(xiǎn)、零投入”,而對ESCO來說,卻是百分之百的投入和風(fēng)險(xiǎn)。ESCO競爭力的核心體現(xiàn)在風(fēng)險(xiǎn)管理水平的高低上。ESCO要想取得EPC項(xiàng)目成功,必須做好風(fēng)險(xiǎn)管理工作,科學(xué)合理地控制風(fēng)險(xiǎn)。當(dāng)然EPC項(xiàng)目的風(fēng)險(xiǎn)可以量化。 鑒于此,本文以EPC項(xiàng)目風(fēng)險(xiǎn)評價(jià)與控制工作為主線,按照項(xiàng)目風(fēng)險(xiǎn)識別—?jiǎng)?chuàng)建WBS—對風(fēng)險(xiǎn)因素進(jìn)行問卷調(diào)查—建立EPC項(xiàng)目風(fēng)險(xiǎn)評價(jià)指標(biāo)體系—采用熵權(quán)模糊評價(jià)方法和灰色多層次評價(jià)方法評價(jià)項(xiàng)目風(fēng)險(xiǎn)—提出風(fēng)險(xiǎn)控制對策—ESCO案例分析這一過程,給出了在我國推行EPC項(xiàng)目的風(fēng)險(xiǎn)評價(jià)的方法和控制風(fēng)險(xiǎn)的措施。第一部分,闡述本論文研究的背景及其意義,查閱相關(guān)的文獻(xiàn)及資料,并作EPC風(fēng)險(xiǎn)管理相關(guān)的文獻(xiàn)綜述,同時(shí)概括本論文的主要研究內(nèi)容以及所用的研究方法,最后指出本論文的創(chuàng)新之處。第二部分,分析了我國能源供求缺口情況,概述EPC,分析利用EPC促進(jìn)節(jié)能減排的作用機(jī)理及EPC項(xiàng)目風(fēng)險(xiǎn)管理的意義、過程、機(jī)制。第三部分,探討EPC項(xiàng)目的風(fēng)險(xiǎn)識別步驟,并探討了熵權(quán)模糊評價(jià)模型和灰色多層次評價(jià)模型在EPC項(xiàng)目風(fēng)險(xiǎn)評價(jià)上的適用性。第四部分,針對EPC項(xiàng)目風(fēng)險(xiǎn)各項(xiàng)指標(biāo),,探討具體的風(fēng)險(xiǎn)控制方法,并從項(xiàng)目準(zhǔn)備階段、實(shí)施階段、效益分享階段探討了EPC項(xiàng)目的過程風(fēng)險(xiǎn)控制。第五部分,選取濟(jì)南市的節(jié)能服務(wù)公司—融世華的EPC項(xiàng)目做調(diào)研,對其風(fēng)險(xiǎn)管理經(jīng)驗(yàn)做深刻的剖析。第六部分,對本文的研究做總結(jié),指出研究的局限性及后續(xù)研究方向。 希望本文的研究能對ESCO進(jìn)行EPC項(xiàng)目風(fēng)險(xiǎn)管理工作有一定的指導(dǎo)作用。
[Abstract]:Contract Energy Management (EPC) is a very beneficial operation mode which can take into account the interests of the society, the country, the customer enterprises and the energy-saving service companies. For customers, the implementation of EPC project is "zero risk, zero input", but for ESCO, it is 100% investment and the core of risk .ESCO competitiveness is reflected in the level of risk management. ESCO wants to succeed in EPC project. We must do a good job in risk management and control risks scientifically and reasonably. Of course, the risk of EPC project can be quantified. In view of this, this paper takes the risk evaluation and control of EPC project as the main line. According to Project risk Identification-create WBS- questionnaire on risk factors-Establishment of EPC Project risk Evaluation Index system-use entropy weight fuzzy evaluation method and grey multi-level evaluation method to evaluate project risk-propose risk Control game-ESCO case analysis of this process, The method of risk assessment and the measures to control the risk of implementing EPC project in China are given. In the first part, the background and significance of this paper are described, the relevant literature and materials are consulted, and the EPC risk management literature is summarized. At the same time, the main research contents and the research methods used in this paper are summarized. Finally, the innovation of this paper is pointed out. The second part analyzes the gap of energy supply and demand in China, summarizes the EPCs, analyzes the mechanism of using EPC to promote energy saving and emission reduction and the significance, process and mechanism of EPC project risk management. In the third part, the risk identification steps of EPC project are discussed, and the applicability of entropy weight fuzzy evaluation model and grey multi-level evaluation model in EPC project risk evaluation is discussed. In the fourth part, according to the EPC project risk indexes, the specific risk control methods are discussed, and the process risk control of the EPC project is discussed from the project preparation stage, the implementation stage and the benefit sharing stage. In the fifth part, the EPC project of Rong Shihua, an energy saving service company in Jinan, is selected for investigation, and its risk management experience is deeply analyzed. The sixth part summarizes the research of this paper, points out the limitations of the study and the direction of future research, and hopes that the research in this paper can provide some guidance for ESCO to carry out EPC project risk management.
