【摘要】：社區(qū)居家養(yǎng)老服務(wù)體系,即“以居家養(yǎng)老為基礎(chǔ),社區(qū)養(yǎng)老為依托,機(jī)構(gòu)養(yǎng)老為補(bǔ)充”的養(yǎng)老體系,是解決目前我國(guó)加速老齡化背景下養(yǎng)老困境的有效模式。但我國(guó)未富先老的基本國(guó)情導(dǎo)致政府無(wú)法承擔(dān)社區(qū)居家養(yǎng)老服務(wù)的單邊供給,因此各地社區(qū)居家養(yǎng)老服務(wù)體系正逐步實(shí)現(xiàn)多方資源的整合,形成由政府、社區(qū)、社會(huì)組織、企業(yè)、家庭共同參與的網(wǎng)絡(luò)化社區(qū)居家養(yǎng)老服務(wù)的模式。參與方的多元化同時(shí)造成了社區(qū)居家養(yǎng)老服務(wù)體系治理的復(fù)雜性,在實(shí)踐中逐步暴露出參與主體目標(biāo)不一致,主體間溝通不暢,責(zé)任框架不明,網(wǎng)絡(luò)地位不平等化等諸多組織問(wèn)題。因此為實(shí)現(xiàn)社區(qū)居家養(yǎng)老體系結(jié)構(gòu)的優(yōu)化,本文做了如下研究工作：首先,通過(guò)對(duì)社區(qū)居家養(yǎng)老服務(wù)體系、網(wǎng)絡(luò)化治理理論、社會(huì)網(wǎng)絡(luò)分析分別進(jìn)行綜述,明確了社區(qū)居家養(yǎng)老服務(wù)體系的研究現(xiàn)狀,論證了網(wǎng)絡(luò)化治理理論在公社區(qū)居家養(yǎng)老服務(wù)體系治理中的適用性與現(xiàn)有研究的不足,以及社會(huì)網(wǎng)絡(luò)分析(SNA)對(duì)組織關(guān)系定量化研究的適用性和研究范式。為后文的研究方法與思路提供了借鑒。其次,確定社區(qū)居家養(yǎng)老服務(wù)體系的優(yōu)化目標(biāo)�；谡哐芯�、文獻(xiàn)研究與實(shí)地調(diào)研梳理社區(qū)居家養(yǎng)老服務(wù)體系運(yùn)行現(xiàn)狀及存在的問(wèn)題。針對(duì)現(xiàn)有問(wèn)題,借鑒網(wǎng)絡(luò)化治理理論,從組織關(guān)系的角度,提出了本文的優(yōu)化目標(biāo)。再次,實(shí)現(xiàn)社區(qū)居家養(yǎng)老服務(wù)網(wǎng)絡(luò)的構(gòu)建。明確網(wǎng)絡(luò)節(jié)點(diǎn),即利益相關(guān)者的定義及識(shí)別方法。在現(xiàn)有組織網(wǎng)絡(luò)關(guān)系研究的基礎(chǔ)上,結(jié)合網(wǎng)絡(luò)優(yōu)化目標(biāo),借鑒網(wǎng)絡(luò)化治理的具體思路,明確本文用以構(gòu)建網(wǎng)絡(luò)的關(guān)系維度,即確定網(wǎng)絡(luò)中的線,以及明確網(wǎng)絡(luò)關(guān)系強(qiáng)度的賦權(quán)。以南京市社區(qū)居家養(yǎng)老服務(wù)體系為例,進(jìn)行調(diào)研,具體搜集社區(qū)居家養(yǎng)老服務(wù)網(wǎng)絡(luò)的節(jié)點(diǎn)和關(guān)系強(qiáng)度數(shù)據(jù)。通過(guò)結(jié)合實(shí)習(xí)調(diào)研、問(wèn)卷調(diào)研、深度訪談、政策文件分析,對(duì)關(guān)系數(shù)據(jù)進(jìn)行整理,輸入Net Miner軟件,生成社區(qū)居家養(yǎng)老體系結(jié)構(gòu)網(wǎng)絡(luò)模型。最后,進(jìn)行社區(qū)居家養(yǎng)老服務(wù)體系的網(wǎng)絡(luò)分析與優(yōu)化。在確定測(cè)度指標(biāo)的前提下,對(duì)溝通、監(jiān)督、信任三個(gè)網(wǎng)絡(luò)分別進(jìn)行指標(biāo)測(cè)算與分析。根據(jù)加強(qiáng)網(wǎng)絡(luò)密度、聯(lián)通結(jié)構(gòu)洞、發(fā)揮“經(jīng)濟(jì)人”聯(lián)系作用、削弱中心勢(shì)等優(yōu)化策略,基于可視化網(wǎng)絡(luò)圖與指標(biāo)分析結(jié)果,結(jié)合網(wǎng)絡(luò)運(yùn)行的實(shí)際問(wèn)題,對(duì)三個(gè)網(wǎng)絡(luò)分別進(jìn)行優(yōu)化,實(shí)現(xiàn)網(wǎng)絡(luò)溝通暢通化、監(jiān)督體系完善化、各參與方網(wǎng)絡(luò)地位平等化。
[Abstract]:The service system of community home for the aged, which is based on the old age of the home, the support of the community for the aged, and the supplementary pension system, is an effective mode to solve the old-age plight under the background of accelerating the aging of our country. But the basic situation of our country is not rich and the government can not bear the unilateral supply of the service of the community home for the aged. Therefore, the community home old-age service system is gradually realizing the integration of multi-party resources, forming the mode of the network community home care service of the government, the community, the social organization, the enterprise and the family. The diversification of the participants has caused the complexity of the governance of the community home old-age service system and gradually exposed in practice. In order to optimize the structure of the community home pension system, the following research work is done to realize the optimization of the community home pension system structure. First, through the community home care service system, the network governance theory, and the social network analysis respectively This paper makes a summary of the research status of the community home care service system, demonstrates the applicability of the network governance theory in the public community home care service system and the shortcomings of the existing research, and the applicability and research paradigm of the social network analysis (SNA) on the quantitative research on organizational relations. Secondly, the objective of optimizing the community home care service system is determined. Based on the policy research, literature research and field research, the current situation and existing problems of community home care service system are combed. In view of the existing problems, using the network governance theory and from the point of view of organization, the optimization goal of this paper is put forward. To realize the construction of the community home care service network, clear the network node, that is, the definition and identification method of the stakeholders. On the basis of the research on the existing organizational network relations, combining the network optimization objectives and drawing on the specific ideas of network management, this paper makes clear that this article is used to construct the network relationship dimension, that is, to determine the line in the network and to make clear the network. Taking the power of the network relationship intensity, taking the community home care service system of Nanjing city as an example, the research is carried out to collect the nodes and the relationship intensity data of the community home care service network. Through the practice investigation, the questionnaire survey, the depth interview, the policy document analysis, the relationship data are arranged and the Net Miner software is entered into the community residence. At last, the network analysis and optimization of the community home old-age service system are carried out. On the premise of determining the measure index, three networks are calculated and analyzed on the basis of communication, supervision and trust. According to strengthening the network density, connecting the structure hole of China Unicom, giving play to the relationship between the "economic man" and weakening the center potential, The optimization strategy, based on the visual network diagram and the result of the index analysis, combined with the actual problems of the network operation, optimizes the three networks respectively to achieve a smooth network communication in Tonghua, the supervision system is perfect, and the status of each participant's network is equal.
