【摘要】：科學(xué)技術(shù)是第一生產(chǎn)力，科技創(chuàng)新對一個(gè)國家經(jīng)濟(jì)發(fā)展的貢獻(xiàn)越來越大。二戰(zhàn)結(jié)束之后，發(fā)達(dá)國家的經(jīng)濟(jì)持續(xù)穩(wěn)定發(fā)展，科技創(chuàng)新及其產(chǎn)業(yè)化功不可沒，如何將科學(xué)技術(shù)轉(zhuǎn)化為生產(chǎn)力是各國政府普遍關(guān)注的一個(gè)重要問題。發(fā)達(dá)國家的發(fā)展實(shí)踐證明，科技中介服務(wù)機(jī)構(gòu)是實(shí)現(xiàn)科技成果商業(yè)化的一條有效渠道，它推動了技術(shù)的轉(zhuǎn)移和擴(kuò)散，在一定程度上實(shí)現(xiàn)了技術(shù)創(chuàng)新的良性循環(huán)。在以技術(shù)為驅(qū)動力的市場經(jīng)濟(jì)環(huán)境中，高效率的科技中介服務(wù)機(jī)構(gòu)能夠大大活躍和促進(jìn)企業(yè)的技術(shù)創(chuàng)新和技術(shù)擴(kuò)散，促進(jìn)國家的經(jīng)濟(jì)發(fā)展，提高整個(gè)國家的經(jīng)濟(jì)競爭力。 本文對當(dāng)前安徽省科技中介機(jī)構(gòu)發(fā)展?fàn)顩r和發(fā)展問題進(jìn)行把脈,從調(diào)查安徽省科技中介機(jī)構(gòu)現(xiàn)狀入手,基于產(chǎn)業(yè)鏈視角和博弈模型，，分析科技中介機(jī)構(gòu)面臨的主要問題,研究科技中介機(jī)構(gòu)對發(fā)展安徽省經(jīng)濟(jì)的作用與影響,通過與國內(nèi)外科技中介發(fā)展典型成功模式的比較研究,進(jìn)而有針對性地提出進(jìn)一步塑造積極、健康、向上的思想氛圍,完善政府部門的科技中介管理職能,建立科學(xué)合理的科技中介管理體制和運(yùn)行機(jī)制,優(yōu)化社會中介發(fā)展的法律環(huán)境,加強(qiáng)科技中介人才培養(yǎng)和職業(yè)道德建設(shè),加強(qiáng)科技中介機(jī)構(gòu)的理論和實(shí)踐研究,促進(jìn)科技中介國際交流與合作等操作性強(qiáng)的對策,使安徽省科技中介在全國轉(zhuǎn)型經(jīng)濟(jì)、跨越經(jīng)濟(jì)戰(zhàn)略目標(biāo)指引下,成為社會經(jīng)濟(jì)發(fā)展新的“增長極”和“排頭兵”。進(jìn)而為相關(guān)部門制定發(fā)展安徽省科技中介機(jī)構(gòu)的政策法規(guī)提供決策依據(jù)和參考。
[Abstract]:Science and technology is the first productivity, technological innovation on the economic development of a country with more and more. After World War II, sustained and stable development of the economy of developed countries, technology innovation and industrialization contributed to the science and technology into productive forces is an important issue of common concern. The practice developed the intermediary service organization is an effective channel to realize the commercialization of scientific and technological achievements, it promoted the technology transfer and diffusion, to a certain extent, to achieve a virtuous cycle of technological innovation. In the technology driven environment of market economy, science and technology intermediary service institutions of high efficiency can greatly promote innovation and active and technology diffusion of enterprises, promote the development of national economy and improve the economic competitiveness of whole nation.
The problems in the current situation in Anhui province science and technology intermediary organization development and the development of the pulse, starting from the current situation of Anhui province science and Technology Agency, industry chain and game model based on the analysis of the main problems facing the science and Technology Agency, and the influence of the science and Technology Agency of Anhui province's economic development, the science and technology intermediary development at home and abroad a comparative study of the typical successful model, and then puts forward further shaping a positive, healthy atmosphere, to the idea, improve the management of science and technology intermediary functions of government departments, the establishment of a reasonable scientific intermediary management system and operational mechanism, optimize legal environment of social intermediary development, strengthen the science and technology intermediary personnel training and occupation moral construction and to strengthen the research on theory and practice of science and technology intermediary organization, to promote international exchanges and cooperation in science and technology intermediary operational strategy, make an The technology intermediary of Anhui Province has become a new growth pole and a top soldier in the social and economic development under the guidance of the national transformation economy and across the economic strategic objectives. It will provide decision-making basis and reference for the relevant departments to formulate policies and regulations for developing Anhui science and technology intermediary institutions.
