【摘要】：近年來，中央支持海峽西岸發(fā)展的政策和兩岸關(guān)系出現(xiàn)的積極變化，特別是自2009年5月《國務(wù)院關(guān)于支持福建省加快建設(shè)海峽西岸經(jīng)濟(jì)區(qū)的若干意見》出臺(tái)后，地處臺(tái)灣海峽西岸中部的仙游縣被激活了。在獲批成為國家級(jí)臺(tái)灣農(nóng)民創(chuàng)業(yè)園區(qū)之后，仙游縣已成為兩岸農(nóng)業(yè)交流與合作的經(jīng)濟(jì)熱土。在經(jīng)濟(jì)全球化、市場(chǎng)一體化以及科技日新月異的新形勢(shì)下，以創(chuàng)造性的知識(shí)為核心，運(yùn)用知識(shí)生產(chǎn)、發(fā)展知識(shí)產(chǎn)品，并以此來推動(dòng)科技、經(jīng)濟(jì)、社會(huì)的發(fā)展，將是未來世界經(jīng)濟(jì)發(fā)展的趨勢(shì)，誰先贏得先機(jī)，就有可能率先獲得主動(dòng)權(quán)、主導(dǎo)權(quán)。從提升區(qū)域經(jīng)濟(jì)競(jìng)爭(zhēng)力的角度看，仙臺(tái)交流與合作的核心亦在此，為此，2012年仙游縣委、縣政府決定結(jié)合仙游縣實(shí)際，以福建（仙游）臺(tái)灣農(nóng)民創(chuàng)業(yè)園建設(shè)為背景，決定規(guī)劃建設(shè)海峽兩岸（仙游）大學(xué)生創(chuàng)意產(chǎn)業(yè)園區(qū)。 論文以海峽兩岸（仙游）大學(xué)生創(chuàng)意產(chǎn)業(yè)園區(qū)建設(shè)為對(duì)象，進(jìn)行了深入的調(diào)查與規(guī)劃方案研究。通過研究，作者認(rèn)為： （1）仙游縣的資源條件豐富、產(chǎn)業(yè)基礎(chǔ)良好、政策環(huán)境優(yōu)越，具有建設(shè)海峽兩岸（仙游）大學(xué)生創(chuàng)意產(chǎn)業(yè)園區(qū)的優(yōu)勢(shì)和潛力。 （2）海峽兩岸（仙游）大學(xué)生創(chuàng)意產(chǎn)業(yè)園區(qū)的建設(shè)須用創(chuàng)意產(chǎn)業(yè)的理念，以兩岸大學(xué)生為主體，，以知識(shí)經(jīng)濟(jì)為引擎，立足仙游優(yōu)勢(shì)資源，深入解讀“仙游”所蘊(yùn)含的文化、產(chǎn)業(yè)元素及其內(nèi)涵，按照“創(chuàng)意文化”激活“創(chuàng)意旅游”，“創(chuàng)意旅游”助推“創(chuàng)意文化”的思路，培育和形成“仙游”旅游產(chǎn)業(yè)品牌，并最終服務(wù)于區(qū)域經(jīng)濟(jì)和社會(huì)的發(fā)展。 （3）仙游是一個(gè)地名，也是一個(gè)文化，更是一個(gè)產(chǎn)業(yè)形象。園區(qū)的建設(shè)可在“仙游”二字是做出創(chuàng)意�！跋伞笨梢鉃槲幕�，即以其獨(dú)具魅力的地域宗教與民俗文化為主導(dǎo)的創(chuàng)意文化；“游”可意為產(chǎn)業(yè)，即以旅游為軸線的創(chuàng)意產(chǎn)業(yè)�！跋伞笨纱佟坝巍保坝巍蹦苡跋伞�；“仙”與“游”融合，亦即兩岸文化、產(chǎn)業(yè)的融合。 （4）海峽兩岸（仙游）大學(xué)生創(chuàng)意產(chǎn)業(yè)園區(qū)的功能分區(qū)應(yīng)根植于對(duì)區(qū)域資源、文化和景觀特色的理解，以及對(duì)創(chuàng)意產(chǎn)業(yè)的認(rèn)同。論文提出要構(gòu)建出經(jīng)濟(jì)和社會(huì)效益俱佳的產(chǎn)業(yè)組群，總體上，推動(dòng)形成“133122”創(chuàng)意工程體系和輻射開放式空間布局，即1個(gè)核心、3個(gè)開發(fā)板塊、3個(gè)建設(shè)中心、1個(gè)休閑鄉(xiāng)村網(wǎng)、2個(gè)明星旅游區(qū)和2個(gè)創(chuàng)意農(nóng)業(yè)走廊。 規(guī)劃和建設(shè)好海峽兩岸（仙游）大學(xué)生創(chuàng)意產(chǎn)業(yè)園區(qū)需要有多方的保障和有效的支撐體系，為此，論文還分別從組織保障、引導(dǎo)政策、公共服務(wù)、人才建設(shè)和發(fā)展環(huán)境方面提出具體的對(duì)策建議。
[Abstract]:In recent years, the central authorities' policy of supporting the development of the West Bank of the Straits and the positive changes in cross-strait relations have taken place, especially since the State Council's opinions on supporting Fujian Province in speeding up the Construction of the West Bank Economic Zone of the Straits in May 2009. Xianyou County, located in the central west coast of the Taiwan Strait, was activated. After being approved as Taiwan Peasant Start-up Park, Xianyou County has become an economic hot land for cross-strait agricultural exchanges and cooperation. Under the new situation of economic globalization, market integration and the rapid development of science and technology, with creative knowledge as the core, the production of knowledge and the development of knowledge products are used to promote the development of science and technology, economy and society. Will be the future world economic development trend, who wins the first opportunity, it is possible to take the lead to obtain the initiative, the leading power. From the