【摘要】：正東北地區(qū)等老工業(yè)基地振興戰(zhàn)略實施以來,產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級取得了重要成就,農(nóng)業(yè)基礎(chǔ)地位切實提升,工業(yè)結(jié)構(gòu)優(yōu)化升級明顯,服務(wù)業(yè)吸納就業(yè)作用突出。然而,制約東北振興的體制性、機(jī)制性、結(jié)構(gòu)性矛盾仍未根本解決,東北地區(qū)仍然面臨產(chǎn)業(yè)結(jié)構(gòu)不盡合理、產(chǎn)業(yè)技術(shù)創(chuàng)新不足、企業(yè)轉(zhuǎn)型升級緩慢、二三線城市服務(wù)功能薄弱等突出問題。一、服務(wù)業(yè)領(lǐng)域改革,推動老工業(yè)基地調(diào)整改造和安置分流大力發(fā)展第三產(chǎn)業(yè)是老工業(yè)基地結(jié)構(gòu)調(diào)整的重要內(nèi)容。為適應(yīng)老工業(yè)基地優(yōu)勢產(chǎn)業(yè)發(fā)展和城市功能轉(zhuǎn)換的需要,東北地區(qū)改造提升傳統(tǒng)服務(wù)業(yè),培育發(fā)展現(xiàn)代服務(wù)業(yè),
[Abstract]:Since the implementation of the strategy of revitalizing the old industrial bases in Northeast China, important achievements have been made in the optimization and upgrading of industrial structure, the status of agricultural foundation has been improved, the optimization and upgrading of industrial structure is obvious, and the role of service industry in absorbing employment is outstanding. However, the institutional, institutional and structural contradictions that restrict the revitalization of Northeast China have not yet been fundamentally resolved. The Northeast region is still facing unreasonable industrial structure, insufficient industrial technological innovation, and slow enterprise transformation and upgrading. Second and third line city service function weak and so on prominent problem. First, the reform of the service sector, the promotion of the readjustment and transformation of the old industrial bases, and the placement, diversion, and development of the tertiary industry are the important contents of the structural adjustment of the old industrial bases. In order to meet the needs of the development of superior industries in the old industrial bases and the transformation of urban functions, the Northeast region has reformed and promoted the traditional service industry, cultivated and developed the modern service industry.
