徐州市城鎮(zhèn)土地登記審批系統(tǒng)的構(gòu)建

【摘要】:隨著我國房地產(chǎn)經(jīng)濟(jì)的發(fā)展,土地登記的工作量和難度也在不斷加大。建立規(guī)范、高效的土地登記信息化平臺,能夠提高土地登記審批工作的效率,符合政府提倡的“便民利民”的要求。對土地的集約利用和土地使用權(quán)的流通具有重要的意義。 本文在分析總結(jié)國內(nèi)外地理信息系統(tǒng)建設(shè)方面的經(jīng)驗的基礎(chǔ)上,使用WebGIS、ComGIS等關(guān)鍵技術(shù)和方法,采用了工作流的設(shè)計方法,對土地登記工作的流程進(jìn)行了梳理和分解,設(shè)計和規(guī)范了電子表單,設(shè)計了一套基于地理信息系統(tǒng)的土地登記數(shù)據(jù)平臺,其主要包括:建立土地登記權(quán)屬和空間地理原始數(shù)據(jù)庫;通過WebGIS、ComGIS建立審批系統(tǒng);通過面向?qū)ο蟮脑O(shè)計方法設(shè)計土地登記審批流程。主要功能包括:土地登記信息及宗地信息的查詢、土地總登記業(yè)務(wù)的辦理、土地變更登記業(yè)務(wù)的辦理、土地登記業(yè)務(wù)的統(tǒng)計與分析等功能模塊。 本文選用ArcGIS Server平臺,基于C/S和B/S相結(jié)合應(yīng)用模式,.Net開發(fā)框架,C++為開發(fā)工具,進(jìn)行了地籍?dāng)?shù)據(jù)庫和檔案數(shù)據(jù)庫的設(shè)計建設(shè),結(jié)合國土資源電子政務(wù)平臺框架,梳理土地登記業(yè)務(wù)流程,將審批權(quán)限和審批監(jiān)察統(tǒng)一在業(yè)務(wù)流程上。該系統(tǒng)既能夠在土地登記審批系統(tǒng)中進(jìn)行土地總登記、變更登記等方面進(jìn)行操作,也能夠結(jié)合地籍一體化系統(tǒng),對宗地面積、形狀等變化進(jìn)行操作,實現(xiàn)權(quán)屬資料數(shù)據(jù)和宗地圖數(shù)據(jù)的對應(yīng)現(xiàn)實性變化。 通過網(wǎng)絡(luò)發(fā)布和實踐應(yīng)用,檢驗了該登記系統(tǒng)能夠滿足土地登記審批工作的需求,證明了系統(tǒng)規(guī)劃和構(gòu)想的正確性和可行性。
[Abstract]:With the development of real estate economy, the workload and difficulty of land registration is increasing. The establishment of standardized and efficient land registration information platform can improve the efficiency of land registration examination and approval and meet the requirements of "convenience for the people" advocated by the government. It is of great significance to the intensive use of land and the circulation of land use right. On the basis of analyzing and summarizing the experience of the construction of geographic information system at home and abroad, this paper uses the key technologies and methods such as WebGIS,ComGIS, adopts the design method of workflow, and combs and decomposes the process of land registration. The electronic form is designed and standardized, and a set of land registration data platform based on GIS is designed. The platform mainly includes: establishing land registration ownership and spatial geographical original database; The approval system is established by WebGIS,ComGIS, and the land registration approval process is designed by object-oriented design method. The main functions include: land registration information and land information inquiry, land registration business management, land change registration business management, land registration business statistics and analysis and other functional modules. This article chooses ArcGIS Server platform, based on the application mode of combining cas and BES,. Net development framework, C as the development tool, carries on the design and construction of cadastral database and archival database, combined with the frame of land and resources e-government platform, and makes the design and construction of cadastral database and archival database. Combing the land registration business process, the approval authority and examination and approval supervision are unified in the business process. The system can not only operate the total land registration and change registration in the land registration and approval system, but also combine the cadastral integration system to operate the changes in the area and shape of the land. Realize the corresponding realistic change of the data of ownership data and the data of the domicile map. Through the network publishing and practical application, the registration system can meet the needs of land registration and approval, and proved the correctness and feasibility of the system planning and conception.
