【摘要】：當(dāng)前，在全球經(jīng)濟(jì)發(fā)展日趨知識(shí)化、經(jīng)濟(jì)服務(wù)化，面對(duì)我國(guó)經(jīng)濟(jì)轉(zhuǎn)型的重要時(shí)期，現(xiàn)代服務(wù)業(yè)的發(fā)展程度不僅體現(xiàn)著我國(guó)在國(guó)際市場(chǎng)的綜合競(jìng)爭(zhēng)能力，同時(shí)顯示著我國(guó)現(xiàn)代化水平發(fā)展的程度，現(xiàn)代服務(wù)業(yè)逐漸成為促進(jìn)我國(guó)經(jīng)濟(jì)增長(zhǎng)的重要驅(qū)動(dòng)力。本文通過(guò)研究現(xiàn)代服務(wù)業(yè)的相關(guān)含義，從東北地區(qū)現(xiàn)代服務(wù)業(yè)的發(fā)展過(guò)程作為切入點(diǎn)，借鑒了國(guó)外現(xiàn)代服務(wù)業(yè)發(fā)展的成功經(jīng)驗(yàn)，分析了東北地區(qū)現(xiàn)代服務(wù)業(yè)發(fā)展中存在的問(wèn)題、發(fā)展滯后的原因，并提出發(fā)展東北地區(qū)現(xiàn)代服務(wù)業(yè)的戰(zhàn)略對(duì)策與思路。 文章通過(guò)四個(gè)部分介紹了東北地區(qū)現(xiàn)代服務(wù)業(yè)的發(fā)展與整合。 首先，第一部分通過(guò)介紹各位學(xué)者對(duì)現(xiàn)代服務(wù)業(yè)所持觀點(diǎn)的不同，以此進(jìn)行提煉與總結(jié)，筆者對(duì)現(xiàn)代服務(wù)業(yè)的認(rèn)識(shí)有自己的見(jiàn)解，給出其涵義的界定；概括現(xiàn)代服務(wù)業(yè)分為生產(chǎn)性服務(wù)業(yè)和生活性服務(wù)業(yè)，歸納總結(jié)了現(xiàn)代服務(wù)業(yè)具有時(shí)代性、人才知識(shí)密集性、空間集聚性特征；同時(shí)將傳統(tǒng)服務(wù)業(yè)與現(xiàn)代服務(wù)業(yè)進(jìn)行對(duì)比研究。最后提出了發(fā)展現(xiàn)代服務(wù)業(yè)可以提升國(guó)家經(jīng)濟(jì)水平，增強(qiáng)城鄉(xiāng)居民幸福感的重要意義。 其次，通過(guò)介紹東北地區(qū)現(xiàn)代服務(wù)業(yè)發(fā)展的背景意義、基礎(chǔ)條件、歷經(jīng)三個(gè)階段，可見(jiàn)，東北地區(qū)現(xiàn)代服務(wù)業(yè)發(fā)展己初見(jiàn)成效，金融、商貿(mào)服務(wù)業(yè)穩(wěn)步發(fā)展，科技服務(wù)自主創(chuàng)新能力有所提高，服務(wù)業(yè)功能逐步增強(qiáng)。但是東北地區(qū)現(xiàn)代服務(wù)業(yè)還存在著體系發(fā)育不健全，管理模式欠佳、競(jìng)爭(zhēng)意識(shí)不強(qiáng)，缺少高素質(zhì)人才等諸多制約發(fā)展的問(wèn)題，使得東北地區(qū)現(xiàn)代服務(wù)業(yè)比其它地區(qū)發(fā)展相對(duì)落后。 再次，發(fā)達(dá)國(guó)家的現(xiàn)代服務(wù)業(yè)，以電子信息技術(shù)為核心競(jìng)爭(zhēng)力，按照地理區(qū)位集群式分布，并且伴有政府合理調(diào)控機(jī)制推動(dòng)發(fā)展，其成功的經(jīng)驗(yàn)為東北地區(qū)現(xiàn)代服務(wù)業(yè)發(fā)展提供更多參考與借鑒。 最后，通過(guò)對(duì)東北地區(qū)現(xiàn)代服務(wù)業(yè)發(fā)展中所遇到的問(wèn)題，以及對(duì)國(guó)外現(xiàn)代服務(wù)業(yè)發(fā)展過(guò)程中成功經(jīng)驗(yàn)的借鑒，對(duì)東北地區(qū)加快現(xiàn)代服務(wù)業(yè)發(fā)展提出了一些作者個(gè)人的對(duì)策與思路。第一，要發(fā)揮政府的行政服務(wù)職能，建立適合東北地區(qū)現(xiàn)代服務(wù)業(yè)發(fā)展的運(yùn)行機(jī)制，創(chuàng)新金融政策。第二，協(xié)調(diào)現(xiàn)代服務(wù)業(yè)內(nèi)部發(fā)展環(huán)境，提高現(xiàn)代服務(wù)業(yè)服務(wù)水平，打造東北地區(qū)的服務(wù)品牌。第三，加強(qiáng)人才的引進(jìn)與培養(yǎng)。最后，大力發(fā)展東北地區(qū)的社會(huì)基礎(chǔ)服務(wù)業(yè)、農(nóng)業(yè)現(xiàn)代服務(wù)業(yè)，及開(kāi)放型服務(wù)業(yè)。構(gòu)建具有東北特色的現(xiàn)代服務(wù)業(yè)發(fā)展業(yè)態(tài)。 文中的創(chuàng)新之處，是筆者對(duì)現(xiàn)代服務(wù)業(yè)的內(nèi)涵、分類、特征進(jìn)行了重新的整理與概括，并且對(duì)傳統(tǒng)服務(wù)業(yè)與現(xiàn)代服務(wù)業(yè)進(jìn)行了比較分析。剖析了東北地區(qū)現(xiàn)代服務(wù)業(yè)發(fā)展歷程中所顯現(xiàn)出的問(wèn)題，并且對(duì)東北地區(qū)今后的現(xiàn)代服務(wù)業(yè)支柱型產(chǎn)業(yè)發(fā)展有自己的見(jiàn)解與啟示。大力發(fā)展東北地區(qū)現(xiàn)代服務(wù)業(yè)必將有效地帶動(dòng)地區(qū)經(jīng)濟(jì)發(fā)展達(dá)到一個(gè)新的臺(tái)階。
[Abstract]:At present, the development of modern service industry not only reflects the comprehensive competitive ability of our country in the international market, but also in the face of the important period of our country's economic transformation, the development of global economy is becoming more and more knowledge-based and service-oriented. At the same time, it shows the degree of the development of our country's modernization level, and the modern service industry gradually becomes the important driving force to promote the economic growth of our country. By studying the relevant meaning of the modern service industry, this paper analyzes the problems existing in the development of the modern service industry in the Northeast region, from the development process of the modern service industry in Northeast China as a starting point, drawing on the successful experience of the development of the modern service industry in foreign countries. This paper puts forward the strategic countermeasures and ideas for the development of modern service industry in Northeast China. This paper introduces the development and integration of modern service industry in