point of view of enhancing regional economic competitiveness, the core of Sendai's exchange and cooperation is also here. For this reason, in 2012, the Xianyou County Committee and the county government decided to combine the actual situation of Xianyou County with the construction of Fujian (Xianyou) Taiwan Peasant pioneering Park as the background. Decided to plan and build cross-strait (Xianyou) creative industry park for college students. This paper takes the construction of creative industry park for university students on both sides of the Taiwan Strait as the object, carries on the thorough investigation and the plan research. Through research, the author believes that: 1) Xianyou County is rich in resources, good industrial foundation and favorable policy environment. It has the advantages and potential of constructing the creative industry park for university students on both sides of the Taiwan Strait (Xianyou). 2) the construction of the creative industry park for university students on both sides of the Taiwan Strait (Xianyou) should be based on the idea of creative industry, take the college students on both sides of the strait as the main body, take the knowledge economy as the engine, base on the superior resources of Xianyou, and deeply interpret the culture contained in "Xianyou". Industrial elements and their connotation, according to the idea of "creative tourism", "creative tourism" to promote "creative culture", foster and form "Xianyou" tourism industry brand, and ultimately serve the development of regional economy and society. Xianyou is a place name, is also a culture, but also an industrial image. The park can be built in the word "Xianyou" is creative. "Immortals" can mean culture, that is, creative culture dominated by its unique regional religion and folk culture, while "traveling" can mean industry, that is, creative industry with tourism as its axis. "Immortals" can promote "travel", "travel" can raise "immortals", "immortals" and "travel", that is, the integration of cross-Strait culture and industry. 4) the functional zoning of the creative industry park for university students on both sides of the Taiwan Strait should be rooted in the understanding of the regional resources, culture and landscape characteristics, as well as the recognition of the creative industry. The paper proposes to construct an industrial group with both economic and social benefits, and in general, to promote the formation of "133122" creative engineering system and radiation open space layout. Namely 1 core, 3 development plates, 3 construction centers, 1 leisure rural network, 2 star tourist areas and 2 creative agricultural corridors. The planning and construction of cross-straits (Xianyou) creative industrial park for college students need multi-party security and effective support system. For this reason, the paper also separately from the organization of security, guidance policies, public services, Put forward the concrete countermeasure suggestion in the aspect of talent construction and development environment.
