【摘要】：如何推動(dòng)現(xiàn)代服務(wù)業(yè)發(fā)展,切實(shí)擔(dān)當(dāng)起“首位城市”發(fā)展重任,推進(jìn)成都現(xiàn)代化、國(guó)際化進(jìn)程。認(rèn)真貫徹十七大精神,切實(shí)關(guān)注民生工程。黨的十七大要求建設(shè)服務(wù)型政府。目的是解決與人民生活相關(guān)福利方面的問(wèn)題,加快建設(shè)公共服務(wù)體系。通過(guò)調(diào)整財(cái)政支出結(jié)構(gòu),加大了對(duì)公共服務(wù)的投入力度。而黨的十八大提出了要注重落實(shí)基層惠民政策,以人民切身利益為出發(fā)點(diǎn),政府要堅(jiān)持為民服務(wù)工作。黨的十八大報(bào)告為我市指引了方向,規(guī)劃了今后我國(guó)重大任務(wù)。當(dāng)前任務(wù)是迫切需要努力做好公共基礎(chǔ)服務(wù)建設(shè),思考如何推進(jìn)社會(huì)建設(shè)。 黨和政府致力于發(fā)展民生經(jīng)濟(jì),把民生服務(wù)工程與社會(huì)經(jīng)濟(jì)發(fā)展有利結(jié)合起來(lái)。解決民生問(wèn)題、打造民生政府,民生服務(wù)成為各項(xiàng)工作的重點(diǎn)。實(shí)施“十二五”規(guī)劃過(guò)程中,需要牢記執(zhí)政為民的宗旨,堅(jiān)持以民生為先、民生為重、民生為本,努力讓人民感受到民生服務(wù)的成效。 成都已經(jīng)著手文明城市建設(shè),立足于利民惠民工程。成都市黨委與政府一直將民生服務(wù)作為工作重點(diǎn),注重社會(huì)管理發(fā)展,創(chuàng)新型地推進(jìn)成都市精神文明建設(shè),成都將基層基礎(chǔ)建設(shè)和社會(huì)廣泛參與為抓手,以教育、衛(wèi)生、文化、體育、生態(tài)、交通及其它一些民生工程服務(wù)等為主要內(nèi)容。以不斷滿足市民需要為出發(fā)點(diǎn)和落腳點(diǎn),大力推進(jìn)文明社會(huì)建設(shè)的觀念思路、體制機(jī)制和方法手段創(chuàng)新,為適應(yīng)現(xiàn)代社會(huì)與現(xiàn)代城市發(fā)展要求,全面提升社會(huì)服務(wù)與管理的質(zhì)量和水平。成都先行先試,創(chuàng)新探索。探索惠民服務(wù)新政策、新機(jī)制。為了推動(dòng)民生服務(wù)建設(shè),加大民生工程財(cái)政支出。借鑒國(guó)內(nèi)外城市實(shí)施的公共服務(wù)政策,立足于本市近年來(lái)發(fā)展情況,制度出一系列規(guī)劃來(lái)開(kāi)展適合本市發(fā)展的服務(wù)工程。 本文主要是分為三大部分來(lái)研究成都目前實(shí)行的“便民”服務(wù)工程,認(rèn)真解決人民切身利益的突出問(wèn)題。 第一部分主要是從成都市近年來(lái)頒布關(guān)于民生服務(wù)各種規(guī)劃、政策規(guī)定、統(tǒng)計(jì)年鑒及問(wèn)卷調(diào)查數(shù)據(jù)等相關(guān)資料著手,來(lái)重點(diǎn)分析我市“便民”服務(wù)工程現(xiàn)狀情況,及推進(jìn)惠民利民項(xiàng)目所達(dá)到的成效。為了進(jìn)一步深化全國(guó)文明城市的建設(shè),成都市黨委與政府一直將“利民惠民”服務(wù)作為工作重點(diǎn),而“便民”服務(wù)作為利民惠民服務(wù)的一個(gè)最重要的基礎(chǔ)方面,是發(fā)展民生經(jīng)濟(jì)、實(shí)施民生工程、打造民生政府的必然要求。 第二部分主要是分析成都市“便民”服務(wù)發(fā)展過(guò)程中存在的問(wèn)題。成都市要繼續(xù)實(shí)施并不斷完善鼓勵(lì)居民消費(fèi)的政策；優(yōu)化政府支出結(jié)構(gòu),增加交通、醫(yī)療、教育、文化、環(huán)境治理等財(cái)政支出,聯(lián)合駐社區(qū)有關(guān)服務(wù)機(jī)構(gòu)、商家,建立社區(qū)服務(wù)聯(lián)盟,形成便民服務(wù)網(wǎng)絡(luò),切實(shí)提高居民生活水平能力,提升居民生活質(zhì)量。 第三部分是針對(duì)成都市目前便民設(shè)施的不足給予的政策性建議。研究目前成都市政府為市民提供的便民設(shè)施存在不足,及時(shí)采取補(bǔ)救措施,強(qiáng)化政府提供社會(huì)公共服務(wù)和產(chǎn)品的責(zé)任,加大社會(huì)公共資源向城鄉(xiāng)薄弱環(huán)節(jié)傾斜力度,著力解決涉及群眾的難點(diǎn)熱點(diǎn)問(wèn)題,保障和改善民生,促進(jìn)社會(huì)和諧穩(wěn)定。扎實(shí)推進(jìn)成都現(xiàn)代化國(guó)際化進(jìn)程的必然要求,對(duì)于提高城市綜合競(jìng)爭(zhēng)實(shí)力,有助于創(chuàng)新型地推進(jìn)成都市文明城市建設(shè)工作,全面構(gòu)建宜人成都。
[Abstract]:How to promote the development of modern service industry, undertake the important task of "the first city", promote the modernization and internationalization of Chengdu, earnestly implement the spirit of the Seventeenth National Congress and pay attention to the livelihood project. The Seventeenth National Congress of the party requires the construction of a service-oriented government. The aim is to solve the welfare problems of the people's life and speed up the construction of public service. By adjusting the structure of fiscal expenditure, we have increased the investment in public services. The eighteen Party's major points out that we should pay attention to the implementation of the policy of grass-roots benefiting people, take the interests of the people as the starting point and the government should adhere to the work of serving the people. The eighteen major reports of the party have guided our city and planned the major tasks of our country in the future. It is urgent to do a good job in building public basic services and think about how to promote social development.