Northeast China through four parts. First, the first part introduces the different views of the scholars on the modern service industry, so as to refine and summarize the author's understanding of the modern service industry have their own views, give the definition of its meaning; This paper summarizes that modern service industry is divided into producer service industry and living service industry, and sums up the characteristics of modern service industry with the characteristics of times, talent density and spatial agglomeration, and makes a comparative study of traditional service industry and modern service industry. Finally, the significance of the development of modern service industry can improve the national economic level and enhance the well-being of urban and rural residents. Secondly, by introducing the background significance, basic conditions and three stages of the development of modern service industry in Northeast China, it can be seen that the development of modern service industry in Northeast China has achieved initial results, and the financial, commercial and commercial services have developed steadily. The ability of independent innovation in science and technology services has been improved, and the function of the service industry has been gradually enhanced. However, there are still some problems in the modern service industry in Northeast China, such as imperfect development of the system, poor management model, weak sense of competition, lack of high-quality talents, and so on. The development of modern service industry in Northeast China lags behind that of other regions. Thirdly, the modern service industry in developed countries, with electronic information technology as the core competitiveness, is distributed in a clustered manner according to geographical location, and accompanied by a reasonable government control mechanism to promote development. Its successful experience provides more reference for the development of modern service industry in Northeast China. Finally, the problems encountered in the development of modern service industry in Northeast China and the successful experiences of foreign countries in the development of modern service industry are used for reference. This paper puts forward some personal countermeasures and ideas to speed up the development of modern service industry in Northeast China. First, we should give full play to the administrative service function of the government, set up the operating mechanism suitable for the development of the modern service industry in Northeast China, and innovate the financial policy. Second, coordinate the internal development environment of modern service industry, improve the service level of modern service industry, and build service brand in Northeast China. Third, strengthen the introduction and training of talents. Finally, develop the social basic service industry, modern agricultural service industry and open service industry in Northeast China. Construct the modern service industry development pattern with the northeast characteristic. The innovation of this paper is that the author rearranges and generalizes the connotation, classification and characteristics of modern service industry, and makes a comparative analysis of traditional service industry and modern service industry. This paper analyzes the problems in the course of the development of modern service industry in Northeast China, and has its own opinions and enlightenment for the future development of the mainstay industry of modern service industry in Northeast China. Vigorously developing the modern service industry in Northeast China will effectively drive the regional economic development to a new level.
