【摘要】：西方發(fā)達(dá)國家的發(fā)展研究顯示,在經(jīng)歷了農(nóng)業(yè)社會、工業(yè)社會的發(fā)展模式后,服務(wù)業(yè)尤其是現(xiàn)代服務(wù)業(yè)成為當(dāng)前世界經(jīng)濟(jì)發(fā)展支柱產(chǎn)業(yè),“服務(wù)經(jīng)濟(jì)時代”已經(jīng)到來。現(xiàn)有研究中,一般將服務(wù)業(yè)產(chǎn)值占一國GDP總值的比重是否超過50%作為衡量該國是否進(jìn)入服務(wù)經(jīng)濟(jì)時代的界定線,而在西方國家的第三產(chǎn)業(yè)增加值已占其GDP的70%比重下,反觀我國,服務(wù)業(yè)在國民經(jīng)濟(jì)中的地位明顯偏低,至今未達(dá)產(chǎn)業(yè)增加值比重未到50%,增長緩慢。在這樣的經(jīng)濟(jì)背景下,我國政府對服務(wù)業(yè)發(fā)展問題予以重視,連續(xù)多年在經(jīng)濟(jì)與社會發(fā)展規(guī)劃中提出發(fā)展現(xiàn)代服務(wù)業(yè)要求。 懷寧縣委、縣政府積極響應(yīng)中央號召,從自身縣情出發(fā),提出發(fā)展縣域現(xiàn)代服務(wù)業(yè)。本文首先從對懷寧縣情及社會經(jīng)濟(jì)發(fā)展?fàn)顩r入手,依據(jù)現(xiàn)代服務(wù)業(yè)一般理論,對縣服務(wù)業(yè)發(fā)展歷程進(jìn)行了梳理,然后通過對2004年懷寧縣第一次全國經(jīng)濟(jì)普查和2008年懷寧縣第二次全國經(jīng)濟(jì)普查的數(shù)據(jù)對比,分析近年來縣服務(wù)業(yè)發(fā)展取得的成果。同時,分析了懷寧縣服務(wù)業(yè)發(fā)展的瓶頸及制約因素,最后通過發(fā)展目標(biāo)和原則的確立、發(fā)展現(xiàn)實(shí)機(jī)遇的論證,提出相應(yīng)對策建議,以此為懷寧縣縣域服務(wù)經(jīng)濟(jì)發(fā)展提供理論支持和參考。
[Abstract]:The research on the development of western developed countries shows that after experiencing the development mode of agricultural society and industrial society, the service industry, especially the modern service industry, has become the pillar industry of the world economic development, and the "era of service economy" has arrived. In the existing studies, the proportion of service industry output value to the total GDP of a country is generally taken as the defining line to judge whether the country has entered the service economy era, but in the western countries, the added value of the tertiary industry has already accounted for 70% of its GDP. On the other hand, the status of service industry in the national economy is obviously low, the proportion of industry added value has not reached 50%, the growth is slow. Under such economic background, our government attaches importance to the development of service industry, and puts forward the requirement of developing modern service industry in the economic and social development planning for many years. In response to the call of the central government, the Huining County Party Committee and the county government put forward the development of modern service industry. This paper begins with the situation of Huining County and the development of social economy. According to the general theory of modern service industry, this paper combs the course of the development of the county service industry. Then by comparing the data of the first national economic census of Huining County in 2004 and the second national economic census of Huining County in 2008, this paper analyzes the achievements of the development of the service industry in the county in recent years. At the same time, the bottleneck and restriction factors of the development of service industry in Huining County are analyzed. Finally, through the establishment of the development goals and principles, and the demonstration of the development opportunities, the corresponding countermeasures and suggestions are put forward. This provides theoretical support and reference for the development of county service economy in Huining County.