The party and the government are committed to developing the livelihood economy, combining the livelihood of the people's livelihood project with the social and economic development. To solve the problems of the people's livelihood, to build the people's livelihood government, and to serve the people's livelihood become the focus of all work. In the course of the implementation of the "12th Five-Year", we should keep in mind the tenor of the people's livelihood for the people, the livelihood of the people, the livelihood of the people, the livelihood of the people, and the livelihood of the people. Efforts have been made to make people feel the success of the people's livelihood service.
Chengdu has embarked on the construction of civilized cities and based on the benefit of people benefiting people project. This article is mainly divided into three parts to study the current "convenient people" service project in Chengdu, and earnestly solve the outstanding problems of the vital interests of the people.
The first part is mainly from Chengdu city in recent years to promulgate all kinds of planning, policy, statistical yearbook and questionnaire survey data on people's livelihood services, to analyze the status of the "convenient people" service project in our city, and to promote the efficiency of the project of benefiting people and people. In order to further deepen the construction of civilized cities in China The Party committee and the government of Chengdu have always focused on the service of "benefit the people benefit the people", and the "convenience" service, as the most important basis for the benefit of the people, is the necessary requirement to develop the livelihood economy, implement the livelihood project and build the people's livelihood government.
The second part is mainly to analyze the existing problems in the development of Chengdu "convenient people" service. Chengdu should continue to implement and continuously improve the policy of encouraging residents' consumption, optimize the structure of government expenditure, increase the financial expenditure of transportation, medical, education, culture, environmental governance, joint community service agencies, businesses, and community suits. The alliance will form a convenient service network, improve the living standard of residents and improve the quality of life of residents.
The third part is a policy suggestion for the shortage of convenient civilian facilities at present in Chengdu. The research on the shortage of the convenience facilities provided by the Chengdu municipal government to the public at present, take timely remedial measures, strengthen the responsibility of the government to provide social public services and products, and increase the strength of the social public resources to the weak links in the urban and rural areas, and focus on the solution. It will inevitably involve the hot and difficult issues of the masses, guarantee and improve the livelihood of the people, promote social harmony and stability. The necessary requirements for promoting the modernization of the modernization of Chengdu are necessary. To improve the comprehensive competitive strength of the city, it is helpful to promote the construction of civilized cities in Chengdu in an innovative way, and to build a pleasant Chengdu.
