【摘要】：建立農(nóng)村宅基地退出機(jī)制是解決宅基地低效閑置利用的措施之一,也是目前研究的一個熱點問題。本文從宅基地產(chǎn)權(quán)與市場、補(bǔ)償與規(guī)劃、地方政府角色和收益分配等方面對農(nóng)村宅基地退出和補(bǔ)償進(jìn)行了思考,提出了明晰宅基地產(chǎn)權(quán),建立宅基地流轉(zhuǎn)市場,引入農(nóng)村房地產(chǎn)評估;以補(bǔ)償為引力,以整理規(guī)劃為推力,加快引導(dǎo)農(nóng)村宅基地自動退出;合理界定地方政府角色;探索建立合理的補(bǔ)償和收益分配方式和機(jī)制等政策建議。
[Abstract]:The establishment of rural homestead withdrawal mechanism is one of the measures to solve the inefficient idle utilization of homestead, and it is also a hot issue in current research. This paper thinks about the withdrawal and compensation of rural homestead from the aspects of homestead property right and market, compensation and planning, local government role and income distribution, and puts forward the idea of clarifying homestead property right and establishing homestead circulation market. To introduce rural real estate evaluation; to compensate as gravity, to organize planning as the thrust, to accelerate the guidance of rural homestead automatic withdrawal; to rationally define the role of local governments; to explore the establishment of reasonable compensation and income distribution methods and mechanisms and other policy recommendations.
