【摘要】：土地和房屋是人類(lèi)賴以生存和發(fā)展的基礎(chǔ),更是社會(huì)發(fā)展的重要基礎(chǔ)資源。土地和房產(chǎn)之間有著相互關(guān)聯(lián)、密不可分的關(guān)系。因此，作為體現(xiàn)權(quán)力的土地證和房產(chǎn)證則更不宜分開(kāi)。但目前，在土地和房產(chǎn)管理的權(quán)、責(zé)、利相分離方面存在一些弊端。 我國(guó)現(xiàn)行體制下，大部分地方的國(guó)土資源局和房產(chǎn)管理局是分開(kāi)的，造成了兩證分開(kāi)的結(jié)果。這樣的管理模式割裂了土地和房產(chǎn)的整體性，造成了房地產(chǎn)建設(shè)過(guò)程中拿地、開(kāi)發(fā)以及管理等方面的多重復(fù)雜關(guān)系，使土地管理和房產(chǎn)管理的權(quán)、責(zé)、利相分離。合并兩證，對(duì)于維護(hù)不動(dòng)產(chǎn)權(quán)益、理順?lè)康禺a(chǎn)建設(shè)中的關(guān)系有重要意義。 本論文根據(jù)現(xiàn)行《物權(quán)法》的頒布及城市國(guó)土、房產(chǎn)部門(mén)對(duì)房地分開(kāi)登記的現(xiàn)狀，以徐州市為例，對(duì)徐州市國(guó)土資源局的土地登記管理系統(tǒng)、徐州市房產(chǎn)局的房屋登記管理系統(tǒng)相關(guān)登記業(yè)務(wù)進(jìn)行現(xiàn)場(chǎng)調(diào)研，總結(jié)出徐州市現(xiàn)行土地所有權(quán)登記、房屋產(chǎn)權(quán)登記的業(yè)務(wù)模型、數(shù)據(jù)管理及組織方式，并對(duì)土地、房屋業(yè)務(wù)數(shù)據(jù)整合的索引屬性進(jìn)行了提取，綜合分析出了土地、房產(chǎn)統(tǒng)一登記實(shí)現(xiàn)的關(guān)鍵模型，提出了房地登記信息交換管理系統(tǒng)的數(shù)據(jù)組織以及信息交換業(yè)務(wù)系統(tǒng)的建設(shè)思路，并對(duì)數(shù)據(jù)整合中涉及的關(guān)鍵問(wèn)題進(jìn)行了研究。在對(duì)現(xiàn)行土地與房屋管理業(yè)務(wù)體系闡述的基礎(chǔ)上，分析了徐州市房屋、土地一體化管理系統(tǒng)的需求和建設(shè)思路，，整理了土地、房屋管理工作的業(yè)務(wù)邏輯。本系統(tǒng)選取Visual Studio.NET集成開(kāi)發(fā)工具，基于ArcEngine為圖形顯示開(kāi)發(fā)組件，利用C#語(yǔ)言進(jìn)行系統(tǒng)實(shí)現(xiàn)，構(gòu)建了土地房產(chǎn)登記信息交換系統(tǒng)，并在具體土地房產(chǎn)具體登記業(yè)務(wù)中進(jìn)行了相關(guān)的測(cè)試，系統(tǒng)功能、速度及穩(wěn)定性良好，達(dá)到了業(yè)務(wù)系統(tǒng)運(yùn)行的要求，驗(yàn)證了系統(tǒng)的可用性。
[Abstract]:Land and housing are the basis of human survival and development, but also the important basic resources of social development. Land and real estate are interrelated and inextricably linked. Therefore, as a reflection of the power of land and property certificates are more inappropriate to separate. But at present, in land and real estate management of power, responsibility, interest separation of some shortcomings. Under the current system of our country, the land and resources bureau and the real estate administration of most places are separated, which results in the separation of the two certificates. Such a management model separates the integrity of land and real estate, resulting in multiple and complex relationships in the process of real estate construction, such as taking land, development and management, and separating the rights, responsibilities and interests of land management and real estate management. The merger of the two certificates is of great significance to the maintenance of real estate rights and interests and the straightening out of the relationship in real estate construction. According to the promulgation of the current Real right Law and the present situation of the urban land and real estate departments registering the premises separately, taking Xuzhou City as an example, the paper makes an analysis of the land registration management system of Xuzhou Land and Resources Bureau. The related registration business of the housing registration management system of Xuzhou Housing Bureau was investigated on the spot, and the business model, data management and organization mode of the current land ownership registration, housing property right registration, and land were summarized in Xuzhou City. The index attribute of house business data integration is extracted, and the key model of realizing unified registration of land and real estate is analyzed synthetically. In this paper, the data organization of the information exchange management system for the registration of premises and the construction idea of the information exchange business system are put forward, and the key problems involved in the data integration are studied. Based on the exposition of the current land and housing management business system, this paper analyzes the needs and construction ideas of the integrated management system of housing and land in Xuzhou, and arranges the business logic of land and housing management. This system selects the Visual Studio.NET integration development tool, based on ArcEngine as the graphic display development component, carries on the system realization by using the C # language, has constructed the land real estate registration information exchange system, The system function, speed and stability are good, which meets the operational requirements of the business system and verifies the usability of the system.
