【摘要】:我國(guó)是勞動(dòng)力大國(guó),每年幾千萬的高校畢業(yè)生、進(jìn)城務(wù)工人員、城市下崗職工需要就業(yè)和再就業(yè)。面對(duì)這巨大的就業(yè)壓力,國(guó)家需實(shí)施積極的促進(jìn)就業(yè)政策。服務(wù)業(yè)是促進(jìn)就業(yè)增長(zhǎng)最快的部門,生產(chǎn)性服務(wù)業(yè)作為一個(gè)中間投入性質(zhì)的行業(yè),不僅與其他各行業(yè)有較強(qiáng)的關(guān)聯(lián)效應(yīng),甚至對(duì)整個(gè)國(guó)民經(jīng)濟(jì)的協(xié)調(diào)發(fā)展都有較強(qiáng)的帶動(dòng)效應(yīng)。因此,研究我國(guó)生產(chǎn)性服務(wù)業(yè)吸納就業(yè)能力與結(jié)構(gòu)優(yōu)化對(duì)探索生產(chǎn)性服務(wù)業(yè)在我國(guó)發(fā)展的具體途徑的工作而言有著巨大的實(shí)踐與理論價(jià)值。 本文在參考國(guó)內(nèi)外研究成果的基礎(chǔ)上,,進(jìn)一步闡述生產(chǎn)性服務(wù)業(yè)與就業(yè)的相關(guān)理論,剖析生產(chǎn)性服務(wù)業(yè)與就業(yè)的相關(guān)機(jī)制。然后,根據(jù)我國(guó)生產(chǎn)性服務(wù)業(yè)吸納就業(yè)的現(xiàn)狀,合理建立指標(biāo)體系,運(yùn)用回歸分析方法對(duì)我國(guó)生產(chǎn)性服務(wù)業(yè)吸納就業(yè)彈性進(jìn)行測(cè)度。在此基礎(chǔ)上,對(duì)影響生產(chǎn)性服務(wù)業(yè)吸納就業(yè)因素進(jìn)行實(shí)證分析,最后得出結(jié)論并提出相關(guān)政策建議。 研究的主要結(jié)論為:我國(guó)生產(chǎn)性服務(wù)業(yè)的就業(yè)吸納擴(kuò)張效應(yīng)并沒有伴隨長(zhǎng)期的高速經(jīng)濟(jì)增長(zhǎng)而表現(xiàn)出來。雖然生產(chǎn)性服務(wù)業(yè)的直接就業(yè)效應(yīng)較高,就業(yè)吸納能力較強(qiáng),因而發(fā)展生產(chǎn)性服務(wù)業(yè)可以有助于解決我國(guó)就業(yè)難題。但我國(guó)生產(chǎn)性服務(wù)業(yè)的總產(chǎn)值較低,并且通過實(shí)證檢驗(yàn)發(fā)現(xiàn)生產(chǎn)性服務(wù)行業(yè)的國(guó)有單位比重和行業(yè)工資水平阻礙了生產(chǎn)性服務(wù)業(yè)的就業(yè)吸納能力。因此,應(yīng)該增加生產(chǎn)性服務(wù)業(yè)的私人有效投資,促進(jìn)行業(yè)產(chǎn)出增長(zhǎng),消除現(xiàn)行的二元就業(yè)體制,打破部分生產(chǎn)性服務(wù)行業(yè)的行政壟斷,促進(jìn)生產(chǎn)性服務(wù)業(yè)就業(yè)吸納能力提高。
[Abstract]:China is a large labor force, tens of millions of college graduates every year, migrant workers, urban laid-off workers need employment and re-employment. In the face of this huge employment pressure, the country needs to implement active employment promotion policies. As an intermediate input industry, producer services not only has a strong correlation effect with other industries, but also has a strong driving effect on the coordinated development of the whole national economy. Therefore, it is of great practical and theoretical value to study the employment capacity and structure optimization of producer services in China to explore the specific ways of development of producer services in China. Based on the research results at home and abroad, this paper further expounds the relevant theories of producer services and employment, and analyzes the relevant mechanisms of producer services and employment. Then, according to the present situation of employment in producer service industry in China, a reasonable index system is established, and the elasticity of employment in producer service industry in China is measured by using regression analysis method. On this basis, this paper makes an empirical analysis of the factors affecting the employment of producer services, and finally draws a conclusion and puts forward some relevant policy recommendations. The main conclusions of the study are as follows: the employment absorption and expansion effect of producer services in China has not been accompanied by long-term rapid economic growth. Although the direct employment effect of producer service industry is higher and the employment absorption capacity is stronger, the development of producer service industry can help solve the employment problem in China. However, the gross output value of producer services in China is relatively low, and it is found that the proportion of state-owned units and the wage level of producer services industries hinder the employment absorption capacity of producer services. Therefore, we should increase private effective investment in producer services, promote the growth of industry output, eliminate the existing dual employment system, break the administrative monopoly of some productive service industries, and promote the employment absorption capacity of producer services.
