【摘要】：發(fā)達國家的經(jīng)濟結(jié)構(gòu),大多顯示出第三產(chǎn)業(yè)(即服務(wù)業(yè))的高度發(fā)展和精細(xì)分工為特點。我國處于經(jīng)濟的轉(zhuǎn)型期,以勞動密集型為競爭優(yōu)勢的經(jīng)濟結(jié)構(gòu)逐漸由于勞動力成本越來越高,加工制造業(yè)選擇轉(zhuǎn)移到東南亞尋求更低的勞動力。正值此時,我國經(jīng)濟轉(zhuǎn)型的關(guān)鍵,更離不開第三產(chǎn)業(yè)的大力發(fā)展�，F(xiàn)代服務(wù)業(yè)的可持續(xù)發(fā)展,能夠持久地助力國家經(jīng)濟轉(zhuǎn)型,能夠優(yōu)化國家的經(jīng)濟結(jié)構(gòu)以及提升綜合國力。ZS市D區(qū)作為一個第三產(chǎn)業(yè)增加值占GDP比例達85%的鎮(zhèn)區(qū),面臨著宏觀外部環(huán)境影響、資源要素不足、區(qū)域之間競爭激烈等多方挑戰(zhàn),現(xiàn)代服務(wù)業(yè)的可持續(xù)發(fā)展受到影響。ZS市D區(qū)政府必須通過有效途徑應(yīng)對挑戰(zhàn),培育良好的市場環(huán)境,促進現(xiàn)代服務(wù)業(yè)持續(xù)發(fā)展,確保經(jīng)濟穩(wěn)定健康增長。本文在梳理現(xiàn)代服務(wù)業(yè)發(fā)展相關(guān)理論的基礎(chǔ)上,首先明晰了現(xiàn)代服務(wù)業(yè)可持續(xù)發(fā)展和市場環(huán)境培育的定義和內(nèi)涵。其次,以ZS市D區(qū)為案例,闡述其現(xiàn)代服務(wù)業(yè)發(fā)展現(xiàn)狀和面臨的挑戰(zhàn)。再者,采用實證研究法來對ZS市D區(qū)的現(xiàn)代服務(wù)業(yè)發(fā)展中存在的問題進行了分析研究。最后,提出了ZS市D區(qū)政府要通過制度環(huán)境的完善、人才環(huán)境的完善、技術(shù)環(huán)境的強化來培育現(xiàn)代服務(wù)業(yè)可持續(xù)發(fā)展的市場環(huán)境。
[Abstract]:Most of the economic structure of developed countries is characterized by the high development and fine division of labor in the tertiary industry (that is, the service industry). The economic structure with labor-intensive as the competitive advantage gradually because of the higher and higher labor cost, the processing manufacturing industry chose to shift to Southeast Asia to seek lower labor force. At this time, the key to the economic transformation of our country. We cannot do without the vigorous development of the tertiary industry. The sustainable development of the modern service industry can help the economic transformation of the country for a long time. Being able to optimize the economic structure of the country and enhance the comprehensive national strength. As a township with the proportion of added value of tertiary industry to 85% of GDP, the D district of ZS city is faced with many challenges, such as macro external environment influence, insufficient resource factors, fierce competition among regions, etc. The sustainable development of modern service industry is affected. The government of D district of ZS city must meet the challenge through effective ways, cultivate a good market environment, and promote the sustainable development of modern service industry. On the basis of combing the relevant theories of the development of modern service industry, this paper firstly clarifies the definition and connotation of the sustainable development of modern service industry and the cultivation of market environment. Secondly, taking the D district of ZS city as an example, This paper expounds the present situation and challenges of the development of modern service industry in ZS City. Furthermore, the problems existing in the development of modern service industry in D District of ZS City are analyzed and studied by using the empirical research method. The paper puts forward that the government of D district of ZS should cultivate the market environment of the sustainable development of modern service industry through the perfection of the system environment, the perfection of the talent environment and the strengthening of the technical environment.
