【摘要】：住房問題既是經(jīng)濟問題,又是政治問題,更是關(guān)系到人民群眾安居樂業(yè)的民生問題,是經(jīng)濟平穩(wěn)健康發(fā)展和社會和諧穩(wěn)定的主要依據(jù)。黨的十七大提出了全面建設(shè)小康社會的宏偉目標,把改善民生作為加快社會建設(shè)的重要內(nèi)容,明確提出要努力讓人民群眾實現(xiàn)“住有所居”。黨和政府做出了一系列重要部署,逐步建立健全住房保障制度,繼續(xù)加大政策支持力度,加快安居工程的建設(shè),努力解決中低收入群體的住房困難,并且取得重要進展。但是,從目前來看,低收入人群的住房難與上學(xué)難、看病難共同構(gòu)成當前我國的三大民生問題。 本文結(jié)合我國保障性住房的現(xiàn)狀,借鑒發(fā)達國家關(guān)于福利性住房制度的理念,指出構(gòu)建保障性住房制度建設(shè)中存在的問題,同時對存在問題的原因加以深入分析,從而提出與我國國情相符合的、完善我國保障性住房制度建設(shè)的相應(yīng)對策。保障性住房建設(shè)是解決低收入人群住房難的主要措施,也是解決我國民生問題的關(guān)鍵。加快保障性住房的建設(shè),有利于我們轉(zhuǎn)變經(jīng)濟發(fā)展方式、擴大內(nèi)需,有利于我們促進房地產(chǎn)市場的健康發(fā)展,對促進社會公平與社會和諧具有深遠的意義。
[Abstract]:The housing problem is not only an economic problem, but also a political issue, which is related to the people's livelihood in peace and contentment, and is the main basis for the steady and healthy development of economy and social harmony and stability. The 17th National Congress of the Communist Party of China has put forward the grand goal of building a well-off society in an all-round way, taking the improvement of people's livelihood as an important part of speeding up social construction, and putting forward clearly that we should make efforts to make the people realize "living and living". The Party and the government have made a series of important arrangements, gradually establishing and improving the housing security system, continuing to increase policy support, speeding up the construction of housing projects, striving to solve the housing difficulties of the middle and low income groups, and making important progress. However, from the current point of view, low-income people's housing difficulties, school difficulties, difficult to see a doctor constitute the current three major livelihood problems in China. Based on the current situation of affordable housing in China and the concept of welfare housing system in developed countries, this paper points out the problems existing in the construction of indemnificatory housing system, and analyzes the causes of the problems. Therefore, the corresponding countermeasures to perfect the construction of the indemnificatory housing system in our country are put forward, which are in line with the national conditions of our country. The construction of affordable housing is not only the main measure to solve the housing difficulties of low-income people, but also the key to solve the livelihood problems of our country. Speeding up the construction of affordable housing will help us to change the mode of economic development, expand domestic demand, promote the healthy development of the real estate market, and promote social equity and social harmony.
