【摘要】：通常,政府管理房地產(chǎn)市場的方式主要有兩種,即宏觀調(diào)控與微觀管制。房地產(chǎn)市場宏觀調(diào)控是政府的宏觀經(jīng)濟(jì)管理職能,旨在促進(jìn)房地產(chǎn)市場總供求平衡,保障居民的基本住房需求;房地產(chǎn)市場管制是政府的微觀經(jīng)濟(jì)管制職能,旨在規(guī)范房地產(chǎn)市場微觀經(jīng)濟(jì)主體的行為,提高市場運(yùn)行效率。正確區(qū)分房地產(chǎn)市場宏觀調(diào)控與房地產(chǎn)市場管制、合理界定各自的政策邊界、協(xié)調(diào)好二者重復(fù)的內(nèi)容,對于厘清政府在房地產(chǎn)市場宏觀調(diào)控與微觀管制中的作用,實現(xiàn)房地產(chǎn)市場平穩(wěn)健康發(fā)展,具有重要意義。
[Abstract]:Generally, the government manages the real estate market mainly in two ways, that is, macro-control and micro-control. The macro-control of real estate market is the macro-economic management function of the government, which aims to promote the balance of the total supply and demand of the real estate market and to ensure the basic housing needs of the residents, while the regulation of the real estate market is the microeconomic control function of the government. The aim is to standardize the behavior of micro-economic subjects in real estate market and improve the efficiency of market operation. To distinguish the macro-control of real estate market from the regulation of real estate market, to define their respective policy boundaries, and to coordinate the repeated contents between them can clarify the role of the government in the macro-control and micro-regulation of the real estate market. It is of great significance to realize the steady and healthy development of the real estate market.
